City is requesting LAFCO to waive the reimbursement for all actual and direct costs incurred by LAFCO in preparing the Sphere of Influence. DESCRIPTION At the March 15 , 1983 City Council meeting , the Council met jointly with the Planning Commission to discuss the Sphere of Influence and the General Plan Planning Area. The Sphere of Influence is needed before annexations to the City can occur. The Planning Area is needed to define the area which the General Plan will consider. The Council established the limits for both areas as follows : Eastern Limit : The ridge east of Collier Canyon Road, from Highway 580 to the Contra Costa County Line . Western Limit: The ridge west of Eden Canyon Road and Palomares Canyon Road rom t e Contra Costa County Line to the Hayward City Limit , then following the Hayward City Limit on the south and, on the east , following the Pleasanton City Limit . The Council directed Staff to prepare the necessary resolutions in order that the process of establishing a Sphere of Influence could be facilitated with LAFCO. Staff recommends that the attached resolutions be adopted. ---------------------------------------------------------------------------- COPIES TO: ITEM NO. 6. z RESOLUTION NO. - 83 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN ------------------------------------------------------ ESTABLISHING A PLANNING AREA BOUNDARY WHEREAS, the City of Dublin is required by law to adopt a General Plan; and WHEREAS, the Local Agency Formation Commission of the County of Alameda is required by law to establish a sphere of influence, as that term is defined by Government Code Section 54774 , for the City of Dublin; and WHEREAS, the formation of a General Plan and the establishment of a sphere of influence require planning area boundaries for the City of Dublin; and WHEREAS, the City Council and the Planning Commission of the City of Dublin have, at a public meeting, met and discussed the probable ultimate physical boundaries of the City. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin does hereby adopt as planning area boundaries for the City of Dublin, those boundaries delineated on the map which is attached hereto as Exhibit "A" , and generally described as follows : The eastern limit at the ridge east of Collier Canyon Road, from Highway 580 to Contra Costa County Line. The western limit at ridge west of Eden Canyon/Palomares Canyon Road from the Contra Costa County Line to the Hayward City limit, then following the Hayward City limit on the south and, on the east, following the Pleasanton City limit . T..• wt-, Q`.•C au tII -IV y A vE wi—;., Pleasa.tbd\ E�M IBM 35 7 42 ALOEN �,el 32� 0 V(;sew 0; 'Dispos 0 04 605' IA V4 -.7 A-Lo a RESOLUTION NO. - 83 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN ------------------------------------------------------ REQUESTING THE LOCAL AGENCY FORMATION COMMISSION OF THE COUNTY OF ALAMEDA TO DEVELOP, DETERMINE AND ADOPT A SPHERE OF INFLUENCE FOR THE CITY OF DUBLIN AND TO REVISE TO THE EXTENT NECESSARY THE SPHERE OF INFLUENCE OF THE CITY OF PLEASANTON WHEREAS, the Local Agency Formation Commission of the County of Alameda is mandated by Government Code Sections 54774 and 54774 . 1 to adopt and revise spheres of influence for each local governmental agency in Alameda County; and WHEREAS, the City Council of the City of Dublin has, by Resolution No. established planning area boundaries for the City as shown on the map which is attached hereto as Exhibit "A" ; and WHEREAS, a portion of the planning area boundaries so adopted are within the City of Pleasanton sphere of influence which has previously been adopted by said Local Agency Formation Commission. NOW, THEREFORE, BE IT RESOLVED that, pursuant to Government Code Sections 54774 , 54774 . 1 and 54774 . 2 , the City of Dublin does hereby request the Local Agency Formation Commission of the County of Alameda to develop, determine and adopt, in a timely manner, a sphere of influence for the City of Dublin which is co-existent with the planning area boundaries adopted by the City of Dublin by Resolution No. on March 28 , 1983 . BE IT FURTHER RESOLVED that, pursuant to Government Code Section 54774 . 1 , the City of Dublin does hereby request same Local Agency Formation Commission to revise the sphere of influence for the City of Pleasanton in such a manner as to delete from the Pleasanton sphere of influence those lands within the planning area boundaries adopted by the City of Dublin. BE IT FURTHER RESOLVED that, pursuant to Government Code Section 54774 . 2 , the City of Dublin does hereby request the Local Agency Formation Commission to waive the reimbursement for all actual & direct costs incurred by LAFCO in the preparation of the sphere of influence for the City of Dublin and revision to the sphere of influence for the City of Pleasanton and any associated environmental documents .
