DESCRIPTION The Five Year Capital Improvement Program and the
1983-84 Budget were included in the City Council ' s agenda packet for the
meeting of June 13 , 1983 . Staff ' s recommendations are incorporated in the
annual budget message and the Capital Improvement Program message .
With respect to the expenditure of Revenue Sharing Funds , a Proposed Use
Hearing was conducted ( see attached minutes ) on April 19 , 1983 as required
by law. Input from the public included utilizing Revenue Sharing Funds for
more police services , better street lighting and bus shelters . Staff is
recommending as part of the budget that- Revenue Sharing Funds be used for
police services .
On June 6 , 1983, Staff presented the 5 Year Capital Improvement Program to
the City ' s Planning Commission. At that meeting, the Commission reviewed
the 5 Year Capital Improvement Program, determined that it was in
conformity with the anticipated General Plan, and recommended that the City
Council adopt the Capital Improvement Program. The Commission recommended
consideration of the following:
1 . Elimination of a street tree program.
2 . Review the swales on the north and south side of Dublin Boulevard at
Regional Street and look at street cross section on the north side of
Dublin Boulevard between Regional Street and Golden Gate 'Drive as part
of the Dublin Boulevard Rehabilitation Project .
3. Eliminate trees from median landscaping projects .
4. Review alternatives to construction of a Civic Center facility such as
abandoned school sites .
The City is required by law to conduct a public hearing for consideration
of the City ' s annual budget and the expenditure of Revenue Sharing Funds .
These hearings can be conducted simultaneously.
It is recommended that the Council follow the format indicated below:
1 . Open Public Hearing
2 . Staff Presentation - 5 Year Capital Improvement Program
3 . Review of Individual Projects
4. Adopt 5 Year Capital Improvement Program
5 . Staff Presentation - 1983-84. Budget
6 . Review Individual Budget Accounts
7 . Consider Use of Revenue Sharing Funds
8. Adopt 1983-84 Budget

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN

ADOPTING A BUDGET FOR THE CITY OF DUBLIN
FOR FISCAL YEAR 1983-84
WHEREAS , the Dublin City Council is desirous of
establishing an annual budget and financial plan for fiscal
year 1983-84; and
WHEREAS , the Dublin City Council has reviewed and
considered budget documents and has received input from the
public .
NOW, THEREFORE, the Dublin City Council does hereby find,
determine , declare and resolve as follows :
1 . The Dublin City Council does hereby adopt the 1983-84
budget for the City of Dublin; such budget is attached
hereto and made a part hereof .
2 . The City Manager is hereby authorized to make
expenditures in accordance- with the budget as adopted,
with the exception of those expenditures which require
prior City Council approval in accordance with the
ordinances , rules and regulations of the City. Such
approval shall be secured as prescribed.

M I N U T E S
The proposed hearing was opened by Richard C. Ambrose , City
Manager at 7 : 15 p.m. in the Dublin City Offices .
Mr. Ambrose gave a brief explanation of the Revenue Sharing
Program and the amount of funds available to the City for Fiscal
Year 1983-84.
Mr . Ted Impson, 8648 Beverly Lane, requested that consideration
be given to utilizing the City ' s Revenue Sharing Funds for more
police services , better street lighting and bus shelters .
There were no further comments .
The hearing was closed at 7 :40 p.m.
