Adopt Resolution specifying the • land use designation for Area 5 FINANCIAL STATEMENT: None DESCRIPTION: I. BACKGROUND On August 22, 1983, the City Council continued the discussion of Area 5, the area west of San Ramon Road between Martin Canyon Creek and Silvergate Drive, until September 26, 1983. The reason for. the continuance was hearing to allow Barratt San Jose additional time to address the land use issues and concerns of the site. On August 21, 1983, Barratt San Jose, the property owner of Area 5, verbally indicated that they have developed a preliminary plan for multifamily residential use of the area which may be acceptable to the City and surrounding residents. The Draft San Ramon Road Specific Plan, as prepared by Staff and the Planning Consultants, showed the following land use for Area 5: Multi-family residential (13-18 Dwelling Units per gross acre) or office uses On June 20, 1983, the Planning Commission held a public hearing on the Specific Plan and recommended that the land use for Area 5 be multi-family residential (13-18 D.U./Acre) without the alternative of office use. The basis for the Planning Commission's recommendation was the finding that Martin Canyon Creek acted as a natural barrier between the residentially oriented area, to the north, and the commercially oriented area, to the south. Based on the information considered in preparing the Specific Plan, and testimony received during Public Hearings on the Specific Plan, Staff concurred with the Planning Commission recommendation that the land use designation for Area 5 be multi-family residential, 13-18 D.U./Acre. II_ ISSUES The key issue is the land use designation for Area 5. Various alternatives are available for consideration: I. Multi-family residential (13-18 Dwelling Units per gross Acre) 2. Multi-family residential (at a lesser density) 3. Multi-family residential (13-18 D.U./gross Acre) or office use ----------------------------------------------------------------- ITEM NO. RECOMMENDATION Staff and the Planning Commission recommend that the land use designation for Area 5 be multi-family residential, 13-18 Dwelling Units per gross Acre, and that Council adopt a resolution specifying that land use designation. i c RESOLUTION NO. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN STATE OF CALIFORNIA -------------------------------------- ADOPTING SAN RAMON ROAD SPECIFIC PLAN - AREA 5 WHEREAS, the City of Dublin prepared the San Ramon Road Specific Plan with the intention of setting forth the City ' s policies for the development of the area involved; and WHEREAS, the Planning Commission, on July 5, 1983 , did recommend approval of the San Ramon Road Specific Plan with revisions ; and WHEREAS, the City Planning Department has caused the required notices to be given; and WHEREAS, the City Council did review the proposed Specific Plan and considered it at public hearings on July 25, 1983 , August 22 , 1983 , and September 26, 1983 ; and WHEREAS, the City Council finds that the City of Dublin is in the process of preparing and adopting a general plan, and that there is reasonable probability that the proposed Specific Plan will be consistent with the future general plan; and WHEREAS, there is little or no probability that the Specific Plan will be a detriment to or interfere with the future general plan, should the Specific Plan ultimately be inconsistent with the future general plan; and WHEREAS, the City Council finds that the Specific Plan will not have a significant environmental impact; and WHEREAS, it is the City ' s intention to establish a policy framework . . against which specific development schemes may be judged, leaving maximum opportunity for design freedom; and WHEREAS, the Specific Plan details the development goals for the area and sets forth the criteria for judging development proposals ; NOW, THEREFORE, BE IT RESOLVED that the Dublin City Council approves the San Ramon Road Specific Plan, for all areas except Area #5 , with the following land use designation: PASSED, APPROVED AND ADOPTED this th day of 1983 .
