Chris Kinzel , the City ' s Traffic Engineer, has submitted a draft for a suggested policy based on the Alameda County policy. The City Engineer has surveyed the major City streets and has written a brief report related to identified signs that will fall under this new policy. ---------------------------------------------------------------------------- COPIES TO: John Knox Presbyterian Church Valley Memorial Hospital ITEM N0. �' 'Z-' San Ramon Country Club V MEMORANDUM DATE: September 19, 1983 TO: City Engineer FROM: Chris Kinzel SUBJECT: Public Service Signs I have prepared the attached guidelines for the installation of Public Service Signs within the City of Dublin . Public Service signs would norm-ally be used to direct the public to churches and other public-oriented private non-profit organizations as well as some public or quasi -public organizations . Such signs would normally not direct motorists to organizations located along main streets. The guidelines establish that public service signs would be installed by the City at the expense of the applicant. Location and legends of signs are subject to approval of the City Engineer as described in the guidelines . Existing public service signs. in conformance with the guidelines would be allowed to remain with no action required of the organization. ' Organizations having non-conforming signs would be contacted by the City Engineer and allowed 180 days to obtain a permit to replace and/or relocate the sign(s) . It is recommended that the City Council adopt the guidelines by resolution . cc: City Manager CITY OF DUBLIN POLICY GUIDELINES . FOR PUBLIC SERVICE SIGNS Public Service Signs are directional signs installed on Dublin City streets for the general purpose of directing a substantial number of motorists to the location of certain public or private non-profit organizations . Normally , organizations located on , or visible from, major streets would not be expected to require public service signing . These Public Service Signs will not , in general , be placed for organizations located outside the City Limits of Dublin. -- Public service signing is considered secondary in importance and priority to standard traffic signs for regulatory, warning , construction or directional purposes . Normally , only one public service sign would be installed on a given approach to an intersection, although multiple messages can be combined on a single installation. The following guidelines shall apply: 1 . Encroachment permits will be required for the installation of public service signs in any City street right-of-way. These requests to be submitted to and approved by the City Engineer. The City Engineer ' s determination shall be appealable to the City Council . 2 . A $10 permit fee will be required for the issuance of an encroachment permit covering the installation of public service signs within any City street right-of-way. 3 . Signs shall conform to the following criteria unless otherwise authorized by the City Engineer : a . Size : The sign shall be rectangular in shape normally having a size of 12" high by 24" wide or other appropriate size authorized by the City. Engineer . b. Construction: Signs shall be constructed of steel , aluminum or other suitable material , and shall have sufficient strength to withstand bending or sagging under normal conditions . The sign faces shall be finished with porcelain enamel , baked enamel , reflective sheeting as may be required depending on the sign purpose . The usual construction will be reflective sheeting on 0 . 080" aluminum. C . Legend restrictions : The legend of the sign shall be clear and easily read by ve icle operators in normal traffic , and shall be composed of letters or numbers from the standard alphabet for highway signs used by the California Department of Transportation. The letters , numbers and borders used on the sign shall be white ; the background shall be dark greed (or blue for health care facilities ) . The background may contain overprint of the organization and the organization' s identification symbol . Alternate colors for lettering and background may be approved by the City Engineer, except that neither red nor yellow shall be used in the background. d . Information: The legend shall be limited to three lines generally composed of the following information: M . The name of the organization (maximum of four words ) . ( 2 ) The location, designation or distance in blocks or miles (maximum three words ) . ( 3 ) A directional arrow or such other information as approved by the City Engineer . e . Facino : Signs may be' single faced or double faced . All materials , workmanship and finish shall be equal to that of traffic signs installed on City streets . - 1 - f . Number of signs : The number of signs authorized for installation wi be determined by the City Engineer. g . Location: Each requested sign location shall be noted in the application for the permit . The right is reserved by the City to relocate or remove any public service sign at any time in the interest of public safety or to avoid conflict with official traffic signs.. h. Furnishing of signs : All public service signs and all replacement signs shall be furnished by the requesting organization at no expense to the City . i . Installation: All public service signs to be installed within the City street right-of-way will be placed by the City , unless alternate installation procedures are approved by the City Engineer. j . Cost - of installation: The cost of all posts , concrete , hardware or other materials necessary for the installation of public service signs shall be borne by the requesting organization. For signs to be installed by the City, a deposit covering the estimated cost of installation shall be made at the time of application for a permit . Deposits in excess of the costs will be returned by the City upon completion of the installation. If a deposit is not sufficient to cover installation, the permittee will be billed for the difference between the deposit and the estimated cost of completion. All work on the installation will be terminated once the deposit has been exhausted . For applicant-installed signs , an inspection fee will be charged to verify compliance with the approved installation procedure . An investigation fee may also be charged to cover costs incurred by the City Engineer in reviewing the application. k. Maintenance and removal : ( 1 ) Routine preventative maintenance (equal to that received by official traffic signs ) will be performed at no cost to the permittee . If , at any time , a public service sign is found to have deteriorated beyond the point where routine maintenance can provide an acceptable appearance , such sign will be removed. If the permittee elects to furnish a replacement sign for the deteriorated, damaged , vandalized , or lost sign, permittee shall do so at permittee ' s expense . ( 2 ) Should a public service sign be determined to be obsolete , to be misleading to the public , to constitute a hazard, or to create a hazardous condition, such sign will be removed by the City. ( 3) Should a place of assembly cease its operation at a particular location, notification shall be given by the permittee to the City Engineer within fifteen days after said cessation so that the signs may be removed. In the event of non-notification within fifteen days , all signs installed for the location will be summarily removed. The reinstallation of the signs by the City will be considered as a new installation, and the cost of reinstallation shall be borne by the permittee . 4. Public Service Signs in existence at the time of the adoption of these guidelines shall be brought in conformance with the guidelines following notification of the organization by the City Engineer . After notification, such organization shall have 180 days to request a permit for reinstallation, replacement , relocation or removal in conformance with the procedures established in these guidelines . 2 - PUBLIC SERVICE SIGNS EXISTING CONDITIONS The following existing signs have been identified as being included under the proposed policy : 1 ) "Presbyterian Church" with arrow located on southbound San Ramon Road in advance of Silvergate Drive . This church is located on Amarillo Road , remote from San Ramon Road. This sign appears to be appropriate and will remain under the proposed policy. The church has asked to have two other signs replaced which have recently disappeared. These locations will be reviewed in light of the policy when approved. 2 ) "San Ramon Country Club" with arrow on northbound San Ramon Road in approach of Alcosta Boulevard . This sign is in poor condition to the point of being illegible ; the use is not in the City of Dublin and the facility is not a public or private non-profit organization. For these reasons , it would be appropriate to remove this sign under the proposed policy. 3) "Family Medical Center 1 . 2 Miles" with arrow on northbound San Ramon Road in approach of Alcosta Boulevard . This sign, while directing motorists to a use outside of Dublin, should remain. The Family Medical Center is a branch of Valley Memorial Hospital and does offer walk-in emergency services . We have had an informal request from another church for a directional sign which will be acted upon once this policy is established. RESOLUTION NO. - 83 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN -------------------------------------- APPROVING A POLICY RELATED TO THE INSTALLATION AND MAINTENANCE OF PUBLIC SERVICE SIGNS WHEREAS , the Dublin City Council recognizes the need for directional signing to certain public and private non-profit organization facilities . NOW, THEREFORE , BE IT RESOLVED that the Dublin City Council does hereby approve as a Dublin City Policy the "Guidelines for Public Service Signs" . City Clerk John Knox 7421 Amarillo Road PRESBYTERIAN CHURCH Dublin, Ca. 941508 Church Office: (415) 828-1840 August 4, 1983 To: City Council Members Dear Pete: In calling the Dublin City offices to see if we could get two directional signs replaced that had been stolen, I talked with Lee Thompson, City Engineer, and found out that you are considering a sign policy that might require John Knox Presbyterian Church to take down the one remaining sign we have on San Ramon Road. Let me explain that these signs were made in 1973 according to Alameda County Road Department specifications and were also placed in their present locations in 1973 by the Alameda County Dept. , one on San Ramon Road going north on the right hand side of the road a hundred yards or so before Silvergate, another on San Ramon Road going south (this is the only one remaining) also posted about a hundred yards before Silvergate, and a third on Silvergate just before Amarillo Road on the right hand side in front of the Carrere home at 11738 Silvergate Drive. As you can still see from the one remaining sign going south on San Ramon Road before Silvergate Drive, the signs are very plain (white letters spelling "Presby- terian Church" with a white arrow underneath pointing right on a green background) and small (about 14" by 18") and unobstrusive. That's because they are posted pri- marily to give directions to a church facility that is difficult to locate because it is off the main streets and hidden back in the residential area between Hansen and Silvergate Drives on Amarillo. These signs are not intended for advertisement. They are simply, plainly directional. And we have had many people coming from out-of-town for a wedding or memorial (funeral) or other meeting at ,John Knox Church that have expressed their appreciation for those little signs . Also many people from Dublin-San Ramon who said they would not have found the church building except for those signs. Our church for twenty years , has provided meeting places for many civic, non- profit groups from Boy Scouts to Al-Anon as well as programs for non-member people in our area. These signs help them locate our church. Our members don't need the signs. But we put them up at our expense and in complete accordance with the County's requirements so that John Knox Church could be accessible to others. Please consider our situation and need before firming up a policy. I am available to talk with you further about this matter or a swer questions you might have concerning the signs .
