RECOMMENDATION: Approve Resolution adopting the Flood
Insurance Study for the City of Dublin
and Flood Insurance Rate Map for the
City of Dublin, dated August 18, 1983 .
FINANCIAL STATEMENT: No change - This action simply adopts
the portion of the study now covering
the Dublin City Limits, as an update to
the City adopting a study previously
done for the County.
DESCRIPTION: In April , 1982, the Dublin City Council
passed a resolution approving the National Flood Insurance
Program for Dublin, based on the study and maps for Alameda
County, as interim flood hazard documents .
The Federal Emergency Management Agency has now
published documents exclusively for Dublin. The Resolution
attached will approve these documents as those relating to
Dublin ' s own program.

Dear Mr. Snyder:
I am pleased to announce that we have approved your community's application to
participate in the National Flood Insurance Program.. In accordance with Section
1336 of the National Flood Insurance Act of 1968, I have authorized the sale of
flood insurance in your community under the Regular Program effective
September 8, 1982. This means that flood insurance is now available to local
property owners and can be purchased from any property insurance agent or broker
licensed to do business in the area in which the property to be insured is
located.
Since the City of Dublin was previously participating in the NFIP under Alameda
County's application, the City will continue to utilize the County's Flood
Insurance Rate Map (FIRM) until their own map is issued. The FIRM, which shows
the base flood elevations established for Alameda County, became effective on
April 15, 1981. This date indicates the effective date for the authorization of
the sale of first and second layer flood insurance coverage at actuarial rates
for all new construction and substantial improvements to existing structures
within your community. First layer coverage on structures built prior to
April 15, 1981 will be made available at subsidized rates, unless substantial
improvements are made to the structures.
The actuarial rate zones applicable to your community are indicated on the FIRM.
You should be aware that actuarial rates for insurance on a structure increase
as the first floor elevation of the structure decreases below the base flood
levels established for your community. In addition, it should be pointed out
that on the effective date of the FIRM, the FIRM suspersedes all previous maps
for the purpose of determining whether individual properties are located inside
or outside the area having special flood hazards; and, after that date, new
construction will be charged actuarial rates which may be higher if the
construction is not built in compliance with the flood plain management
requirements of the National Flood Insurance Program.
We hope your community's property owners will take this opportunity to obtain
protection against losses from future flooding. Coverage is not only available
on all buildings but their contents as well. Hence, property owners and renters
may obtain flood coverage to protect their real and personal property.

RESOLUTION NO. 18-82
RESOLUTION APPROVING
NATIONAL FLOOD INSURANCE PROGRAM
WHEREAS, certain areas of the City of Dublin are subject
to periodic flooding from streams and channels, causing serious
damages to properties within these areas ; and
WHEREAS, relief is available in the form of Federally
subsidized flood insurance as authorized by the National Flood
Insurance Act of 1968; and
WHEREAS , it is the intent of this City Council to
require the recognition and evaluation of flood hazards in all
official actions relating to development in the flood plain areas
having special flood hazards ; and
WHEREAS, this body has the legal authority to adopt
flood plain management control measures to reduce future flood
losses pursuant to public law,
NOt•1, THEREFORE, BE IT RESOLVED, that this City Council
hereby:
1 . Assures the Federal Insurance Administration that
it will enact as necessary, and maintain in force for those areas
having flood hazards , adequate flood plain management and control
measures with effective enforcement provisions consistent with
the Criteria set forth in Section 1910 of the National Flood
Insurance Program Regulations ; and
2. Vests the City Manager with the responsibility,
authority, and means to:
(a) Delineate or assist the Administrator, on request,
in delineating the limits of the areas having special flood hazards
on available local maps of sufficient scale to identify the location
of building sites.
(b) Provide such information as the Administrator
may request concerning present uses and occupancy of the flood
plain.
(c) Cooperate with Federal , State, and local agencies
and private firms which undertake to study, survey, map, and identify
flood plain areas , and cooperate with neighboring communities
with respect to management of adjoining flood plain areas in
order to prevent aggravation of existing hazards.
(d) Submit on the anniversary date of the community's
initial eligibility an annual report to the Administrator on the
progress made during the past year within the community in the
development and implementation of flood plain management measures.
3. Appoints the City Manager to maintain for public
inspection and to furnish upon request a record of elevations
(in relation to mean sea level ) of the lowest floor (including
basement) of all new or substantially improved structures located
in the special flood hazard areas. If the lowest floor is below
grade on one or more sides, the elevation of the floor immediately
above must also be recorded.
4. Agrees to take such other official action as may
be reasonably necessary to carry out the objectives of the program.

APPROVING NATIONAL FLOOD INSURANCE PROGRAM DOCUMENTS
WHEREAS, by Resolution 18-82 , the Dublin City Council
approved entrance into the National Flood Insurance Program; and,
WHEREAS, no specific plans had been developed for
Dublin, the City of Dublin adotpted documents related to Alameda
County as a whole; and,
WHEREAS, the Federal Emergency Management Agency has now
developed a Study and Flood Insurance Rate Map, specifically for
Dublin;
NOW, THEREFORE, BE IT RESOLVED that the Dublin City
Council does hereby adopt the Federal Emergency Management Agency
Study, entitled: Flood Insurance Study, City of Dublin, dated
August 18 , 1983 , and the Flood Insurance Rate Map, City of Dublin,
dated August 18, 1983 , as the official documents to control
development in those areas of Dublin which have been identified as
being in flood hazard zones .
