FINANCIAL STATEMENT: Previously allocated FAU funds to Dublin - $390 , 000
Proposed allocation for Fiscal Year 1984-85 - $405 , 000
DESCRIPTION As you are aware, the City of Dublin was allocated
$249 , 952 in Federal Aid Urban Funds upon its incorporation. Last year, the
City was allocated $140 , 048 in Federal Aid Urban Funds through its partici-
pation in the Tri-Valley Urbanized Sub-Area with the Cities of Livermore ,
Pleasanton and the unincorporated area of Alameda County . Therefore, the
City has been allocated, thus far, $390 , 000 in Federal Aid Urban Funds .
These funds have been included in the City ' s Capital Improvement Program for
funding of the following projects :
1 . Dublin Boulevard - Rehabilitation - San Ramon Road to Flood Control
Channel
2 . Amador Valley Boulevard - Rehabilitation - San Ramon Road to Donahue
Drive
3 . Village Parkway - Rehabilitation - Amador Valley Boulevard to Dublin
Boulevard
This year, the City Engineer applied for Federal Aid Urban funding for the
widening of San Ramon Road between Dublin Boulevard and Amador Valley
Boulevard, and also applied for funding for the improvement of Amador Valley
Boulevard. As you know, both of these projects have been included in the
City ' s Capital Improvement Program with the anticipation that funds would
primarily come from the General Fund. The City was successful in competing
with the Cities of Livermore and Pleasanton for these funds . The Alameda
County Transportation Advisory Committee has recommended allocation of
Federal Aid Urban funds for these two projects in the amount of $405 , 000 .
On October 19 , 1983 , the Alameda County City Manager ' s Group reviewed the
proposed FAU Program for the County, and also recommended approval of the
two Dublin projects . These projects have yet to be approved by the I"iayor ' s
Conference , the Board of Supervisors , MTC , CalTrans , and the Federal
Highway ' s Administration.
It appears very likely that Federal Aid Urban funds for these two projects
will be approved and thus reduce the cost of construction to the General
Fund.

On August 30 , and September 1, 1983 , the Tri-Valley Urbanized
Sub-Area Audit Committee (City Engineers from the three Tri-
Valley cities ) submitted, and met to prioritize, FAU projects for
the remaining 1983-84 and new 1984-85 Federal Aid to Urban
Program allocations . The combined allocations for the Tri-Valley
area is approximately $770 , 000 . The priority list approved by
the committee is as follows :

It appears that out of $705 , 000 of FAU funding, Dublin will
receive $405 , 000 , with $65 , 000 left for next year ' s projects .
The above priority list was submitted to, and approved by, the
Alameda County Transportation Advisory Committee on September 19 .
It will now proceed on through the process to be put on the
T. I .P (preliminary schedule attached) .

Transit and Union City bus system.
Class III bicycle facilities will be
provided.
82-83 (1 ) PATTON WAY - Construct new street 2,509,400
(Alameda) between Lincoln Avenue and Webster Adjusted for
Street - Posey Tube complex, separated inflation
bus loading areas and Class I bicycle
facilities.
83-84 (1 ) THORNTON AVENUE - Construct 4-lane divided 2,704,000
(Fremont) roadway between Nimitz Freeway (SR 17 ) and 2,200,000 Max.
Paseo Padre Parkway. This project will
provide direct access to the Nimitz Freeway
at the Thornton Avenue interchange, separated
bus loading areas at key locations and Class
II bicycle facilities. It is the signed route
to he Fremont BARTD -Station and a major AC
Transit route.
84-85 (1) HALCYON DRIVE - Reconstruct to provide 4-lane 1,328,000
(San divided facility between W.P.R.R.and Hesperian
Leandro) Boulevard. Separated bus loading and Class
II bicycle facilities will be provided.
84-85 (2) "D" STREET - Construct new 4-lane facility 6,223,000
(Hayward) between Grand Street and Winton Avenue at 2,200,000 Max.
Soto Road. This facility will provide direct
access to the Hayward BARTD Station from the
Winton Avenue/Nimitz Freeway Interchange, and
Class II bicycle facilities. The route is a
crosstown arterial which is grade separated
at the Western Pacific and Southern Pacific
Transportation Company Railroad Crossings.

and Dyer Street. Provide Class 3 bicycle lane.
Alvarado Boulevard is a transit route.
82-83(3) FREMONT BOULEVARD - Widen Fremont Boulevard 410,000
(Fremont) from two to four lanes from 500 feet southerly
of Blacow Road to Delaware Street and recon-
struct and resurface existing pavement from
Delaware Street to Doane Street. Mowry Avenue
is an AC Transit route. Class 2 bicycle
facilities will be constructed.
83-84(1 ) MOWRY AVENUE - Construct safety/capacity 500,000
(Caltrans) improvements on Mowry Avenue within and
adjacent to the interchange area of the
Nimitz Freeway.
83-84(2) MATTOX ROAD - Widen to provide 4-lane facility 350,000
(Alameda for County portions between Angus Way and
County) Castro Valley Boulevard. Other portion being
constructed by Caltrans in 580/238 interchange
project.
84-85(1 ) Thornton Avenue and Cedar Boulevard. Resurface 500,000
(Newark) Thornton Avenue; widen and reconstruct Cedar
Blvd.
84-85(2) Newark Boulevard. Overlay from the Dumbarton 500,000
(Newark) Freeway to Civic Terrace Avenue.
Estimated Limit of funding through Fiscal Year 1984-85
Project 84-85(3) is not a protected project
under the Rules established by the Mayors'
Conference since San Leandro has a project in
the FAU Program. The following projects will be
considered for funding during the period
Fiscal Year 1985-86 through Fiscal Year 1988-89.
