HomeMy WebLinkAboutItem 8.5 Establish Recreation Director Position (2) r700 -30 CITY OF DUBLIN AGENDA STATEMENT CITY COUNCIL MEETING DATE: November 28, 1983 SUBJECT Establishment of Recreation Director Position EXHIBITS ATTACHED Resolution; Job Description; Salary Survey RECOMMENDATIO 1) Adopt Resolution 2 ) Authorize City Manager to proceed with recruitment of Recreation Director FINANCIAL STATEMENT: Recommended Salary Range - $2350 - $2850 , plus car allowance of $175/month. Adequate funds have been included in the 1983-84 Budget DESCRIPTION On September 21, 1983 , the City Council adopted the recommendation of the Parks & Recreation Advisory Committee that a Recreation Director be hired. Prior to the actual recruitment it would be appropriate for the City Council to establish a salary range for the position and approve the attached job description, which has been prepared by Staff . Staff has performed a salary survey of cities of similar size which have a Recreation Director position. This survey included only comparable positions where the Director does not have responsibility for grounds maintenance. The results of the survey indicate that an appropriate salary range would be $2 , 350 - $2 , 850 per month. The nature of the job duties of this position suggest that a car allowance would be appropriate. An allowance of $175 per month is comparable with other department heads . The Recreation Director is a professional level employee, functioning as a Department Head. The position will require a minimum of three years of responsible experience . 1 This item was presented to the Parks & Recreation Commission at their meeting of November 22 , 1983 . (3•�'5 RESOLUTION NO. - 83 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN -------------------------------------- ESTABLISHING THE POSITION OF RECREATION DIRECTOR WHEREAS, the Dublin City Council is desirous of improving the level of recreation services available to the community; and WHEREAS, the City Council has adopted the Parks & Recreation Advisory Committee ' s recommendation that a Recreation Director be hired; and WHEREAS, the newly formed Parks & Recreation Commission has approved the job description and salary range; and WHEREAS, the City Council has allocated sufficient funds in the City ' s budget for this position. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin hereby establishes the position of Recreation Director as described in the job description, which is attached hereto and made a part hereof; and further establishes the following salary range and car allowance for the position as shown below: POSITION TITLE MONTHLY SALARY RANGE Recreation Director $2, 350 - $2 , 850 Car Allowance $ 175/month PASSED, APPROVED AND ADOPTED this 28th day of November, 1983 . AYES : NOES : ABSENT: Mayor ATTEST: City Clerk DIRECTOR OF RECREATION DEFINITION The Recreation Director is a Department Head, who is under the administrative direction of the City Manager. This position is responsible for the planning, coordination, and implementation of recreation services and activities for the City . EXAMPLES OF DUTIES Plans, directs, and supervises community recreation programs ; formulates recreation policies, programs, and procedures ; oversees the recruitment, interview and selection of special activity- leaders and part-time recreation personnel; acts as Staff liaison to the Parks & Recreation Commission; evaluates the need for specific recreational programs, concluding with financial feasibility projections and recommendations ; assists in preparation and the administration of Recreation Department budget; coordinates and works directly with appropriate City officials, Commission members, consultants, and community groups ; and other related duties as required. QUALIFICATIONS Education Bachelor ' s Degree from an accredited college or university, majoring in Recreation Administration or a related field. A Master ' s Degree is desirable . A minimum of three years of increasingly responsible full-time experience in public recreation work, preferably in a municipal setting with significant supervision and administrative experience . Knowledge and Abilities The Recreation Director must have knowledge of the principles and practices of community recreation administration; the components of establishing recreation programs and services ; and alternative funding sources available . Ability to present clear and concise verbal and written reports and recommendations ; be responsive to ideas and needs expressed by City officials and the community at large ; maintain an effective working relationship with civic groups, other public agencies, City Staff, and elected/appointed officials; to complete applications for and administer grants ; formulate new programs and provide for their design, presentation for approval, implementation and evaluation; and supervise, train and direct subordinate personnel . Licenses Requires a valid California Class III driver' s license to be secured prior to employment and maintained current as a condition of continued City employment.
