FINANCIAL STATEMENT: None
DESCRIPTION As you may be aware, on Thursday, February 2 , 1984 ,
the BART Board of Directors voted to include the extension of rail to the
Sari Francisco Airport in the Phase I submittal to the Metropolitan
Transportation Commission. As a result of that action, representatives from
the Cities of Danville, Dublin, Livermore, Pleasanton and San Ramon have met
to discuss an appropriate strategy in presenting the Valley ' s case to the
BART Board of Directors.
Councilmember Jeffery and representatives from the other Cities have _
developed a letter to the BART Board emphasizing the need for the Valley _
extension .
The BART Board of Directors will be meeting on February 16 , 1984 . Staff has
submitted a request to the BART Board that the representatives from the 5
Valley Cities be given an opportunity to address the BART Board regarding
the Livermore-Pleasanton Extension.
Councilmernber Jeffery has requested that this item be placed on the agenda
in order for the Council to determine in what manner the City should be
represented at that meeting .

I also urge a freeze on adding lanes to I-80 (Bay Bridge to Route 4,
and I-680 (Dublin to Pleasant Hill) , until BART alternatives are
analyzed.

Last Thursday our Board, at the united request of the
three directors from San Francisco, defined BART's in-district
DIRECTORS commitment to San Francisco as a line to the San Francisco
Airport. (See attached copy of BART Extension Phasing.) We
BARCLAYSIMPSON also agreed to support a people :mover linking BART Coliseum
1ST DISTRICT station with the Oakland Airport, to be built concurrent with
NELLOBIANCO or sooner than the S.F. Airport extension.
2ND DISTRICT
ARTHUR J.SHARTSIS BART's proposed $390 million extension 'beyond the end of
3RD DISTRICT our planned Daly City tail track and a station trainside with
MARGARET K.PRYOR the Caltrain Peninsula Commute west of U.S. 101 aims to cut out
4TH DISTRICT Caltrans proposal to extend the commute rail about a mile in
ROBERT S.ALLEN San Francisco for an estimated $340 million.

If necessary to cut back on Phase I, I am strongly urging
that it be done across the board. Interim single track would
probably cost about 60% to 70%. The next cut should be the end
station on each extension. But I really thing the entire BART
Phase I is doable and am working hard to this goal.

TO ALL INTERESTED PARTIES:
Today representatives from the cities of Danville, Dublin, Livermore,
Pleasanton, and San Ramon met to discuss the recent action, by the
BART Board of Directors, to include a rail extension to the San
Francisco Airport, as part of BART'_'I submittal to the Metropolitan
Transportation Commission. As a result of today' s meeting, repre-
sentatives from each community agreed to coordinate efforts to
lobby BART for placing a high priority on the Livermore-Pleasanton
Rail Extension.
Attached is a draft letter developed for your consideration. It is
recommended that you copy this letter onto your own letterhead,
sending the original to the BART Board of Directors with copies to
those individuals and organizations on the attached list.
All letters should be mailed to the BART Board of Directorsrllprior
to their next meeting, which will be held on Thursday, February 16,
1984 , at 9 : 00 a.m. The meeting will be held in BART' S Administrative
Offices on the first floor at 800 Madison Street in Oakland.
In the meantime) if you have any questions, please contact your local
Chamber of Commerce. —

Honorable Bart Board of Directors :
We would like to express our disappointment and anger at the recent
decision; by your �oard< to adjust the Barrt Rail expansion plan to
include the San Francisco airport extension at the expense of°; the
Livermore-Pleasanton extension.
Our community has already invested 37 million dollars in property
taxes and 27 million dollars in sales tax to insure the building of
a transportation system to service our area. In the past, we have
been both supportive and patient with BART ' S plans, knowing that
the Livermore-Pleasanton extension would be built as soon as the
funds became available .
Over 20 years ago, when our citizens agreed to pay for the BART
system, we felt that we were investing in our future . -.That.' future
is now. Mr. Arthur Shartsis, at a recent Metropolitan Transportation
Commission public hearing supported the plan for the Livermore Valley.
We find it interesting that he has now changed his mind.
As taxpayers we do not understand the logic of building in a non-
BART county where no contributions to the system have previously
been made by the taxpayers .
BART ' S decision really leads one to question the integrity of the
manner in which BART funds the entire rail system.
We would urge your Board to reconsider its decision, and give the
Livermore-Pleasanton Rail Extension a priority which will assure
funding in the first phase.

WHEREAS, the Board of Supervisors of Alameda County has duly can-
vassed or caused to be canvassed the votes cast in the County of Alameda
at the special district boar election consolidated with the State of
California General Election held on November 6, 1962, in the County of I,
Alameda, by the electors of the County upon the measure hereinafter set
forth, and there has been certified to this Board the result of the votes
cast at said election Opon said measure, which said certification is now
C11- on file in the office of the Secretary of the District; and
WHEREAS, the Board of Supervisors of Contra Costa County has duly
canvassed or caused to be canvassed the votes -cast in the County of
Contra Costa at the special district bond election consolidated with the
State of California General Election held on November 6, 19629 in the
County of Contra Costa, by the electors of the County upon the measure
hereinafter set forth, and there has been certified to this Board the
result of the votes cast at said election upon said measure, which said
certification is now on file in the office of the Secretary of the
District; and
WHEREAS, the Registrar of Voters of the City and County of
San Francisco has duly canvassed or caused to be canvassed the votes
cast in the City and County of San Francisco at the special district bond
election consolidated with the State of California General Election held

electors of the City and County upon the measure hereinafter set forth,
and there has been certified to this Board the result of the votes cast
at said election upon said measure, which said certification is now on
file in the office of the Secretary of the District,
NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of the
San Francisco Bay Area Rapid Transit District as follows;
1. Said canvasses by or on behalf of said Boards of Supervisors
of Alameda and Contra Costa Counties and the Registrar of Voters of the
City and County of San Francisco as shown by said certifications and the
result of said election are hereby ratified, confirmed and approved.
2. At said election the following measure for incurring bonded
indebtedness was submitted to the electors of the Counties of Alameda
and Contra Costa and the City and County of San Francisco and the number
of votes cast in the Counties of Alameda and Contra Costa and the City
and County of San Francisco for and against said measure was as follows:
MEASURE A: Shall San Francisco Bay Area Rapid =
(Rapid Transit) Transit District incur a bonded in-
debtedness in the principal amount of
$792,000,000 for the object and purpose of acquiring, con-
structing and operating a rapid transit system for the
transportation of passengers and their incidental baggage#
including rights of way, rail lines, bus lines, stations, "
platforms, switches, yards, terminals, parking lots and any
and all other facilities necessary or convenient for rapid
transit service within or partly without the district, under-
ground, upon or above the ground and under, upon, or over
public streets, highways, bridges, tubes, tunnels, or other
public ways or waterways, together with all physical struc-
tures necessary or convenient for the access of persons and
vehicles thereto, including lands, easements, rights to the
use or joint use of any or all of the foregoing and all
other works, property or structures necessary or convenient
to carry out the objects, purposes and powers vested in the
District under the "San Francisco Bay Area Rapid Transit
District Act"?

December, 1962, of which meeting all of the members of said Board had due
notice and at which a majority thereof was present and acted; that at
said meeting said resolution was introduced by Director

WHEREAS, the Board of Directors (hereinafter sometimes called the "Board" w
of San Francisco Bay Area Rapid Transit District " �
has determined to call a special district bond election nint the cDistricteto betheldr')
on Tuesday, November 6, 1962, at which will be submitted to the qualified electors
the measure for incurring a bonded indebtedness of the District as hereinafter set
forth; and
WHEREAS, a State of California General Election will be held on Tuesday,
November 6, 1962, and it is the desire of the Board that said special district
bond election be consolidated with said general election; and
WHEREAS, the territory in which said elections are to be held is iii part the 1
same, to wit, all of the territory of the District lying within the County of
Alameda (hereinafter called the "County");
NOW* THEREFORE, BE IT RESOLVED by the Board of Directors of San Francisco
Bay Area Rapid Transit District, as follows:
Section 1. Said special district bond election is hereby called to be held
in said District and the same shall be consolidated with the State of California
General Election to be held on Tuesday, November 6, 1962, at which election shall

' Said measure shall be set forth on the ballots to be used at said General
Cand District Bond elections within said County in substantially the form herein-
above set forth. On the ballots to be used at said elections each voter to vote
for said measure hereby submitted and for the incurring of said district bonded
indebtedness shall stamp a cross (X) in the blank space opposite the word "YES"
on the ballot to the right of said measure, and to vote against said measure and
against incurring said district bonded indebtedness shall stamp a cross (X) in
the blank space opposite the word "NO" on the ballot to the right of said measure.
On absent voter ballots the cross (X) may be marked with pen or pencil.
Section 2. The Board of Supervisors of the County is hereby requested to
order the consolidation of said special district bond election with said general
election to be held on Tuesday, November 6, 1962, insofar as the District is con-
cerned, and to further provide that within the territory affected by said order
of consolidation, to wit, the County, the election precincts, polling places and
voting booths shall in every case be the same, and there shall be only one set
of election officers in each of said precincts. All residents of the County who
are qualified electors possessing the qualifications prescribed by the general
election laws of the State of California shall be entitled to vote at said special
district bond election. Said Board of Supervisors of the County is further request-
ed to order the County Clerk of the County (i) to set forth on all sample ballots
relating to said consolidated elections, to be mailed to the qualified electors,
said measure hereinabove set forth, and (ii) to provide absent voter ballots for
said general election and said special district bond election consolidated there-
with for use by qualified electors who are entitled thereto, in the manner pro-
vided by law.
Section 3. Said Board of Supervisors of the County is hereby urther
authorized to canvass,. or cause to be canvassed as y
provided by law, the returns
of said special district bond election with respect to the votes cast on said
measure and to certify such canvass of the votes cast for and against said measure
to this Board.
Section 4. The Secretary is hereby authorized and directed to certify to
the due adoption of this resolution and to transmit a copy thereof so certified to
the Board of Supervisors of the County and to file a copy hereof so certified with
the County Clerk of the County.
