This claim is based on alleged - personal injuries resulting from a traffic accident which occurred on February 3 , 1984 on Dougherty Road . This claim is alleging negligence on the part of the City with respect to road design and maintenance of the road, along with permitted speed limits . Corral Commanding Officer U.S. Army Garrison, Camp Parks Pleasanton, CA 94566 Dear Lt. Col. Corral: As requested in your letter of January 5, 1979, a study was made of conditions on Dougherty Road to determine what improvements could be made for traffic in the vicinity of the "S" curve near mile 1.47. The following actions result from this study: 1. The advance curve warning signs will be changed to larger size units. 2. Raised pavement markers will be placed to supplement the painted center line. 3. Guide markers will be installed to further delineate the travel path for each direction of traffic. The installation of additional guard rail was considered; however, placement is not justified by the criteria used to evaluate its need. The problem in connection with damage to the Camp Parks fence appears to involve south bound drivers who cross the road in their departure from the curve, sometimes traveling at high speeds. Between the freeway and Sierra Court the right-of-way width is 105'. North of Sierra Court pavement is of minimal width narrow or completely absent shoulders. Paved surface varies from 24' to 30' in width through-most of its length. Currently traffic is very light. ' Adjoining Areas: A mixture of small, light industrial uses in M-1 zoning adjoin Dougherty Road near the' Interstate Route 580 interchange, with the zoning extending north to the Southern Pacific Railroad crossing on both sides of the roadway. A spot of C-2 zoning exists on the west side of the roadway between Dublin Boulevard and Scarlett Court, intended for retail business uses. Between the railroad and Amador Valley Boulevard along the west side of the roadway is a public housing project zoned "A", with an unoccupied C-N zoned spot at the street intersection. Nortt~ of Amador Valley Boulevard to the [ount~,, line is vacant R-1-B-£ (6,500 sq. ft.) zoning. Easterly of Dougherty Road between the railroad and County line is Camp Parks under federal control and zoned A. ' County General Plan Proposals: Doughert;, Road is shown as a "Major Thoroughfare" as are intersection Dublin Boulevard and Amador Valley Boulevard. Adjoining land use between the freeway and railroad is "intensive Industrial" on botl~ sides of the roadway, with "Low Residential" on the west side and "Public, Semi-Public and Institutional" on the east side between the railroad and County line. PLANNING CO~,~S IDERATIONS: Standards proposed for future widening of Dougherty Road are evidently designed to meet requirements for federal participation in financing of construction, and apparently are based upon eventual conversion of the Camp Parks area to uses with fairly high traffic generation potential. As the future use of the federally owned property is still ir, question, the need for such extensive widening of Dougherty Road is not certain· It is possible that other adjoining land uses alone would not require more than a high quality two- lane facility. Present traffic volumes do not support reconstruction. Until land use decisions are made for the extensive Parks area, however, it is best to protect what is felt to be a maximum future right-of-way need with the possibility of a future dowmvard revision. CROg~LE, DIRECTOR OF PUBLIC WOREB AND ROAD C~X.~.~IBSIONER DOUGHERTY ROAD - FUT0~RE WIDTH LI~S In accordance with your Clerk's com~,,ntcation dated February 16, 1972, the following information is provided in regard to the future width lines for Dougherty Road: In 1956, the Board of Supervisors adopted Ordinance No. 172-N.$. which provides for' a 1OO-foot future width line symmetrical about the existing roadway center line, When the Volk-McLain Community extended Amador Valley Boulevard, it provided for one-half of the ultimate 1OO-foot right of way. This is sh~r~n on Sheet No. ? of the attached plans. Since 1956, it has become apparent that a lOO-foot right of way is insufficient to provide for ~ four-lane divided facility. The divided facility has been determined to be the safest type because it can provide protection for left-turn movements. The minimum desirable width is a llO-foot right of way, and this is also in accordance with present Federal and State standards. The existing future width line is shown in green on the attached set of plans. In addition, property ownerships have been shown. -Between the freeway and the Southern Pacific railroad tracks, there are numerous individual properties, all in private ownership, on the easterly side of Dougherty Ro~i. Between the SPRR and approximatel~v 500 feet southerly of Amador Valley Boulevard, the property on the ~esterty side of Dougherty Road is owned by the Housing Authority of the City of Pleasanton. Qualified Investments, Inc., is the owner of the remaining propezty on the Westerly side to the County line. Ail of the property on the easterly side of the road from the SPRR to the County line is a portion of Camp Parks. The normal procedure for providing for a subdivision of land is that the subdivider provide for the ro~iways. It is believed that the future width line alignment, as proposed, does not ~dversely affect individual property owners. For smfety reasons, it is necessary to provide long radius curves on any major roadway. This precludes the immediate shifting of all widening to the easterly side of Dougherty Road Just northerly of the interchange. In addition, a widening on this Side of the ~ would require more right of way from the smaller parcels that exist there and would possibly make the remaining portions unusable. ~.'~ It is believed, therefore, that the ~uture width lines as proposed are proper.
