Appoint Park & Recreation Commission FINANCIAL STATEMENT: None DESCRIPTION On April 17 , 1984 , the terms of the members of the Park & Recreation Commission expired . At the City Council meeting of April 17 , 1984 , the City Council rescinded the Bylaws in order that the Park & Recreation Commission would continue in office until May 14 , 1984 , at which time the City Councilmembers would announce their individual appointments to the Park & Recreation Commission . The City Council also authorized Staff to advertise for interested applicants to the Park & Recreation Commission . Since that meeting , the City has received 6 letters of interest from the following individuals : David Gullet , Richard Lange, Robert C. Lettis , Vincent Cacanindin-Meyer , Eric B . Ovlen, Norman H. Pitchford . In accordance with the Park & Recreation Commission Bylaws , each City Councilmember has the option of reappointing a Park & Recreation Commissioner or making a new appointment . It is recommended that each Councilmember announce his/her appointment to the Park & Recreation Commission at the May 14 , 1984 City Council meeting . ---------------------------------------------------------------------------- COPIES TO: ITEM NO. Dear Council 1-Tembers, I am interested in applying for a position on the Parks and Recreation Commission . I- have been a Dublin resident since 1978, and have shown an interest in Parks and Recreation issues in Dublin beginning with the incorporation hearingsO.here I cuestioned the prospective Council members concerning their attitudes toward the future of Parks and Recreation within the new city. I" have attended public in-out hearings on Parks and Recreation,and have served as a: volunteer to clean up Kolb Park. I- applied through Paul T.,offat to serve on the original Cormmnission ,but was too late to be considered . I- am currently employed as a Parks Maintenance Supervisor for the Oakland Parks Denartment. I have held the position for appro._ir_ately five years . Previous experience as a gardener and lead gardener extends back to 1974. My education consists of three degrees in English; a two-year certificate in Ornamental Horticulture from I✓erritt College ,Oakland ; a two-year certificate in Supervision from Chabot College ; and current classwork toward a masters in Public Administration through Golden Gate University. I feel that I have the time and interest to serve as. a working member of the Commission in order to help improve Park and Recreation Opportunities for Dublin residents . I have been a resident'of Dublin since July of 1980. I am employed by the Livermore Area Recreation and Park District as a Senior Recreation Supervisor and have worked as an Administrative Assistant and Recreation Supervisor for the Hayward Area Recreation and Park District from 1975 to 1981 . I feel my background and experience in recreation can be beneficial to the recreation staff, administrators , City Council and, most of all , to the residents of Dublin in developing direction for the recreation program. After talking with Ms. Firth, I am con- vinced that I would be able to contribute' significantly to the development of community services. As a medical practitioner, my contribution to the Commission could .be directed to that aspect of a proposed program. Coup- led with my previous practice as the sole podiatrist at a major medical center sports medicine department and with pro- fessional teams, I would be able to use these experiences at Commission meetings. Since relocating to Dublin, I have attended city council and planning commission meetings and I have a good appreciation of community affairs. At present, a large percentage of my patients are senior adults. I am very familiar with their activity needs and I do get involved in some . of their rehabilitative programs. Prior to becoming a podiatrist, my position as a development engineer required the generation and implementation of new ideas. Thus, I feel that I have already demonstrated my abil- ity to present innovative programs and this should be an asset to the Commission. In my U.S. Army Reserve Civil Affairs unit, as a member of the Public Health team, I interact with members of other teams that deal with aspects of park and recreation programs. I am certain that I would be able to draw upon their expertise in the future . I would like to think that my background and education would be of specific benefit to this advisory group. I am a three year resident of Dublin and reside at 7233 Castle Drive. I am married and have two pre-school age daughters. Both my wife and I have been very active in children 's and adult recreation and education and look forward to our daughter's involvement in community recreation programs and the use of park facilities. More specifically my education and experience has been in the field of leisure service. I have a Bachelor of Science Degree in Recreation Administration from California State University at Hayward and have taught in the Leisure Services Departments of both San Jose State University and DeAnza College. , My professional career began in the Oakland Recreation Department in 1962 when I served as a Center Director, Youth Service Supervisor and Director of Special Programs for the Disabled. In 1969 I joined the San Leandro Recreation Department as a Senior Recreation Supervisor and later became Acting Assistant Director. My responsibilities included parks, playgrounds, camps, senior citizen, children and teen programs. In addition, I served as the staff secretary to three city commissions: Parks and Recreation, Shoreline and Golf and Historical and Cultural . In 1975 I served for one year as the Executive Director of the Cerebral Palsy Center for the Bay Area before joining the Lockheed Corporation as the director of one of the world's largest employee recreation programs. In this capacity I provided an interface with the 25,000 employees and corporate management.to create a million dollar self-supporting leisure program for employees and their families. In 1980 our program was recognized by the National Employee Services and Recreation Association as the best of its kind in North America. In 1982, after a brief stint as Training Manager at Lockheed, I joined Viacom Cable in Dublin, first as Director of Human Resources and then as Director of Administration. In April of this year I was selected to be the Vice President of Administration and Personnel for Alps Electric (.U.S.A. ) , Inc. in San Jose. I believe that my over twenty years of recreation and parks background coupled with my management experience would make me a viable and contributing member on my city' s Recreation and Park Commission.
