SUBJECT: POLICE SERVICES CONTRACT EVALUATION
This memorandum presents my evaluation of the Police Services
provided by the Alameda County Sheriffs Department during the
past year. I have prepared a contract evaluation form for the
use of the City Council in evaluating the Police Services ( see
attached) . I have also enclosed a copy of the 1983 calendar year
end report which was presented to the City Council at an earlier
meeting . The information provided in that year end report will
be helpful in discussing the contract .
QUALITY OF SERVICE PROVIDED
Patrol Service
The Sheriffs Department provides the City with 12 patrol officers
and 4 patrol sergeants . During 1983 these individuals provided
the City with the following level of service:

Based on my day-to-day contact with the Police Department, it is
my opinion that the quality and level of patrol service being
provided to the City is adequate at this time . I would recommend
no increase in patrol personnel for fiscal year 1984-85 .
However , as the City ' s population grows there will be a need for
additional personnel in the future .
Traffic Enforcement
Unlike some cities , the traffic enforcement services provided to
the City of Dublin are the responsibility of patrol personnel.
There is presently one sergeant designated as a traffic
enforcement coordinator and two patrol officers who perform as
accident investigators . During calendar year 1983 the following
traffic enforcement services were provided to the City:

As previously authorized by the City Council, staff will be
acquiring a radar unit . It is anticipated this unit will assist
the City ' s police officers in providing more selective traffic
enforcement . All patrol personnel will be trained in the use of
the radar unit by the manufacturer . The Department also plans to
train at least two additional patrol officers in traffic accident
investigation.
It is my opinion that the traffic enforcement services provided
to the City during calendar year 1983 showed a substantial
improvement . This is proven by the fact that the number of
complaints I receive with respect to traffic citations decreased
significantly while the number of citations issued increased
substantially. In addition, the Police Department developed a
warning card for use in lieu of a citation for those occasions
where it is deemed appropriate . In terms of the level of service
it is my opinion that traffic enforcement in the City of Dublin
is adequate. The Department is able to provide selective
enforcement in the trouble areas that have been identified thus
far . However , I would point out that if more aggressive
enforcement is requested, more manpower will be required. In
addition, as traffic volumes increase additional emphasis will
need to be given to traffic enforcement .
Criminal Investigations
There are presently three sergeants assigned to criminal
investigations . One of these sergeants functions one half time
in juvenile investigation and one half time in crime prevention.
The current number of personnel assigned to the City adequately
meet the City ' s need . In terms of the quality of service it is
my opinion that the investigative personnel have done an
excellent job in solving crimes that have led to arrest . This is
particularily evident in the case of several bank robberies
that. the City had during the last year .

Juvenile Investigations
With the assignment of one half sergeant position to juvenile
investigations during last year , a school liaison program has
been developed to assist school administration in juvenile
matters and counseling of youth and parents . It is hoped that.
this liaison will divert potential offenders as well as protect
the victim. The Detective Sergeant that functions in this
position has the responsibility for the investigation of crimes
by and against juveniles with particular emphasis on child abuse
and sexual molestation cases . This officer also acts as a
liaison for legal matters involving juveniles and on a monthly
basis attends the Juvenile Officer Coordinating Council meetings .
Although the City has not had this position long enough to draw
definitive conclusions with respect to the impact of this
additional position, it appears that the services demanded in the
area of juvenile investigations are being met .
Narcotic Investigations
According to the Sheriffs Department Administration, available
statistical and investigative information indicates that the
drug/narcotic problems in the City of Dublin are street level in
nature. This consists of mostly low level sales/buys associated
with entertainment areas , parks , schools etc. The Sheriffs
Department has indicated that there is no information available
that indicates major dealers or operations exist . In my opinion,
the officers that the City presently has are dealing as
effectively with the drug problem as manpower and resources
permit . However , I believe that additional in depth drug
investigations are needed in the City of Dublin in order to have
a greater impact on the drug activity within the City. This may
require additional manpower if it is to be accomplished.
Community Programs
In November of 1983 the Dublin Police Services Department kicked
off the community programs which I believe are necessary to
assist people in the community in preventing crime, and also
promoting better relations between the community and the Police
Department . The Police Department has developed a number of
Neighborhood Watch Groups, a Merchants Alert Program, a Ride-
Along Program, a Community Awareness Program and Safety
Literature Program. The response of the community with respect
to these programs especialy neighborhood watch, has been
overwhelming . The ability of the half-time Sergeant assigned to
crime prevention to handle all the requests for neighborhood
watch and group presentations is beyond his time capabilities .
Therefore, in the 1984-85 budget I will be recommending hiring a
part-time City Employee to assist the Detective with his crime
prevention duties . This will enable the Police Department to
meet the demand for crime prevention activities in the community
and maintain the interest of the residents and merchants .
As indicated at the last City Council meeting, the Police
Department has also initiated a bicycle safety program scheduled
to commence June 2 , 1984 . The other school liaison project which
the Department has not completed is the development of a black
box which will enable the City to have a talking patrol car for
presentation to elementary age school children. In my opinion,
the Department is doing an excellent job in developing and
presenting crime prevention programs to the community.
Business Office Services
The Dublin Police Services Business Office is presently staffed
by two clerks , five days per week , 9 and one half hours per day.
The present staff provide report processing, record maintenance,
telephone and personal citizen contacts, 'evidence security,
correspondence, statistical record keeping, etc. The present
staffing is adequate to meet the City' s needs at this time .
Additional Police Services
As indicated above, the Police Department will require additional
manpower in order to keep pace with crime prevention programs .
This need can be met by the acquisition of a part-time City
civilian employee. This employee would be responsible for
assistance with Neighborhood Watch, Merchants Alert Programs and
Community Awareness Progams . It is anticipated thatan individual
with experience in police work , such as a retired officer, may be
hired to perform this function .
Additional staffing may be required in the area of narcotics
investigation and should be discussed in greater depth with the
Sheriffs Department Administration.
PUBLIC RELATIONS AND COMMUNICATION
Individual Contact with Citizens , Merchants and Schools
The Department has demonstrated an increased effort in making
individual contact with members of the community. In my
judgement this contact has been excellent with respect to
merchants and schools . It is anticipated that these contacts
will improve during the upcoming year as our community relations
programs are initiated .
Public Information Dissemination
The Department has done a good job in disseminating information
regarding crime to the community and the press . Numerous
informational flyers have been mailed to the community in
conjunction the recreation brochure . A crime prevention display
in the business office wnables citizen ' s coming to the Police
Department to obtain information on a variety of police topics .
The Department has participated in a regular TV presentation with
the Community TV Group. The Department has also developed
numerous Neighborhood Watch Groups and has been active in making
group presentations throughout the community. I would hope that
this is an area which the Department will continue to pursue and
refine .

Department Visibility and Identification
In my opinion the personnel of Dublin Police Services maintain
high visibility in the community with constant patrol throught
the City. The City has three to five units on the street at any
given time during the day. In addition the Department has
followed City Council direction at the last evaluation session
and provided over 1 , 000 hours of foot patrol during the last
year . The Department has also developed and adopted shoulder
patches and name plates which identify the Officers as Dublin
Police . The patrol vehicles are also distinetively identified.
In my opinion the Department has made a valient effort in
identifying the Dublin Police Service with the community the
press and with other Police agencies . This is an area I plan to
continue to emphasize and work cooperatively on with the Police
Department .
ADMINISTRATIVE SERVICES
Communication of Police Activities to Manager and Council
In my opinion the on site has done an excellent job with
communicating police issues , problems , and programs to the City
Manager and City Council . Lieutenant Shores has attended nearly
all City Council meetings and has been available to answer any
questions that might come up during those meetings . In addition,
I meet on a daily basis with the Lieutenant to discuss police
issues and activities . The Police Department also provides a
monthly police activity and statistical report to my office and
the City Council .
Contract Administration and Cooperation
It is my opinion that the cooperation of the on site Lieutenant
has been excellent during the term of the contract . I still have
concerns though with respect to the time it takes to have
programs which are initiated by the local office, approved by the
administration of the Sheriff ' s Department . It is• further my
opinion that the Sheriff ' s Department Administration still does
not have a good understanding of how a police contract service
should be administered. This has been evidenced by the time it
has taken to accomplish certain programs that are desirable in
the City. I recognize that this is the only contract that the
Alameda County Sheriff ' s Department has and would hope that the
Department Administration would continue to work at the provision
of contractual services to the City in an efficient manner .
Police Service Planning '.
For the most part , the level of police service planning has been
good especially at the local level . However, I believe a greater
emphasis . should be given by the Department Administration with
respect to identification and communication of the City ' s Police
needs to my office and to the City Council .
OVERALL PERFORMANCE
Without equivocation, I can say that the police services provided
by the Alameda County Sheriff ' s Department have been excellent
during the last year . There is no question that there are
certain areas that can be improved. And I would hope that the
Department will continue to strive in cooperation with my office
to make these refinements .
I believe that the contract police service is the most cost
effective way of providing police services to a community the i
size of the City of Dublin. The City that contracts for service
has the resources of the Alameda County Sheriff ' s Department at
instant command when needed. This is best demonstrated by a
recent incident which occured within the City of Dublin. A five_
year old girl was reported kidnapped while walking on Brighton
Drive near Murray School . At the time of the report, Dublin
Police Services had nine personnel on duty. Shortly thereafter,
twenty people were assigned to the case. Among the twenty were
five officers from the Eden Township Substation Sheriff ' s Office,
two Sheriff ' s Reserve Officers , and two Sheriff ' s Cadet Officers
for a total of nine auxiliary personnel to assist the City. By
having these resources available, the Department was able to
effectively act in a timely manner . This additional manpower
substantially reduced over-time for off-duty personnel and
furnished five additional emergency vehicles .
In addition to cost effectiveness , I am convinced that the
personnel assigned to the Dublin Police Department are
professionals that the City can be proud of . Some of their
accomplishments over the last year include the following :
-Successful investigation of offenses culminating in the
high degree of complaints filed in cases closed.
-Participation in programs designed to council and assist
trouble youths .
-Targeting areas of high traffic violations .
-Enforcing parking vioulations .
_ -Managing large chemical spills .
-Furnishing a speakers bureau for community groups .
-Interfacing with other City Departments and other
governmental agencies in an effective manner . '

It is my opinion that the services and personnel which the City
receives from the County of Alameda Sheriff ' s Department are
efficient, effective and responsive to the needs of the City.
Department personnel have demonstrated their pride in being
identified as member of the Dublin Police Department . This. is
indicative of the effectiveness and performance provided to the
City. .
