RECOMMENDATION Direct. staff to send a letter to Cal Trans requesting
�j that Dublin ' s off-ramps not be designated to allow the
new interstate trucks to exit into Dublin .
FINANCIAL STATEMENT: Allowing interstate trucks to use the City streets
could increase the deterioration of the pavement and
might damage vertical obstructions such as signal and
lighting poles , signs , power poles, etc . , due to the
extra wide turning radii of the new "super trucks . "
DESCRIPTION The City has received a letter from Cal Trans regarding
a request to sign the Dougherty Road/ Hopyard exit and the San Ramon
Road/Foothill Road exit as allowable exits for the new larger "interstate
trucks . "
Our staff has discussed the matter with the Pleasanton Public Works Staff .
It is the opinion of the two cities , that traffic safety and maintenance
would be impacted. Therefore, we would recommend against the allowance of
these new larger trucks on City streets .
Staff has drafted a letter to Cal Trans should Council concur .
It is our understanding that the State will need concurrence from both
Pleasanton and Dublin to sign these exits for interstate trucks .

service signs for interstate trucks on Route 580 at San Ramon
Road and Dougherty Road are requested. If signing is agreeable
to the City, arrangements will be made to install the signs.

Dear k%Ir. Bachtold,
It is the City's opinion t`iat the installation of service
signs for interstate trucks on I-530 at Foothill Road and
Hopyard Road is inadvisable. The City of Pleasanton
currently does not alloy standard size trucks to use City
streets unless a delivery is being made. It is the City's
position that this policy would not change for interstate
trucks. This policy is based on the following:
1. This City's streets have been desicneci to handle
the occasional delivery use by standard -trucks but
are not capable of handling daily use by standard
sized/weighted truces, let alone interstate trucks.
2. There are no viable services available at Foothill Road.
The Stoneridge Shopping :tall is nearby and a Holiday Inn
is soon to be constructed but neither facility has or
will have parking facilities capable of handling standard
sized or interstate trucks. In addition, t1he streets
leading to these facilities have been designed and con-
structer) as discussed in nurrber 1 above.
3. Waile Iiopyard Road has the type of services which may
be attractive, there is an accessibility problem. Until
such tirm% as Caltrans approves the City's plans and
issues, an encroachiT-iont permit to improve the Hop yard
Road off-ramps, the interchange does not provide easy
usage by trucks of anY size. In addition, once the

existing pa4-king lot:j are difficult to Maneuver in a
passenger vehicle and would be, inpossi.ble for standard
and interstate trucks. Finally, the cul-de-sacs, off
of Hopyarc, Road, where par"-.in(,- r1i csht possibly have been
arranged for two or three trucks, do not have the
necessary turning radii for standard sued trucks or
interstate trucks.
As you can see, t lore would be dill.ficul ties maneuvering as
wall as other traffic and parking probleras should Foothill
Road and Hopyard road be signed for intarstate truck usage.
For the reasons stated Zbovc-, Z voul.d request that you not
proceed with installing service signs for interstate
truc..s at the interchanges discussed.

Gentlemen:
At the regular City Council meeting on June 11 , 1984 , the City
Council considered a request from your office .
In your request you questioned the acceptability of the
installation of service signs for interstate trucks on Route 580
at San Ramon Road and Dougherty Road . The City Council has
concurred with the Staff analysis that sufficient services and
adequate street turning radii cannot be provided within the City
of Dublin. The "super trucks" are also undesirable given their
impact on the infrastructure and traffic safety. Therefore, we
request that service signs not be posted at both exits referred
to in the request .
If you have any further questions on this subject please do not

PROCESS
For access to services , Caltrans, district personnel will survey
the designated routes and will make an ini.tial determination on
which interchanges or intersections that provide services will
be recommended for signing for services using the criteria
included as Enclosure 2. This initial determination will be
discussed with your agency and you will be requested to give
written concurrence. It is intended to have signs erected for
access to services by May 1984. At that time, the California
Highway Patrol will commence enforcing the access to services
restrictions contained in the law.
For access to terminals, your agency will need to determine
which terminals are to serve the interstate trucks using the
suggested criteria for terminals access in Enclosure 1. It
is suggested that terminals be designated by an application
process described in Enclosure 4. It is intended to have signs
erected for terminals access by August 1984. After the signs
are erected , the California Highway Patrol will commence en-
forcing the access to terminals provisions of the law.
The suggested process is one that requires the terminal operator
or trucking firm to make application to the local agency in
which jurisdiction the terminal is located. That local agency
will then coordinate approval from other affected agencies that
the trucks will need to pass through and will request written
approval from Caltrans for the access points to the designated
system and for any routes that cross or traverse State highways.
Also enclosed for your information for determining routes are
truck-turn templates for the large trucks at : 1"=20 ' , 1"=50'
and 1"=100 ' scales (Enclosure 7 ). Reproducable templa.,tes will
be made available.
ACTION REQUESTED
1. Designate a representative in your organization who -will
review the proposed access points to services to be`'
furnished by Caltrans and be authorized to provide, written.
concurrence.

2. Commence an application process for determining terminals
that will serve the interstate trucks.
3 . Be prepared to erect signs on highways in your agency ' s
jurisdiction as necessary.
Caltrans will immediately begin a survey of the designated
routes for potential access points to services and will be
contacting your. representative regarding that survey very
soon. If you have any questions about this letter, please
contact Mr. Lynn Miller at ( 415) 557-1084.
