HomeMy WebLinkAboutItem 8.1 AuthToBidDghrtyStrmDrn (2)~J[ CITY OF DUBLIN COUNCIL MEETING DATE: June 11, 1984 SUBJECT 1984 Authorization to Bid Contract 84-3 Dougherty Road Storm Drain Project EXHIBITS ATTACHED : None; Staff will have plans and specifications available at City Council meeting Authorize Staff to advertise for bids for Contract 84-3, Dougherty Road Storm Project FINANCIAL STATEMENT: Estimated construction contract costs - $60,000; This expenditure will be incurred during Fiscal Year 1984-85. ~ESCRIPTION : During the 1983-84 review of the Five-Year Capital ~provement Program, the City Council approved a project on Dougherty Road fronting the Arroyo Vista housing complex. This project was to include the installation of sidewalk, curb, gutter and street storm drains on the west side of Dougherty Road. The project was also to be phased over a 2 year period with the curb, gutter and sidewalk being installed during 1983-84 and the storm drains being installed during 1984-85. Since that time, the City Council has authorized the City to obtain additional funding from the Community Development Block Grant Program in order to complete this project. The City Council also awarded a bid to install the curb, gutter and sidewalk during this fiscal year. This project is nearly complete. In order to complete the improvements originally envisioned in the Capital Improvement Program, Staff has prepared plans and specifications for the construction of the storm drain project phase. It is Staff's recommendation that the City Council authorize the Staff to advertise for bids for the Dougherty Road storm drain project. COPIES TO: ITEM NO. 6. / NOTICE TO CONTRACTORS NOTICE IS HEREBY GIVEN that the City Council.of the City of Dublin, State of California, hereby calks for sealed bid propo- sals to be received by the City Engineer of the City of Dublin in Suite 101, 6500 Dublin Blvd., Dublin, CA., on or before Monday, July 16 1984 AT 2:00 P.M. The Bid Proposal, which includes conditions of proposals, unit prices and bid amount, list of subcontractors, classification of type of business and bid bond, signed and submitted in a sealed envelope. At 2:00 p.m. the Bid Proposals will be taken by the City Clerk of the City of Dublin, 6500 Dublin Blvd., Dublin, CA., and opened and publicly read by the City Clerk or his authorized representative. A PRE-BID CONFERENCE WILL BE HELD IN THE CITY HALL OFFICES, 6500 DUBLIN BOULEVARD, DUBLIN CALIFORNIA COMMENCING AT 10:00 A.M., July llth, 1984 said bids, together with a report of the bidders and the respective amounts of the bids, will be presented to the City Council of the City of Dublin on July 23, 1984 at ~:30 P.M. in the regular meeting room of said City Council in the the library, 7606 Amador Valley Blvd., Dublin, CA. The bids for said work shall be submitted in accordance with plans and specifications prepared by the City Engineer as authorized by the City Council, as required by law. Prospective bidders can obtain copies of the plans and specifi- cations for the work from the City Clerk of the City of Dublin, 6500 Dublin Blvd., Dublin, CA., at the following non-refundable costs: Plans and Specifications with bid proposal: $10.00 per set. If mailing is desired, an additional non- refundable cost of $5.00 per set will be required. Checks or money orders must be made payable to the CITY OF DUBLIN. Bids must be made on proposals which is included with the project specifications and must be signed by the bidder and accompanied by a deposit in the amount shown on the Bid Bond form which is a part of the Proposal, and sealed within a bid envelope. This deposit may be cash, cashier's check, certified check (certified without qualification and drawn on a solvent bank of the State of California or a National Bank doing busi- ness in the State of California), or bid bond, made payable to the CITY OF DUBLIN, or the bid will not be considered; this aforesaid deposit is to serve as agreed and liquidated damages should the party or parties to whom the contract is awarded fail to enter into the contract after the award, or fail to give the bond required for the faithful performance of the contract, or fail to furnish any other bond required by law. The Contractor and all subcontractors performing work in connection with the aforesaid project must pay all laborers, workmen, and mechanics on said work, or any part thereof, not less than the general prevailing rate of per diem wages for day, legal holiday, and overtime work for work of a similar character in the location where the work is performed (to wit: the City of Dublin) as set forth within the appropriate GENERAL PREVAILING WAGE DETERMINATIONS made by the Director of Industrial Relations, State of California, in a~cordance with NOTICE TO CONTRACTORS - cont'd Section 1770 of the California Labor Code. said rates are on file with the City Clerk, of the City of Dublin~ Non-Discrimination/Affirmative Action Program. Bidders are hereby notified that the Affirmative Action Requirements in- clude a Nondiscrimination Clause which requires the Contractor to whom the contract is awarded not to discriminate in employ- ment on grounds of race, color, religion, sex or nationality nor because an employee or an applicant for employment is a disabled veteran of the Vietnam era, or because of physical or mental handicap in regard to any position for which the employee or applicant for employment is qualified and to take affirmative actions to employ minority tradesmen. Either before or after entering into a contract with the Council to perform the work, the Contractor to whom the contract is awarded shall include an Amendment to Subcontract on a form prescribed by the City Council in every first tier subcontract. Copies of the Nondiscrimination Clause and the Amendment to Subcontract form accompany the contract documents, and are also obtainable from the City Clerk, City of Dublin, 542 San Ramon Valley Blvd., Dublin, CA. Bidders attention is also directed to the section of the City's Affirmative Action Requirements providing for the participation of minority-owned businesses on City of Dublin capital pro- jects. In order to be awarded a contract for any project, the Bidder must show that a substantial good faith effort was made to achieve the performance of ten percent of the total contract amount by minority-owned firms. The Contractor may elect to receive 100% of the progress pay- ments due under the contract from time to time, without reten- tion of any portion of the payment by the City, by depositing securities of equivalent value with the City in accordance with the provisions of Section 4590 of the Government Code, and subparagraph 2-1.b of the project General Conditions. Such securities, if deposited by the Contractor, will be valued by the City, and the City's decision on valuation of the securi- ties will be final.
