HomeMy WebLinkAboutItem 7.1 Animal Control Services Status Report (2) CITY OF DUBLIN AGENDA STATEMENT CITY COUNCIL MEETING DATE: July 9 , 1984 SUBJECT Status Report -* Animal Control Services EXHIBITS ATTACHED Letter from Sheriff ' s Department dated May 2 , 1984 ; Memorandum from City Manager dated May 21 , 1984 RECOMMENDATIO *2 )1 ) Authorize County to proceed with implementation of increased Animal Control Services \ Authorize a budget transfer from the contingent reserve in the amount of $12 , 000 FINANCIAL STATEMENT: Maximum additional costs estimated at $12 , 000 . 00 per year ; a budget transfer is necessary DESCRIPTION During the City Council evaluation of the Animal Control Services contract in May of this year , Staff was directed to attempt to work with the Sheriff ' s Department and the County Administrator ' s Office to increase the level of the Animal Control Field Services to the City of Dublin . It was felt that additional routine patrol time was needed in the City. As you may recall , during last year ' s evaluation and discussion with the County, the County indicated that it could only provide the City with another full-time officer in addition to the four tenths of a field service officer presently provided to the City. This would have resulted in a total program cost of $57 , 205 . 00 plus the cost of the vehicle purchased by the City. If the City accepted this proposal of paying for 1 . 4 field officers , it would have cost $33 , 000 per year more than the cost of the present service level which the City receives . Over the last two months Staff has been working with Chief Al Mitchell of the Alameda County Sheriff ' s Department to develop an alternative to the County ' s original proposal . Last week , Staff was .informed by Chief Mitchell , that his department would be willing to attempt to hire a new Field Service Officer who would work on an as-needed basis . If the County Board of Supervisors authorizes such a recruitment and the Sheriff ' s Department was sucessful. in locating and hiring an individual who would be willing to work on an as needed basis , the City could receive additional field service time in the City of Dublin. This additional level of service would only be implemented if the County was successful in its recruitment . It is Staff ' s recommendation that the City Council authorize the County to proceed with such a recruitment and further that a cap of . 25 work years in additional field service time be added to the City ' s Contract with the County for Animal Control Services . Box 2340 Dublin, CA. 94568 Subject: Animal Control - Revenue and Cost Estimates In response to your letter of April 20, 1984 about preparations for your 1984-85 budget we hope this information will assist you. 1. The estimated costs of providing Animal Control field services to the City for Fiscal Year 1983-84 is estimated at $22,142.00. A breakdown of information is attached. 2. The total estimated costs for shelter operation in Fiscal Year 1983-84 is $170,525.96. Your workload distribution for Fiscal Year 1982-83 was 5% which computes to $8,526.29 for the City of Dublin. (This does not include the revenue adjustments) . 3. The revenue derived from the shelter is as follows: 1st Quarter $11,197.93 2nd Quarter 12,669.97 Average = $11,647.84 3rd Quarter 11,075.62 4. We expect an increase in salaries and benefits of 5% for Fiscal Year 1984-85. We do not expect an increase in fees so the revenue estimate should remain constant, assuming there are no changes in the number of contract cities. 5. In order to identify the operations that the City would like increased, we need to know what increases in the level of Field Services the City of 'Dublin would like. 6. In Fiscal Year 1983-84 we have been conducting a license canvass in the unincorporated areas in our jurisdiction. Before the completion of this Fiscal Year we will devote about 100 hours to a canvass in the City as part of the field services provided to the City. ti Mr. Richard C. Ambrose May 2, 1984 Page 2 7. The highest estimated cost for providing a person to issue dog licenses at rabies vaccination clinics in the City would be $8.36 per hour. M E M O R A N D U M TO: City Council FROM : City Manager SUBJECT : Change In Service Level for Animal Control DATE : May 21 , 1984 Staff had the opportunity to discuss the increase of Animal Control Field Services earlier today . The Animal Control Officials have indicated that it was the County Administrator ' s Office opinion that Dublin would have to provide a full-time officer . This is basically the same response received one year ago in the attached letter . Given the fact that the County anticipates a 5 percent increase in 1984-85 we would anticipate the cost of a full-time officer to be $26 , 935 . 00 . This does not include the capital cost associated with the purchase of a vehicle . It is recognized that the vehicle cost would be amortized over several years . When adding the cost a full-time Officer to our existing service the total program cost would be $57 , 205 . 00 . This does not include the cost of a vehicle . The costs include the equivalent of a fill-time Field Officer . This does not reflect any additional shelter costs . If the additional field service resulted in a greater percentage of the shelter operations attributable to Dublin, this cost may increase . Chief Mitchell , of the Alameda Animal Control Department will be present at the contract review meeting . It may be helpful to solicit information related to the need for additional field service , from the Department ' s perspective . In the most part, Staff receives very few complaints related to animal control and they are rarely associated with dogs running at large . Box 2340 Dublin, CA 94568 Dear Mr. Ambrose: Subject: 1983-84 Animal Control Contract - Field Services This is in response to your verbal inquiry regarding increasing the level of field service staff currently. provided by the County under contract with the City of Dublin. The Sheriff ' s Department indicates that, if requested by the City, it would be possible to add one full-time Field Services Officer position dedicated to services in Dublin for 1983-34. This position 'Mould be in addition to the current level of service which includes approximately 0.4 Field Services Officer and on-call pica:-up and response services. Transportation for the acditional full-time Field Services Officer would be the responsibility of the City of Dublin. The Sheriff' s Department estimate of the cost to the City for the additional Field Services Officer position is $25,653, including indirect support. I understand that you will present the animal control staffing issue to your Council on June 27, 1983 and advise me of their decision on June 28.
