FINANCIAL STATEMENT: The engineering study has been estimated to cost
$23 ,000 and will be paid for with a grant from the
office of Traffic Safety.
DESCRIPTION On July 1, 1984 , the City of Dublin was awarded an
Office of Traffic Safety Grant to conduct a comprehensive Traffic
Engineering Study.
This study consists of an inventory and evaluation of traffic control
devices and the establishment of appropriate speed limits. A microcomputer
will be purchased so the City may incorporate a traffic control inventory,
speed zones, accident and cital.ion records, traffic volumes, and other
traffic related efforts . The first step will be the selection of a traffic
engineer .
The guidelines under which the grant is regulated, require the selection of
the consultant to be conducted through a "Request for Proposal" . The City
has submitted the draft RFP to the State for their review. The program
Coordinator has approved the format . The RFP process differs from bid
procedures, in that the consultants will describe the work they will perform
and the evaluation will be based on criteria contained in the RFP. This is
necessary due to the specialized and technical nature of consultant
services. Staff will review the proposals received and present a
recommended proposal to the City Council for 'its review and approval .
It is recommended that the City Council approve the draft RFP and allow
Staff to circulate the RFP.

Dear Traffic Engineering Consultants :
The City of Dublin has received a grant for a "Comprehensive Traffic
Engineering Study" from the State of California, Office of Traffic Safety
(OTS) . You are invited to submit a proposal to conduct the traffic
engineering portion of this project. The following outline will provide
:- information related to the City' s RFP process .
EVALUATION CRITERIA
When evaluating the proposals, the City of Dublin will utilize the following
criteria: professional experience and excellence, demonstrated competence,
experience in computerized traffic control device inventories, experience in
realistic speed zoning, education and experience of key personnel, ability to
meet schedules, specific professional staffing, quality of completed work,
proposed schedule and fee, MBE participation, stability of firm, location and
other considerations deemed relevant.
SCOPE OF PROJECT
The selected consultant will be expected to complete the technical aspects of
the project; as outlined in the OTS application, prepare quarterly reports
for review and submittal to OTS by the City, and prepare a final report
meeting the technical requirements of the City of Dublin and all requirements
of OTS.
TECHNICAL INFORMATION
The following technical information should be considered in your proposal:
1 . For the speed zone survey, the City expects to receive recommendations,
which when enacted by the City Council, will allow the City to use radar
enforcement on all City streets . It is expected that between 20 and 25
locations will need to be surveyed with radar during the traffic
engineering study in order to meet this requirement . A list of survey
locations will be proposed by the consultant and approved by the City
prior to the commencement of field work.
The City will make available to the consultant copies of previous years
spot accident maps, SWITRS reports, and individual accident reports, if
desired. The City also has a 1983 traffic flow map covering all streets
which will be surveyed. The City has a recent aerial photo (one inch =
200 feet) and 200 and 400 scale base maps indicating street rights of way
and property lines for use by the consultant as needed throughout the
study.

2 . On the control device inventory, the City desires to know the type,
location, condition, size, mounting and other pertinent details for all
traffic control signs . Similar level of detail is desired for all
pavement markings, center line striping, crosswalks, and all curb
markings within the City. Advance and intersection street name signs
shall be included in the survey. The City also wishes to know the
consultant' s recommendations for maintenance or relocation of each device
(or removal if recommended) as well as the need to install any devices.
Mapping will not be required.
On traffic signals, the City has ten fully actuated traffic signals under
its jurisdiction at the present time. Available records contain
documentation* of as-builts, timing plans and related information and
would require only a consolidation of all records . The City has prepared
or- is in the process of preparing plan lines for the streets in the City
on which the ten traffic signals are located. The consultant will be
expected to take into consideration the City' s plans for upgrading
signalized intersections .
3 . The City is purchasing a radar set and will purchase the computer
equipment described in the OTS agreement. The consultant will be
expected to provide input to the City on its selection of the computer
equipment. The City will make the final selection of equipment and will
make available to the consultant the purchased equipment for both the
field speed surveys and for inputing the control device inventory
information. The City desires to have the control device inventory data
included in files so that individual devices may be addressed and
updated as necessary and summary reports may be prepared on an as needed
basis . Initially the City would expect to have: 1) listings of all
control devices, including improvements needed, costs and priorities
and; 2 ) the ability to access and update on screen the control device
information at each location. Your proposal should include the
information you expect to provide to the City, although it is recognized
that the City and the selected consultant will arrive at a final agreed
upon list of reports and procedures during the course of the study.
ELEMENTS TO BE INCLUDED IN PROPOSAL
Your proposal should include a breakdown of the estimate for performing the
work to include the cost of direct salaries, payroll additives, other direct
costs, indirect costs and profit. It should also identify the personnel who
will be assigned to the project and their background.

DEADLINE
Seven copies of your proposal should be submitted to the City Manager by
12 :00 noon, September 4 , 1984 . Following a review of the proposals, the City
may elect to conduct interviews with the most qualified firms .
To assist you in the development of your proposal, applicable portions of the
approved traffic safety project agreement have been attached. This outlines
the problem and provides a description of the project and procedures which
the City desires to follow.

BACKGROUND
A. GENERAL CHARACTERISTICS
The City of Dublin has a population of 13,500 and an area of approximately
4 square miles. Dublin was incorporated in 1982 and prior to that time was
under the jurisdiction of Alameda County. Dublin , located at the junction
of the I-580 and I-680 freeways, has an established residential area and
growing and active commercial districts . Residential development is
occurring on the edges of the City and, through General Plan activities,
significant future growth through annexation is anticipated . Dublin is
located in the San Ramon/Amador Valleys with a moderate climate.
B. STREETS AND HIGHWAYS
The Dublin street system includes some 46 maintained miles. The City has 3
principal arterials , 2 secondary arterials and several collectors. The
downtown street system and all residential streets have been developed in
the past three decades and reflect modern design practices . The city
experiences congestion near freeway interchanges and intersections of
arterials. The City anticipates substantial growth through annexation in
the future. . This will result in an expanded street system with related
engineering and enforcement requirements.
C. OPERATING DEPARTMENTS
Since incorporation , the City has begun to acquire a combination of staff
and consulting services to perform its responsibilities . The City has
full -time professional staff members in the City Manager ' s office and in
the Planning Department. Police and maintenance services are provided by
Alameda County. The City has retained the services of a consulting
engineering firm to provide City engineering services. A City Engineer has
been designated. A separate firm provides traffic engineering services on
a contract basis to the City, on an "as needed" basis.
D. EXISTING SYSTEMS
The City has minimal traffic records, consisting primarily of accident and
traffic volume records collected by the County of Alameda and supplemented
with data collected by the consulting traffic engineer. Accident records
consist of Police reports, SWITRS summaries and spot maps prepared for each
year.
PROBLEM STATEMENT
The City of Dublin is experiencing traffic safety, traffic congestion and,
to a lesser extent, traffic organizational problems. To a certain extent,
all of these problems relate to the recently incorporated status of the

City and the lack of attention to these details prior to incorporation. The
City needs to have a comprehensive traffic engineering study undertaken to
develop solutions for specific traffic problems and to serve as a basis for
on-going and City-supplied traffic safety activities .
ATTEMPTS TO SOLVE THE PROBLEMS
The following is a summary of the various efforts that have been made to
deal with the problem:
1. The City is preparing Plan Line Studies on 4 arterials within the
City. These plan line studies include accident analysis of problem
intersections and recommendations for physical improvements. Two
of the plan lines have been adopted by the City Council and the
other two are being reviewed by the Council .
2. The City has scheduled several major improvement projects in its
Capital Improvement Projects listing . These include street and
intersection widening and traffic signals.
3. The City has continued to maintain accident and volume records at
about the same levels are previously done by Alameda County.
4. The City Council has adopted a number of staff recommendations
dealing with signing improvements , future signals and signal
systems. A significant effort to deal with accidents and
congestion has been attempted.
PROJECT OBJECTIVES
1. To reduce traffic accidents within the City of Dublin by
approximately 20 percent . We feel this can be accomplished by
adopting and implementing recommendations of a comprehensive
traffic engineering study within the City.
2. Reduce congestion within the City. This will be a by-product of
the short-term traffic accident reduction effort and a direct
result of improved signing and signal improvements anticipated to
be developed by the study.

METHOD OF PROCEDURE
The conduct of this project will be divided into the following tasks :
1. Select Consultant - (May 'l to July 31 , 1984) The City will select
a qualified traffic engineering consultant to conduct the remaining
tasks of the project.
2. Purchase Equipment - (May 1 to October 31 , 1984) The City, with
recommendations from the traffic consultant , will purchase the
folIowing ' equipment :
a. Radar Set - A radar set to obtain engineering surveys for the
speed limit studies will be purchased.
b. Computer - To assist in the completion of the study and
required on-going activities , a micro-computer will be
purchased. It will consist of a desk-top computer with 16 bit
operation , at least 256K RAM, a floppy disk drive, a hard disk
drive (for inventory and police records) , a dot matrix printer,
a display terminal , a modem and related equipment. A number of
manufacturers are able to supply this equipment at competitive
prices . The City will consider hardware involving either a
local area network or a multi -user system.
3. Conduct Inventory - (October 1 to December 31 , 1984) A field
inventory of all traffic control devices will be conducted. This
inventory will include an evaluation of all traffic signs , pavement
markings, curb markings and traffic signals. The purpose of this
inventory is to identify if the device is in compliance with the
Manual on Uniform Traffic Control Devices , whether the device needs
to be maintained , removed , relocated or additional devices are
necessary. . An on-going record system will be established through
the use of the purcnased computer.
4. Speed Surveys - (September 1 to October 30, 1984) Radar studies
will De conducted on approximately 15 streets within the City.
Engineering surveys , resulting in speed limit recommendations , will
be made at required locations on these streets .
5. Record Systems - (October 1, 1984 to January 31 , 1985) As a part
of this task, the accident records and the citation records of the
City will be computerized utilizing the hardware purchased for the
study.
6. Final Reports - (January 1, 1985 to March 31, 1985) A final report
will be developed summarizing the procedures and results of the
study including overall recommendations to the City. In addition ,

all required quarterly reports will be prepared and submitted to
the Office of Traffic Safety.
METHOD OF EVALUATION
The Project Coordinator will evaluate how the project met its objectives by
addressing the following questions:-
1) Was the project completed on time and within the budget?
2) Were accidents reduced in the City of Dublin by 20 percent?
3) Were effective computerized systems for accidents , citations , and
control devices established by the project?
4) Were realistic speed limits recommended by the consultant and
adopted by the City?
STATEMENT OF INTENT
It is the intention of the City of Dublin to maintain the traffic
activities developed by this project after its completion. The City will
absorb the entire cost to maintain the records and traffic engineering
activities after the expiration of the project.

BUDGET [NARRATIVE
The City requires a total of $37,4.00 to complete the comprehensive traffic engineering
study. The funds will be used as follows :
CONTRACTUAL SERVICES
The City will seek the services of a professional traffic engineer to organize the
various traffic engineering activities and conduct the study. The consultant will assist
the City in determining appropriate hardware to purchase. Upon receipt of the OTS grant
the City will invite three proposals for professional traffic engineering services and
select the most suitable for this project.
EQUIPMENT
The City will purchase computer hardware, estimated at $12,000 , and a radar set, estimat-
ed at $2,400. The remaining $23,000 will be available for contractual services for the
selected traffic engineering consultant.
