CITY OF DUBLIN AGENDA STATEMENT CITY COUNCIL MEETING DATE: August 27, 1984 SUBJECT San Ramon Valley Community Center Fall Request to Utilize Shannon Center EXHIBITS ATTACHED Memo from Lynn Anderson, SRVCC to Gaylynn Firth dated 8/3/84 ; Memo from Gaylynn Firth to Lynn Anderson dated 8/8/84 RECOMMENDATION 6011i8- Authorize SRVCC to utilize Shannon Community Center for Fall session at rates identified in Option I FINANCIAL STATEMENT: Option I - Revenue $847. 00 if all proposed classes meet minimum enrollment and are conducted Option II - Revenue $2,837 .50 if all proposed classes meet minimum enrollment and are conducted Option III - No revenue DESCRIPTION The San Ramon Valley Community Center (SRVCC) has submitted a request to utilize the Shannon Facility for several classes during the Fall 1984 session ( see 8/3/84 memo) . Staff has reviewed the request in terms of availability and responded ( see 8/7/84 memo) . The Park and Recreation Commission reviewed the SRVCC request and discussed the following options at its August 14, 1984 meeting. OPTION I : Continue to allow the SRVCC to utilize the facility with the rental rate accepted for summer programs, if their course offerings do not conflict with City programs and schedules. The rental fees derived from the SRVCC usage will offset Shannon Center operations; as well as provide additional community services at Shannon; thereby increasing the Recreation Department ' s visibility. OPTION II : Allow the SRVCC to utilize the facility at the prevailing rental rates adopted by Council in May of 1984, if their course offerings do not conflict with City programs and schedules . Recognizing the budget limitations and the need for cost effective programming for community based recreational organizations, this rental rate will be prohibitive for SRVCC to maintain marketable and affordable rates for on-going classes to participants. OPTION III : Deny the proposal . The Commission agreed that one of the primary goals of the City' s Recreation Department should be to maximize the usage of the Shannon facility, with City of Dublin programs and services. There was a good deal of discussion regarding allowing the San Ramon Valley Community Center to continue utilizing Shannon. Recognizing that the Recreation Department increased the number of classes offered from 16 in the summer to 43 in the fall, and that there still are available program hours at the Shannon site, the Commission voted in favor of OPTION I which continues the provision of additional, unduplicated community services and increases the City of Dublin Recreation Department ' s visibility.
