FINANCIAL STATEMENT: Provides for 16 . 007 acres of property to be purchased
at 25% of market value
DESCRIPTION At ' the ' regular City Council meeting on August 27 ,
1984 , the City Council directed Staff to revise the City' s Plan for the
Acquisition of Surplus School Property - Murray School District .
The plan previously adopted was completed when the Draft General Plan was
being developed . Since that time, the Council has conducted public hearings
and discussed several elements including the need for open space and
recreational opportunities . Included as a guiding policy is the concept of
maintaining and improving outdoor recreation facilities at surplus school
sites being converted to new uses . The revised plan reflects the
designation of the Dolan Site . This increases the acreage available under
the provisions of the Naylor Bill from 8 . 007 acres to 16 . 007 acres .
It is recommended that the City Council adopt the attached resolution and
direct Staff to forward a copy to the Murray School District .

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN

AMENDING EXHIBIT ."A" OF RESOLUTION NO. 75-83
WHEREAS, the City Council adopted a Plan for the
Acquisition of Surplus School Property - Murray School District;
and
WHEREAS , said Plan was contained in Exhibit A of
Resolution No. 75-83 ; and
WHEREAS, the need for maintaining recreational and open
space areas has been identified during the process involved with
the development of a General Plan; and
WHEREAS, pursuant to actions taken in developing a
Revised Draft General Plan, the City Council recognizes a need to
amend the Designation of Property for Purchase.
NOW, THEREFORE, BE IT RESOLVED that Exhibit A of
Resolution No . 75-83 shall be amended to read as attached Exhibit
A. 1 .

PLAN FOR THE ACQUISITION OF SURPLUS SCHOOL PROPERTY
MURRAY SCHOOL DISTRICT
Established December 1983
Revised September 1984
I . This plan is intended to identify surplus property owned by the
Murray School District within the City of Dublin. The City intends to
purchase the property under the terms provided in the California Education
Code Section 539390 et . seq. , hereinafter referred to as "Naylor Bill" .
II . As of the date of this plan, the Murray School District owns the
following school sites and/or schools within the City of Dublin: Dolan
School Site, Fallon School and attached Kolb Park , Frederiksen School ,
Murray School , Dublin School, Wells School , Cronin School and Nielsen
School .
III . The Murray School District identified the Fallon School as surplus to
the educational needs of the District in July, 1983 and they declared the
Dolan School Site as surplus in June of 1983 . The Dublin. School is
currently leased to a private educational institution and the Fallon School
operates under a similar arrangement . The Fallon School Site includes a
recreational open space area known as Kolb Park and also houses the District
Administrative Offices . It has also been determined by a school closure
committee that Frederiksen School is scheduled to close in 1985 . Wells,
Cronin and Nielsen Schools are currently used by the District for
educational purposes . Also, their adjacent fields provide recreational open
space for the community.
The Murray School District has not adopted a plan specifying the
extent to which properties now controlled by the District will be declared
surplus . Therefore, an assumption must be made regarding possible closures
and the resulting surplus property, in order to effectively identify
potential surplus sites for acquisition. Also, the General Plan directs the
City to assure that portions of these sites are maintained to provide
recreational opportunities .
This plan assumes the potential closure and declaration as surplus of
two Murray School District schools; and one school site, Fallon and
Frederiksen Schools and Dolan School Site property.
It is anticipated that the development of a 5 acre neighborhood park
at the Fallon and Dolan School Sites and protection of at least 5 acres of
the Frederiksen School Site as open space will be consistent with the future
general plan.
IV. Designation of Property for Purchase
Under the Naylor Bill , the City of Dublin may elect to purchase up to
30% of the surplus site or sites owned by a school district within the City
limits at the price established by said legislation.
If the Fallon Site consists of 13 . 99 acres, the Frederiksen Site
consists of 12 . 70 acres , and the Dolan Site consists of 26 . 90 acres , the
approximate total of surplus property would be 53 .59 acres . Therefore,
using the 30% limit, the City would be eligible to purchase up to 16 . 007
acres at 25% of market value and according to provisions of the Naylor Bill .
At least 70% of the total surplus school acreage will be property which the
City does not desire to purchase at the price pursuant to provisions of the
Naylor Bill .
The City intends to purchase the portion of the Fallon School which
is known as Kolb Park and adjacent recreational areas sufficient to provide
approximately a 5 acre nei8ghborhood park . The development of recreational
facilities at Frederiksen will be of a similar size and use as the
facilities described above. The area will front Tamarack Drive and include
adjacent fields and play areas approximately equal to 5 acres . The
development of recreational facilities at the Dolan Site shall consist of a
5 acre neighborhood park . The placement of the park shall be situated to be
compatible with future residential development as defined in the Revised
Draft General Plan .
