RECOMMENDATION Direct the City Traffic Engineer to report to the City
Council on the cost and scope of a School Safety Study

DESCRIPTION At its regular City Council meeting on October 8 ,
1984 , a resident requested that the City Council investigate the elimination
of the crossing guard working for the Murray School District. This crossing
guard was located at Davona Drive & Lucania Street .
Staff has requested information from the Murray School District relating to
their provision of crossing guards in the City of Dublin. It is important
to have a basic understanding of the background involved with providing
crossing guard services in the City. The City of Dublin currently contracts
with the Alameda County Public Works Agency to provide crossing guards at
two locations . The first is located at San Ramon Road & Shannon Avenue and
the second is at Brighton Drive & Village Parkway. The City is currently
paying the County a cost of $5 . 67 per hour . This cost includes worker ' s
compensation, employee supervision, training and other associated personnel
costs .
The Murray School District officials have indicated to Staff that in the
1983-84 school year , they provided crossing guards at two locations . One
guard was located at San Ramon Road & Amador Valley Boulevard, and the other
was located at Davona Drive & Lucania Street . Mr . Heinz Gewing, Deputy
Superintendent , has informed Staff that at the beginning of the 1984-85
school year , they eliminated the crossing guard at Davona Drive & Lucania
Street . The School District based their decision on two factors . The first
being the School District ' s tight budget and need to reduce expenditures .
The second was the finding that the position was not a high priority. This
was based on a survey of the location which showed that approximately 1/3 of
the students crossed with the crossing guard, 1/3 crossed at the end of the
street, and 1/3 crossed at whatever location they found to be convenient .
The School District also felt that the students could be taught through
classroom exercises about the need for pedestrian safety and how to
appropriately cross an intersection. The School District pays approximately
$5 . 20 per hour, which would create a total annual cost for this position of
$7 ,500 .
City Staff recognizes that as the School District attendance boundaries
change and developments occur throughout the City, additional requests may
be brought before the City Council for crossing guard services . Therefore,
it may be appropriate to conduct a school safety study which would establish
warrants for the location of crossing guards and attempt to define the
safest route to school for school children. This process will need to be
conducted in cooperation with the school district to identify potential
problem areas and to disseminate the recominendations of the study to the
parents . Also, the establishment of a formal policy related to crossing
guard placement will allow the City Council to address future requests based
on a standard policy. This policy will take into consideration traffic
related factors and would be prepared by the City Traffic Engineer for the
City Council ' s review and input .
It is recommended that the City Council direct the Traffic Engineer to
prepare a cost estimate of the design of a school safety study. This report
should also identify the scope of work which would be performed in this
study.
