DESCRIPTION: At its meeting of November 26, 1984, the
City Council agreed in concept to contributing City funds to
the Dublin Boulevard Underground Utility District, No. 1 and
authorized staff to contact PG&E regarding the City's
position. The staff has been in contact with PG&E officials
who confirmed that PG&E has approved this project.
PG&E would advance the City $395,000 in Rule 20A funds for
this underground utility project on Dublin Boulevard from
San Ramon Road to 1-680. These Rule 20A funds would
represent an advance of funds using the City's allocation
through 1994. PG&E's estimated cost of this project is
$695,000 + 15% ($590,000 - $800,000). The cost to the City
has been ~stimated at $300,000 but could vary with the cost
of the project ($195,000 - $405,000). The City's share of
this project would be financed from the General Fund Street
Improvement Reserve.
This project would not conflict with the City's street
rehabilitation project which is presently underway. The
undergrounding of utilities would be accomplished on the
back half of the sidewalk on the north side of Dublin
Boulevard. This project would require the acquisition of
some minor right-of-way to accommodate two switch boxes
behind the sidewalk.
Those property owners within the Project boundaries which do
not yet have underground service lines, would have to pay
the cost necessary to underground those lines. Those

The property owners have been notified of the public
hearing.
PG&E representatives have indicated that the construction of
this project could begin as early as June 1985..
RECOMMENDATION
It is the staff's recommendation that: 1) the City Council
adopt the attached Resolution to Establish the Dublin
Boulevard Underground Utility District, No. 1, and ordering
the removal of aboveground utilities in the area designated
as the Dublin Boulevard Underground Utility District No. 1;
2) the City Council authorize an additional appropriation
from the General Fund Street Improvement Reserve in the
amount of $405,000.00.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN
DESIGNATING AN AREA FOR THE UNDERGROUND INSTALLATIO~ OF UTILITIES
AND ORDERING THE REMOVAL OF ABOVEGROUND UTILITIES IN AN AREA
DESIGNATED AS THE DUBLIN BOULEVARD UNDERGROUND UTILITY DISTRICT
NUMBER 1
WHEREAS, the City Council of the City of Dublin has
received the recommendation of the City Engineer that the area
designated in Exhibit "A", attached hereto and incorporated herein
by reference, in Dublin, California, should be designated as an
area in which poles, ~verhead wires and associated overhead
structures should be removed and that underground wires and
facilities for supplying electric, communication, or similar or
associated service should be installed; and
WHEREAS, pursuant to Chapter 6 - Undergrounding of
Utilities of the Ordinance Code of the County of Alameda as
adopted by the City of Dublin, the City Clerk notified all
affected property owners as shown on the last equalized assessment
roll, and utilities concerned, by mail, of a public hearing on
this matter to be held on December 10, 1984, at 7:30 p.m. in the
Dublin Library Meeting Room, located at 7606 Amador Valley
Boulevard.
WHEREAS, a public hearing was held on said date, at
which time the City Council did receive and consider the
recommendation of the City Engineer and did hear any and all
objections or protests which were raised by the owners of property
within the above described area pertaining to designating this

NOW, THEREFORE, BE IT RESOLVED THAT THE Dublin City
Council on behalf of all Dublin Citizens does hereby resolve:
Section 1.
The public necessity, health, safety and welfare
require the removal of poles, overhead wires and
associated overhead structures and underground
installation of wires and facilities for supplying
electric, communication, or similar or associated
services within the area as shown in Exhibit "A"
attached hereto, with such area hereby being
designated as the Dublin Boulevard Underground Utility
District, No. 1.
Section 2.
Determines that the undergrounding of utilities as
provided in Section 1. will avoid or eliminate an
unusually heavy concentration of overhead distribution
facilities.
Section 3.
Orders that the removal and underground installation
of the above mentioned utilities be accomplished by
March 1, 1986, and that all property owners within
said District shall be ready to receive underground
service from such underground systems as of December
1, 1985.
Section 4.
Directs the City Clerk to mail a copy of this
Resolution together with a copy of Chapter 6 -
Undergrounding of Utilities of the Ordinance Code of
the County of Alameda as adopted by the City of

This Resolution shall become effective immediately
upon its passage and adoption.

/ NOTICE OF INTENTION TO FORM AN
UNDERGROUND UTILITY DISTRICT
The City of Dublin proposes to'form an underground utility
.district along Dublin Boulevard, from San Ramon Road east to the
1-680 overpass. The District would be .~called :'the',Dublin
Boulevard Underground Utility District, No. 1 (see the attached
location map). Within this District poles, overhead wires and
associated overhead structures would be removed and facilities
for supplying electric, communication, or similiar or associated
service would be placed underground.'
The cost of the public undergrounding work will be paid for with
Public Utility Commission (P.U.C.) Rule 20A funds and the City of
Dublin General Fund. Property owners not already undergrounded
would have to pay any costs necessary to underground their
service lines in order to be ready to receive service from the
underground system. Property owners would have to be ready to
receive underground service by December 1, 1985.
A public hearing on the Resolution to establish this District
will be held on December 10, 1984, at 7:30 p.m. in the Dublin
Library Meeting Room, located at 7606 Amador Valley Boulevard.
The public is invited to attend and be heard on this subject.

Pre-Inquiry Stage.
A. City passes an underground ordinance IDublin has
adopted the Alameda County Ordinance by reference).
B. City sets up an Underground Committe with regolarly
scheduled meetings to coordinate its underground
program. (Dublin has set up such a committee and has
met four times on a monthly basis.)
I~quiry Stage.
A. City Council sets a first priority project and
officially requests PG&E to proceed with the project.
Details of the project are worked out between the
City and Utility Staffs such as:
1. Validity of project (conformance to Rule 20A
qualifying criteria)
2. Project boundaries
3. Project timing
4. Lead agency for trenching
5. Project costs
6. Review of Rule 20A allocations
7. Engineering specifics of the projects including
which poles the district will terminate on.
(These detailed items have been covered. Council
needs to approve the priority project and Staff will
proceed with utility company notification.)
B. PG&E responds to City in writing, confirming the
major points of the proposed Rule 20A prgject.
PG&E Review Staee
A. PG&E's divisioned staff reviews the proposal,
solidifies the details, and votes on project.
B. PG&E advises City of project acceptance and/or
changes required on project.
C.PG&E begins detailed cost estimate preparation.
(This review stage should take about 4-6 weeks.)
Government Agency Action Sta~e
A. City Attorney prepares a Notice of Intention to form
an ~nderground district. Public hearing dates are
established. Property owners wqithin the district
are sent copies of Notice of Intention.
B. Public hearings are held.
C. Underground resolution passed by City Council and
sent to the involved utilities.
Estimate Preparation and Aoproval Stage
A. PG&E completes cost estimate and prepares bidding
documents and contracts between the various utility
companies involved.

A. Utility customers within the district perform their
underground service conversion work.
