DESCRIPTION The City has received a letter- from Ilene Weinreb,
Chairperson, of the Housing Needs Task Force requesting each City
within Alameda County to participate in the Ad Hoc Senior Housing Task
Force . The purpose of this Task Force is to identify senior housing
needs and develop a plan to meet those needs .
Ms . Weinreb has requested that the City appoint a representative prior
to February 8, 1985, if it is interested in participating.

RE: Representation of Each Jurisdiction in Alameda County
We are writing to you to ask your help in developing an elderly housing program
in your community. This will become an integral part of a county-wide program
for low and moderate income seniors.
We need your assistance because it is clear that the housing needs of seniors
vary considerably from city to city.
Preliminary analysis of the census data reveals that there are a substantial
number of older persons who are paying half or more of their income for rent.
In addition, many seniors live alone in their own homes and have great
difficulty managing because they cannot afford to leave their paid-up homes
and pay the housing costs of the current market. If we can solve this problem
by providing appropriate and affordable housing for them, this will free up
..housing stock needed for young families.
We intend to bring back to you by September, 1985, a detailed plan to meet many
of your senior housing needs including a financing mechanism to obtain this
housing.
In order to accomplish this, we need a representative of your city to serve
on our Ad Hoc Senior Housing Task Force. Such a representative should be:
1) either a mayor or city council member; 2) a staff person; or 3) a concerned
citizen who is particularly interested in this project and who has the
confidence of the City Council .
Will you send the name of your representative to Ted Tarail , Department on
Aging, 1755 Broadway, Oakland, California 94612 (Phone 874-7233) (who is
staffing the Task Force) . We need to know his/her name by Friday, February 8th.
This Ad Hoc Task Force will be dissolved when the plan is completed.
If, in addition to this memo, you would like a more detailed presentation of
the project, we will be happy to send you a member of the Task Force at your
convenience.
