The California Office of Traffic Safety has provided funding for a . comprehensive Traffic Engineering Study . JHK & Associates is conducting the study of which the first element is the establishment of realistic speed limits . The California Vehicle Code (CVC ) requires that on specified streets a traffic engineering study must be conducted to establish appropriate speed limits , provided that radar is used as an enforcement method . When the following conditions exist , a study must be conducted : 1 . Roadway width of more than 40 feet . 2 . More than one-half mile of uninterrupted length . 3 . More than one traffic lane in each direction. The CVC also establishes the criteria to be utilized in the studv. As required by State Law, the traffic engineering study must include the following area : 1 . Measurement of existing speeds of motorists . 2 . Accident records . 3 . Situations not readily apparent to the driver. Based on these legal requirements , JHK & Associates have conducted a traffic engineering study . The law requires prevailing speeds to be a factor in establishing speed limits . An initial starting point is the 85th percentile speed . State Law recognizes that the majority of drivers drive at a safe speed and that this must be a consideration in establishing speed limits. The Traffic Engineer then reviews road conditions and accident records . JHK & Associates has considered these areas and based their recommendations on the required factors . Table 1 indicates a summary of speed. data and recommendations for the strets included in the survey . Table 2 outlines those streets where the recommendation results in a change in the existing speed limits . These changes are recommended based on the results of the survey . Following the adoption of the ordinance , Staff -will make arrangements to post proper signing on the streets as is appropriate . Also , entry points to the City will be posted with signs identifying the use of radar. This measure is not required by State Law, but is provided as a courtesy to t.^e driver. (3 ) Existing speed limit is 25 mph between Monterey Drive and Ventura Dr. ORDINANCE NO . - 85 AN ORDINANCE OF THE CITY OF DUBLIN ESTABLISHING TRAFFIC REGULATIONS The City Council of the City of Dublin does ordain as follows : Section 1 . FORTY (40) MILES PER HOUR (MPH) The declared speed limit for each of the following street segments shall be established at 40 mph : (a) San Ramon Road Alcosta Boulevard to Southern City Limit Section 5 . FORTY-FIVE ( 0 ) MILES PER HOUR (MPH ) The declared speed limit for each of the following street segments shall be established at 45 mph : (a) Dougherty Road Amador Valley Boulevard to Northern City Limit Section 6 . IMMEDIATE EFFECT This Ordinance shall take effect immediately upon its enactment. because the adoption and immediate effect thereof is necessary in order to protect vehicular and pedestrian safety . Section 7 . POSTING OF ORDINANCE The City Clerk of the City of Dublin shall cause this ordinance to be posted in at least three ( 3 ) public places in the City of Dublin in accordance with Section 36933 of the Government Code of the State of California.
