1) Accept all Improvements as being complete in
accordance with the approved plans, specifications,
modifications.
2) Authorize final payment to Hess Construction, Inc.
in the amount of $9,647.50.
3) Authorize an additional appropriation from
reserves in the amount of $6,872.

DESCRIPTION : In Febuary 1985,' the City Council awarded Contract
85-1 to Hess Construction Company, Inc. This contract combines she
following three projects from the Capital Improvement Program; Annual
Sidewalk Replacement Program, Handicap Ramp Construction, $ilvergate Drive
Median Modification.
The Sidewalk Replacement Program involved the removal and replacement of
sidewalks at 87 locations throughout the City. A total of 5,458 square feet
of concrete was replaced. The construction cost was approximately $3,000
more than originally budgeted due to the addition of locations after the
award of the contract. The Public Works Inspector noted areas, which were
hazardous, and required removal in order to avoid potential liability for
the City.

The Silvergate Drive/Silvertree Lane Median break also required a
modification to the original contract. The left turn stacking area for west
bound vehicles turning onto Silvertree Lane was required to be extended due
to the curve of the road. This modification increased the amount of roadway
to be paved and excavated.
When the Contract was awarded to Hess Construction, Inc. their original bid
price was very low for the installation of the Handicap Ramps. This project
is funded through the use of Housing Community Development Act Funds,
(HCDA). In order to utilize the funds in an effective manner the Council
authorized the City Engineer to initiate a change order which would add
additional Handicap Ramp locations. A total of 6g Handicap Ramps were
installed on major streets. This project was undertaken with
recommendations from a handicapped resident, who requires the ramps for
wheelchair access to sidewalks.
The City Engineer Staff has reviewed the work on these three projects and
determined that it is complete and in accordance with the approved plans
specifications and modifications. Staff recommends that the City Council
accept the improvements, authorize the final payment in the amount of
$9,647.50, and, authorize an appropriation from reserves to meet the final
cost of the three projects.
