FINANCIAL STATEMENT: No cost to the City except maintenance
cost of improvements once completed and
• accepted. This district will construct
public improvements including purchasing
right-of-way and incidental costs at an
estimated cost of approximately
$857, 869 . These costs will be spread

over the parcels within the district on
a benefit basis.
DESCRIPTION: On May 28 , 1985, the City Council held a
public hearing and received Staff and public input on the.
preliminary Engineer' s Report. The City Council then adopted the
following resolutions : .

relation to proposed acquisitions and improvements and

district, directing filing of map, and directing recordation
of notice of assessment.
In response to the resolution calling for sealed proposals the
City received a total of three ( 3 ) bids (see attached bid
summary) for this project. The low bidder was Redgwick
Construction Compancy with a bid of $171, 743 . 00 .
Staff has reviewed the low bidder ' s proposal and finds it to be
in order.
Staff recommends that the City Council adopt the attached
resolutions to accomplish the following:
1. Overrule protests on the Resolution of Intention (No. 94-84 )
to acquire and construct improvements
2 . Adopt Engineer' s Report confirming the assessment and
ordering the work and acquisitions .
3 . Award of the contract to Redgwick Construction Company
the low bidder.
4 . Designate a collection officer to receive assessment
payments .
5 . Award the Sale of Bonds .
Mr. Robert Haight, the legal counsel for the District will be
available at the meeting to explain the legal, details of the
proceedings . Further, he has negotiated a Sale of Bonds for this
District with First California Regional Securities, Inc. for
which you have a resolution awarding _ sale in your packet.-
Because of the extremely good market for these types of bonds a
negotiated purchase is as good as a bid for sale. This will also
save time in the processing of the District.
Since the low bid was close to the engineer' s estimate, it is
recommended that the construction contingency allowance be
increased in order to keep the total construction cost the same
as identified in the preliminary engineer' s report.
The right-of-way estimate, however is shown as approximately
$43 , 500 more than the preliminary engineer' s estimate at the
advice of the City Attorney in order to allow for contingencies
within this portion of the budget. The related incidental costs
will also raise a small amount accordingly. These right-of-way
costs are shared only by the three property owners adjacent to
the extension of Amador Valley Boulevard.
Frontage improvements and the installation of a permanent four
way signal at San Ramon Road and Amador Valley Boulevard will be
undertaken at the same time as the City' s Capital Improvement
Project San Ramon Road Phase II . Should the cost of these
improvements be either higher or lower than the estimate in the
Engineer' s Report, the Council would have taken action at a later
date to adjust the assessment.

A RESOLUTION OVERRULING PROTESTS ON
RESOLUTION OF INTENTION TO ACQUIRE
AND CONSTRUCT IMPROVEMENTS
CITY OF DUBLIN
SAN RAMON ROAD SPECIFIC PLAN IMPROVEMENT
ASSESSMENT DISTRICT
RESOLVED, by the City Council of the City of Dublin,
California, that
WHEREAS, this Council did on the 27th day of August, 1984 ,
adopt its Resolution of Intention No. 94-84 , to acquire and construct
public improvements in and for said City; and
WHEREAS, on May 28, 1985, this Council adopted Resolution
No. 45-85 appointing time and place of hearing protests in relation
to the proposed acquisitions and improvements and directing notice :
WHEREAS, notice was given of the time and place therein
stated in the manner provided by law, as appears from the affidavits
on file in the office of the City Clerk; and
WHEREAS, said matter came on regularly for hearing at the
time therein fixed; and
WHEREAS, all written protests and other written communi-
cations were publicly read at said meeting and all persons desiring
to be heard were fully heard.
NOW, THEREFORE, IT IS ORDERED, as follows :
1 . That the protests against said acquisitions and improve-
ments were not signed by the owners of a majority or more ,of :.the area .
of the lands within the assessment district, or of the area of the
lands within the assessment district assessed for the costs and
expenses of said work.
2 . That protests be, and each of them are hereby, overruled.

A RESOLUTION AND ORDER ADOPTING ENGINEER' S REPORT
CONFIRMING THE ASSESSMENT AND ORDERING THE WORK
AND ACQUISITIONS
CITY OF DUBLIN
SAN RAMON ROAD SPECIFIC PLAN IMPROVEMENT
ASSESSMENT DISTRICT
RESOLVED, by the City Council of the City of Dublin,
California that,
WHEREAS, on the 27th day of August, 1984 , said Council
adopted its Resolution of Intention No. 94-84, to acquire and con-
struct public improvements in said City and referred the proposed
improvements to the Engineer of Work of said City, he being the
officer having charge and control of the construction of improve-
ments in and for said City of the kind described in said Resolution
of 'Intention and being a competent person appointed by said Council
for that purpose; and
WHEREAS, said Council thereby directed said Engineer of
Work to make and file with the City Clerk a report in writing in
accordance with and pursuant to the Municipal Improvement Act of
1913 ; and
WHEREAS, said report was duly made and filed with the City
Clerk, whereupon said Clerk presented it to the Council for consid-
eration; and
WHEREAS, said Council thereupon duly considered said re-
port and each and every part thereof and found that it contained
all the matters and things called for by provisions of said Act,
including ( 1) plans and specifications of the proposed improvement,
•
(2 ) estimate of costs, (3 ) diagram of district, and (4 ) an assess-
ment according to benefits, all of which was done in the form and
manner required by said Act; and
WHEREAS, said Council found that said report and each
and every part thereof was sufficient in every particular and deter-
mined that it-should stand as the report- for all subsequent proceed-
ings under said Act, appointed Monday, July 8, 1985, at the hour of
7 :30 o ' clock p.m. , of said day in the Dublin Library, 7606 Amador
Valley Blvd. , Dublin, California, as the time and place for hearing
protests in relation to said proposed improvements, and directing
the City Clerk to give notice of said hearing as required by said
Act; and

WHEREAS, it appears that notices of said hearing were
duly and regularly posted, mailed and published in the time, form
and manner required by said Act, as evidenced by the affidavits on
file with the City Clerk, whereupon said hearing was duly and reg-
ularly held at the time and place stated in said notice; and
WHEREAS, person interested, objecting to
said acquisitions and improvements , or to the extent of the assess-
ment district, or to the proposed assessment or diagram, or to the
maps and descriptions or to the grades at which said work will be
done, or to the Engineer ' s estimate of the costs and expenses
thereof, filed written protests with the City Clerk at or before
the time set for hearing, and all persons interested desiring to
be heard were given an opportunity to be heard, and all matters
and things pertaining to said improvements were fully heard and
considered by said Council, and said Council has acquired juris-
diction to order said improvements and the/confirmation of said

diagram and assessment to pay the costs and expenses thereof .
NOW, THEREFORE, said Council does hereby FIND, DETERMINE
and ORDER, as follows ;
1. That the owners of one-half (z) of the area to be
assessed for the cost of the project did not, at or prior to the
time fixed for said hearing file written protests against the pro-
posed improvements as a whole, or against the said district or the
extent thereof to be assessed for the costs and expenses of said
improvements as a whole, or as to the Engineer ' s estimate of said
costs and expenses , or against the diagram and assessment to pay
for the costs and expenses thereof .
2 . That the district benefited by said improvements and
to be assessed to pay the costs and expenses thereof and the exterior
boundaries thereof are more particularly described in said Resolutiion
of Intention and made a part hereof by reference thereto. That all
public streets and highways within said assessment district in use
in the performance of a public function as such shall be omitted from
said district and from the levy and collection of the special taxes
to be hereafter levied and collected to cover the costs and expenses
of said improvements .
3 . That the plans and specifications for :the_.proposed'_im-
provements, contained in said report, be, and they are hereby, finally
adopted and approved as the plans and specifications to which said
work shall be done as called for in said Resolution of Intention.
4 . That the Engineer ' s estimate of the itemized and total
costs and expenses of said improvements , and of the incidental ex-
penses in connection therewith, contained in said report, be, and it
is hereby, finally adopted and approved as the Engineer ' s total and
detailed estimate of the costs and expenses of said improvements .
5 . That the public interest and convenience require and
said Council does hereby order the improvements to be made as
described in and in accordance with said Resolution of Intention on
file in the office of the City Clerk, reference to which is hereby
made for a more particular description of said improvements, and
also for further particulars pursuant to the provisions of said
Municipal ImprovementAct of 1913 .
6 . That the diagram showing the assessment district
referred to and described in said Resolution of Intention, and also
the boundaries and dimensions of the respective subdivisions having
been given a separate number upon said diagram, as contained in said
report, be, and it is hereby, finally approved and confirmed as the
diagram of the properties to be assessed to pay the costs and ex-
penses of said improvements .
7 . That the assessment of the total amount Of :the :costs
and expenses of the proposed improvements upon the several sub-
divisions of land in said district in proportion to the estimated
benefits to be received by said subdivisions respectively, from
said improvements , and of the expenses incidental thereto, contained
in said report, be, and the same is hereby, finally approved and
confirmed as the assessment to pay the costs and expenses of said
improvements .
8 . That said Engineer ' s Report be, and the same is hereby,
finally adopted and approved as a whole .
9 . That the City Clerk shall forthwith deliver to the
Superintendent of Streets the said assessment, together with said
diagram thereto attached and made a part thereof, as confirmed by

this Council, with his certificate of such confirmation thereto
attached and of the date thereof ; and that said Superintendent of
Streets shall record said diagram and assessment in his office in
a suitable book to be kept for that purpose; and append thereto
his certificate of the date of such recording, and such recordation
shall be and constitute the assessment roll herein.
10 . That said Superintendent of Streets, upon the recording
of said diagram and assessment, shall mail to each owner of real
property within the assessment district at his last known address as
the same appears on the tax rolls of the City or on file in the office
of the City Clerk, or to both addresses if said address is not the
same, or to the general delivery when no address so appears , a state-
ment containing a designation by street number or other description
of the property assessed sufficient to enable the owner to identify
the same, the amount of the assessment, the time and place of payment
thereof, the effect of failure to pay within such time, and a state-
ment of the fact that bonds will be issued on the unpaid assessment
pursuant to the Improvement Bond Act of 1915 .
11 . That said Superintendent of Streets shall also give
notice by publishing a copy of a Notice to Pay Assessments once a
week for two weeks in the local newspaper published and circulated
in Dublin, that said assessment has been recorded in his office,
and that all sums assessed thereon are due and payable immediately,
and that payment of said sums is to be made thirty (30 ) days after
the date of recording said assessment, which date shall be stated in
said notice, and of the fact that bonds will be issued upon unpaid
assessments as above provided.

A RESOLUTION OF AWARD OF CONTRACT
CITY OF DUBLIN
SAN RAMON ROAD SPECIFIC PLAN IMPROVEMENT
ASSESSMENT DISTRICT
RESOLVED, by the City Council of the City of Dublin,
California, that
WHEREAS, the City Clerk of the City of Dublin did in
open session on the 26th day of June , 1985, publicly examine
and declare all sealed proposals or bids for the work to be done
and improvements to be made, as described and specified in Resolu-
tion of Intention No. 94-84 , adopted by the City Council on
August 27, 1984 , to which resolution reference is hereby made for
a. description of the work and improvements to be done and the
materials , supplies and equipment to be furnished therefor.
NOW, THEREFORE, IT IS ORDERED as follows :
1 . That said City Council hereby rejects all of said
proposals or bids except that hereinafter mentioned, and hereby
awards the contract for doing the work and improvements and
furnishing the materials, supplies and equipment necessary therefor,
to the lowest responsible bidder, to wit:
Redgwick Construction Company
at the prices named in its bid.
2 . That the Mayor of said City is hereby authorized to
make and enter into a written contract with said successful bidder,
and to receive and approve all bonds in connection therewith, and
the City Clerk is hereby directed to attest his signature and
affix thereto the official seal of said city.

ASSESSMENT DISTRICT
RESOLVED, by the City Council of the City of Dublin,
California, that the Finance Director of said City, be, and he
is hereby appointed as the person to whom payment of assessments
shall be made under Resolution of Intention No. 94-84 , adopted
by this Council on August 27, 1984, and that his office at City
Hall, 6500 Dublin Blvd. , Dublin, California, is hereby designated
as the place at which the said payments will be made. '

ASSESSMENT DISTRICT
RESOLVED, by the City Council of the City of Dublin,
California, that
WHEREAS, the City has received a proposal for the
purchase of bonds, and said proposal has been received and publicly
examined and declared by this City Council;
NOW, THEREFORE, IT IS ORDERED, as follows :
1 . That the proposal received for the purchase of said
bonds from FIRST CALIFORNIA REGIONAL SECURITIES, INC. , is acceptable
and said bonds be, and they are hereby ordered sold to FIRST
CALIFORNIA REGIONAL SECURITIES, INC. , subject to all of the terms
and conditions set forth in their bid for the purchase of said bonds .
2 . That the City Treasurer be, and he is hereby, directed
to have said bonds printed forthwith, and that the same be immedi-
ately signed, sealed and delivered to said FIRST CALIFORNIA REGIONAL
SECURITIES, INC. , in exchange for the purchase price thereof.

IMPROVEMENT ASSESSMENT DISTRICT
CITY OF DUBLIN
I, Lee S. Thompson, Engineer of Work and City Engineer, City
of Dublin, Alameda County, California, in proceedings being
conducted by the City Council of said City under Resolution of
Intention No 94-84, adopted on August 27 , 1984 relating to the
above described improvement project, hereby submit the Engineer's
Report called for in said Resolution of Intention.
1 . Plans and Specifications of the proposed improvements
to be made are hereto attached and incorporated herein
by reference.
2 . The Engineer' s statement of the itemized and total
costs and expense of said improvements and of the
incidental expenses in connection therewith, is bound
into the accompanies and Diagram and Assessment
hereinafter mentioned.
3 . The Diagram of the Assessment district is bound into
and constitutes a part of said Diagram and Assessment.
4 . A proposed assessment is bound into and constitutes a
part of the Diagram and Assessment hereto attached and
incorporated herein by reference.
5 . Maps and descriptions of any lands, easements,
facilities, and rights-of—way to be acquired, if any,
in said proceedings are hereto attached and
incorporated herein by reference.

Description of Work
San Ramon Road Specific Plan Improvements
This district will provide funding for engineering design
and survey work, construction costs, inspection services right
of way, right of way engineering and acquisition costs,
assessment district costs, and miscellaneous appurtenant costs
for the public improvements generally described as follows:
1. Street widening improvements along San Ramon Road
frontages .
2 . The extension of Amador Valley Blvd. extending west
from San Ramon Road ending in a cul-de-sac .
3 . Water, sewer and utility installation within the
right of way areas for the above improvements.
4 . Required offsite improvements along San Ramon Road.
5 . New four way traffic signal at San Ramon Road and
Amador Valley Blvd.

IMPROVEMENT ASSESSMENT DISTRICT
CITY OF DUBLIN
WHEREAS, on August 27, 1984 , the City Council of the City of
Dublin, California, pursuant to the provisions of the Municipal
Improvement Act of 1913, as amended, adopted its Resolution of
Intention No. 94-84 for the acquisition and construction of the
improvement therein described.
WHEREAS, said Resolution of Intention directed the Engineer of
Work to make and file a report presenting a general description
of any works and applicances already installed and any other
property necessary or convenient for the operation of the
improvements, plans , and specificaions for the proposed
consruction, estimate of costs, maps and descriptions of lands
ad easements to be acquired, and diagram and assessment of and
upon the subdivisions of land within the assessment district,
to which Resolution reference is hereby made for further
particulars.
NOW, THEREFORE, I, Lee S. Thompson, Engineer of Work and said
City, by virtue of the power vested in me under said Act and
the order of the City Council of said City, hereby made the
following assessment to cover the portion of the estimated
costs and expenses of said acquisition work, and improvements,
and the costs and expenses incidental thereto to be paid by the
assessment district as follows :

And I do hereby assess and apportion said total amount of the
cost and expenses of said acquisitions, work and improvements
upon the several lots, pieces or parcels or portions of lots or
subdivisions of land liable therefore and benefited thereby,
and hereinafter numbered to correspond with the numbers upon
the attached diagram, upon each, severally and respectively, in
accordance with the benefits, and more particularly set forth
in the list hereto attached and by reference made a part
hereof.
As required by said Act , a diagram is hereto attached showing
the assessment district and also the boundaries and dimensions
of the respective subdivisions of land within said district as
the same existed at the time of the passage of said Resolution
of Intention, each of which subdivisions having been given a
separate number upon said diagram.
Said assessment is made upon the several subdivisions of land
wihin said district in proporion to the estimated benefits to
be received by said subdivisions , respectively, from said
improvement. The diagram and assessment numbers appearing
herin are the diagram numbers appearing on said diagram, to
which reference is hereby made for a more particular
description of said property.
And because the names of several owners are unknown to me, I
hereby assume all owners are "Unknown", and same is assumed so
designated opposite the number of each subdivision of land
assessed , the amount assessed thereon, the number on the
assessment and the book. Each subdivision of land is described
on the assessor's maps of the County of Alameda for the fiscal
year of 1984-85 above the parcel numbers. Said description are
a combination of numbers such as 941-111-14 , which means Book
941 , Page 11, Block 1, Parcel 14 of the Assessor' s Map Books
and used for the County Tax Roll .
Notice is hereby given that serial bonds to represent unpaid
assessments and bear interest at the rate of not to exceed
twelve (12%)percent per annum, will be issued hereunder in the
• manner provided by Division 10 of the Streets and Highway Code,
and Imporvement Bond Act of 1915, and the last installment of
such bonds shall mature not to exceed fourteen (14) years from
'the second day of January next succeeding the next September
1st following their date.

Method of spread of assesments based on benefits derived .
I. Area "A": Frontage improvements-west side of San Ramon
Rd . and offsite improvemens .
Each property owner shall be assessed for the
contruction cost plus attendant prorata costs of
assessment district costs and incidental costs
based on the amount of improvements necessary to
widen San Ramon Rd. by one traffic lane plus any
utility costs required to extend utility service to
those parcels requesting said service plus any
required offsite public improvement fees requested
by the property owners.
II. Area "B": Amador Valley Boulevard Extension and
Traffic Signalization.
The adjacent three property owners (parcels
1 through 8) shall share in the costs of extending
Amador Valley Blvd. to the west from San Ramon Rd.
including a new four way traffic signal at Amador
Valley Blvd. and San Ramon Rd. and the necessary
right of way and incidental and assessment district
cost in the following manner .
A. Parcels 1 through 4
50 % less a percent equivalent to the value of
land lying within the Amador Valley Extension
already dedicated to the City of Dublin by
Morrison "Homes -spread on a proportionate square
foot area of the total of parcel 1 through 4.
B. Parcel 5
• Proportion . of area of the sum of parcels 5
through 8 times the remainder of the costs
after parcels 1 through .4 spread has been .
removed.
C. Parcels 6 through 8
Proportion of area of the sum of parcels 5
through 8 the area calculations times the
remainder of the costs after parcels 1 through
4 spread has been removed.
