Ms . Berger has requested an opportunity to address the City Council regarding the development of a multi-purpose service center concept in the Pleasanton/ Livermore Valley. The task force has requested that the City Council support the concept of a multi-health and hun service center to be located in the Valley and direct City Staff to ent r into formal discussions with other local agencies in the County of Alameda regarding the development of a possible joint powers agreement for this purpose . Should the City participate in such an effort is unclear at this time whether there would be any cost impact to the City of Dublin. A multipurpose service center concept has been raised as a viable alternative. We are therefcre requesting that your Board: -1. Support the concept of a Multi Health and Human Service Center to be located in the Valley; and 2. Direct the appropriate city ,s-taff to enter into formal discussions with other local city governments and the County of Alameda. These discussions may include the development of a joint powers agreement for this purpose. SUMMARY: , As specified in the attached County Administrator's memorandum to the Board of Supervisors dated March 26th, the County has been exploring means to maximize limited resources for health and human service delivery systems . One mechanism which has been identified is a joint partnership for the purpose of developing a multiservice facility in the Pleasanton/Livermore Valley area. Under the leadership of Supervisor Ed Campbell., a Committee of Community Based Organizations, City Covernment , and County Departments has had a series of exploratory meetings. It is apparent that the merits of this concept warrant more in depth and formalized discussion . During the next two weeks , your Council as well as other local city governments arc being approached by interested community based organizations for support anti formal. participation on this prnjec.•t . CrIehr(.rtina A Dcuide of DediL-atiot, 10 Cornnnunitu HPralth Honorable City Council. 2 lime 21 , 1985 DISCUSSION: As a result of mutual concerns between County and local community based organizations regarding escalating facility cost increases of 10-17% per year , a Task Force was convened to discuss and explore alternatives to the current situation. Simultaneously, the County Administrator's Office has been in the process of exploring the same issue. As a result of this growing and common concern a Multi-Service Health and Human Service Facility Task Force started to meet on Mar:cl 29, 1985. Since the initial meetin and the four subsequent meetings the Task Force had the. participation of local cities--Pleasanton, Dublin, and Livermore; four CBOs--Valley Volunteer Center , Valley Community Health Center, The Center , and Parental Stress; County Departments--County Administrator's Office , Health Care Services Agency, and Public Works.- Leadership on this endeavor has been shared by Supervisor Ed Campbell and Ms. Joyce Berger , Executive% Director, Valley Community Health Center . A roster 'of participants is attached. Preliminary discussion identified two major advantages' to be gained from the development of a multiservice facility through a public/private joint venture. One major advantage is the ability to predict and control long term facility costs. Secondly, such a joint venture would provide the ability to leverage private philanthropic and public funds through a private/public partnership. For example, the County could request AB 830 health facility financing which in turn could be leveraged by community based organizations to secure matching funds from private and public foundations. At this time, the informal planning process needs to be formalized in order to proceed with this concept. It is for this reason that we are now approaching your Council for support on the concept . During the next two weeks other members of the Task Force will also be approaching other city councils to request their support and participation. It is envisioned that the next steps in the planning process are: 1) Formalize Talk Force Membership--identify other participants ; 2) Develop a concept paper; 3) Develop a facility plan; 4) Explore site locations ; and 5) Develop a C4 package. That your Board approve Recommendations #1 and #2 of the attached letter submitted by the Director of the Health Care Services Agency; and 2. That your Board adopt as your own the following two concepts as conditions upon which future County commitment to the proposed Multi-Health and'Human Services Center would be based: o That it can be incorporated into the County's future plans for providing health and human services to Valley residents o That it is justified economically on a cost-effectiveness basis, when compared to the other capital expenditure needs of the County Summary: As is evidenced by my March 26, 1985 memorandum to your Board (attached to HCSA letter), I believe that the County should explore all means available to control the operating expenditures of County and CBO operations. On March 29, 1985, my staff along with staff from the Health Care Services Agency began meeting with Supervisor Campbell and members of local government and community-based organizations in the Valley to identify ways in which to control operating overhead. These discussions have led to the proposed development of a Valley Multi-Health and Human Service Center in the Dublin/Livermore Valley area. I am recommending that your Board approve the recommendations of the Director of the Health Care Services Agency, provided that the two concepts I have detailed in my recommendation are adopted. Discussion and Findings: Both the anticipated loss of revenue sharing and the escalating leases and rents paid by the County and the community-based organizations under contract to the County for buildings, make it imperative that we control our operating overhead. One way of accomplishing this is for the County to develop or purchase its own buildings. The development of our own building offers a number of distinct advantages. Three major advantages are: 1221 OAK STREET • SUITE 555 OAKLAND CALIFORNIA 94612 . 14151 674.6252 Board of Supervisors -2- June 13, 1985 o Maximum employee efficiency and productivity through buildings designed for the purpose for which they are to be used o Design features which take advantage of the most recent utility enhancements to which reduce operating costs o Capped rental costs which can be budgeted for with certainty However, the development of new County buildings requires a major expenditure of County funds and a long-term commitment by the County to the use of such facilities. As I outlined to you in my letter of April 29, 1985, the County has developed an extensive capital projects program plan. This plan identifies a total construction cost, Countywide, of more than $191 million; a total available funds projection of slightly over $92 million; and a financing shortfall of $99 million. The facility proposed by the Director of the Health Care Services Agency was not contained in the long-range capital projects plan presented to your Board. While I support the goal of the Valley Multi-Services Center Task Force, I am suggesting the following two concepts as criteria for determining future County commitment to the Center: o That it complements the County's long-term commitment to providing health and human services to Valley residents o That it is justified economically on a cost-effectiveness basis, when compared to the overall capital expenditure needs of the County Provided that your Board sets as conditions these concepts, I am recommending that the Agency Director pursue discussions with community-based organizations and local governments to determine the feasibility of the development of a new Valley Multi-Health and Human Service Center. Financing: No specific financial impact has been identified at this time.
