AGENDA STATEMENT
CITY COUNCIL MEETING DATE: August 12, 1985
SUBJECT Establishment of Job Classification and Salary Range -
Finance Technician
EXHIBITS ATTACHED Resolution Amending the Classification Plan;

RECOMMENDATION Adopt the resolutions and authorize Staff to proceed
with the recruitment
FINANCIAL STATEMENT: Sufficient funds are available in the 1985-86 budget
DESCRIPTION During the 1985-86 budget process ; the City Council
appropriated funds for a full time position in finance . Pursuant to the
Personel System Rules , an appropriate job description must be adopted and a
salary range established .
Staff has worked with Mr. Charles Bird , the contract Finance Consultant , to
review the City' s needs . Based on this review, a job description was
developed which outlines a position which will meet the requirements for
personnel in the area of finance .
The recommended salary range was developed after reviewing similar positions
in other public agencies . The proposed range will also be placed
approriately with other salaries in the City ' s organization.
Staff recommends that the City Council adopt the Resolution Amending the
Classification Plan and the Resolution Amending the Salary and Benefit Plan,
and direct Staff to proceed with the recruitment .

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN

AMENDING THE CLASSIFICATION PLAN
WHEREAS , in accordance with the Personnel System Rules ,
the City Council adopted Resolution No. 30-$4 Establishing a
Classification Plan; and
WHEREAS , .during •,the consideration' of the 19$5-$6 budget ,
the City Council projected the .need for :additional personnel to
provide an adequate level :of services to the community; and
WHEREAS , the adoption of a job 'description is required
for all authorized positions .
NOW, THEREFORE , BE IT RESOLVED that Resolution No . 30-$4
and any amendments adopted in conjunction with Resolution No .
30-$4 shall be further amended to include the following
classification and attached job description (Exhibit A) and shall
become a part of the official Classification Plan for the City of
Dublin:

EXHIBIT A
FINANCE TECHNICIAN
Definition
Under general supervision, performs accounting clerical work of average
difficulty covering a variety of bookkeeping tasks within the organization,
completes typing assignments , utilizes office machines including computer
and doesllother related clerical duties as required .
Example of Duties
:. Responsible for processing cash receipts ; audits invoices and prepares
. necessary documentation for payiment ; •gathers , -.tabulates and proofreads
statistical and financial data; files bills , vouchers , documents , and other
• . papers ; prepares and types minor correspondence related to financial
transactions ; maintains and updates fixed asset inventory ; compiles
statements and reports related to financial matters , under direction will
prepare journal vouchers and post entries to the general ledger, maintains
and updates records related to employee benefits and payroll ; provides for
the accounting of deposits , expenditures , and balances in a subsidiary
ledger; and performs other duties as assigned .

QUALIFICATIONS
Education and Experience
High School education or equivalent supplemented with college level courses
in accounting and/or business , and four years experience in an office
performing a variety of accounting/bookkeeping duties. An Associate of Arts
degree in Accounting or a closely related field may be substituted for two
years of! experience .
Experience operating a computer and background in a governmental agency is
desirable .
Knowledge and Abilities
The Finance Technician must be able to perform a variety of accounting
duties including the processing of cash receipts , cash disbursements , bank
reconciliations , journal vouchers ; ability to prepare monthly reports of
revenues', expenditures, and budget status ; ability to type 45 words per
minute ; ability to operate a calculator and other office equipment ; ability
to maintain accurate records in an orderly fashion; ability to make
computations rapidly and accurately ; ability to rapidly learn skills
necessary to operate micro-computer system; ability to draft business
related correspondence ; and ability to keep detailed records to assemble and
organize data and to prepare reports from the data. The position requires a
knowledge of methods , practices and terminology used in financial and
statistical operations ; knowledge of the monthly , quarterly and annual
accounting cycle ; knowledge of office practices and procedures ; and
knowledge of micro-computers or other machine processed financial systems .
Licenses
Requires a valid California Class III driver' s license to be secured prior
to employment and maintained as a condition of employment .-

AMENDING THE SALARY AND BENEFIT PLAN
WHEREAS , in accordance with the Personnel System Rules ,
the City Council adopted Resolution ,.-.No . •:99-84 .. Establishing a
Salary and Benefit -Plan; 'and
WHEREAS ;: during the development of -the 1985-86 Annual
Budget , • the City Council recognized .'the need for additional
services ; and
WHEREAS , the provision of these services require the
addition of personnel to the City ' s organization; and
WHEREAS , the Personnel System Rules require the City
Council to establish salary ranges for all City of Dublin
employees .
NOW, THEREFORE , BE IT RESOLVED that Article I : Section
A of Resolution NO. 99-84. , relating to salary provisions of full-
time employees , shall be amended to include the following monthly
pay range for the specified classification:
