DESCRIPTION On Friday, ' October 18, 1985 , the Association of Bay
Area Governments (ABAG) , will be holding its Fall General Assembly . ABAG
has requested that the City designate a voting delegate and alternate for
the City of Dublin. Presently , Councilmember Moffatt is the City' s official
representative and Councilmember Jeffery is the City' s alternate .
It is recommended that the City Council designate a delegate and alternate
for the City for the Fall General Assembly.

Our Fall General Assembly will be held on Friday, October 18,
1985. We would appreciate you providing us with the names of
the delegate and alternate who will vote for your city or
county at the meeting.
Enclosed is our latest General Assembly roster which lists the
names of the delegate and alternate from your jurisdiction as
of March 1985.
Please return this information to us by September 1. A self
addressed envelope is enclosed.

GENERAL ASSEMBLY
Type: Established by the Bylaws. Meets up to four times a
year.
Functions: Make policy decisions and determine policy matters for
the Association.
Review major policy actions and recommendations of the
Executive Board.
Review and adopt the annual general budget and summary
work program after review by the Executive Board.
Each year, upon adoption of the annual budget, fix the
annual membership fee for all members of the Association.
Review and adopt amendments to the Bylaws of the
Association that have been recommended by the Executive
Board.
Any official representative may at any meeting propose a
subject or subjects for study by the Association. The
General Assembly may take action upon such proposals ,
determine whether a study will be made, or may refer such
subject or subjects to the Executive Board.
Composition: Delegates from each member city and county and their
alternates must be elected officials of the jurisdiction
they represent (except for the City of San Francisco
where the mayor may appoint as his or her alternate any
officer of that government) . Delegates serve at the
pleasure of their appointing agency.
Each member county and city has one vote in the General
Assembly. San Francisco is counted as both a city and
county for the purposes of membership.
Votes are tabulated separately for county representatives
and for city representatives , with a majority vote of
each group required for action or adoption of policy
recommendations.
