FINANCIAL STATEMENT': Undetermined at this time
DESCRIPTION At the Regular City Council meeting on June 10, 1985,
the City Council adopted formal warrants for the placement of Adult Crossing
Guards. Also, the Council conducted a formal public hearing and adopted a
School Safety & Crossing Guard Study prepared by TJKM.
The Staff Report noted that during the 1983-84 school year, the
responsibility for providing crossing guards was shared equally between the
Murray School District and the City. Each agency funded two locations.
During the 1984-85 school year, the School District reduced its commitment
to one crossing guard. The City has now been informed that during the
1985-86 school year, the Murray School District will not provide any
crossing guards. This results in the elimination of a crossing guard at the
intersection of Amador Valley Boulevard and San Ramon Road. The adopted
traffic study recommended the retention of the crossing guard at this
location based on the established warrants.
Given the current construction along the pedestrian/bicycle path along San
Ramon Road, school children from the east side of San Ramon Road should
cross with the adult crossing guard at Shannon Avenue. The Nielsen School
Principal has advised parents of the construction activity and recommended
that they avoid the area. Due to these changes in student travel patterns,
it is difficult to gauge the need for an adult crossing guard. It is
recommended that the Traffic Engineer re-evaluate the intersection once the
modifications are complete, to determine whether the adopted warrants are
met. In the interim, children should be encouraged to utilize the crosswalk
at Shannon Avenue.
Superintendent Cochran also noted the Board' s support for a "No Turn on Red"
restriction at this location. The Traffic Engineer has reviewed this
location and noted that this restriction would not address the situation.
The general concern is over westbound Amador Valley Boulevard traffic
turning northbound onto San Ramon Road. When this right turn movement is
made against a red light, the pedestrians waiting to cross San Ramon Road
have a red light, as through traffic on San Ramon Road is moving through a
green signal. The pedestrian does not receive a walk signal until westbound
Amador Valley Boulevard traffic is given the signal to proceed. As with all
intersections, the driver making a right turn must yield the right-of-way to
the pedestrian, in accordance with the California Vehicle Code. Given the
fact that the pedestrian cannot cross while a vehicle is making a right turn
on a red light, it is not recommended that this restriction be placed at
this location.
Staff recommends that the City Council receive this report and direct Staff
to undertake further review once construction is complete.

Dear Richard:
In anticipation of the adoption of our Final Budget September 3,
I want to notify you of the administration's recommendation to
stop funding the Crossing Guard at Amador Valley Blvd. and San
Ramon Road. During a summer Board Meeting, the Board went on record
requesting a "No Turn on Red" sign at that corner. As you are
aware, the 1985/86 Budget is on the September 3 agenda of the Board
of Trustees, and could be changed; but I felt it would be in order
to forewarn you in case community members contact you.
We really appreciate your support relative to the position of the
five acres at the Dolan Site. As soon as we get our input from
the District Consultant, regarding the Fallon/Kolb Park/District
Office situation, we will let you know. This report should be
received in September.
I hope your summer was relaxing and look forward to seeing you
soon!

Dear Dr. Cochran:
Enclosed please find resolutions adopted by the City Council at
their meeting on June 10, 1985 .
The resolutions outline the recommended changes -identified in the
School Safety and Crossing Guard Study conducted by TJKM. The
City will be providing Adult Crossing Guards at San Ramon Road/
Shannon Avenue and at Amador Valley Boulevard/Burton Street .
Also, the City Council adopted a resolution which supports the
establishment of a School Safety Patrol. The City is prepared to
purchase the necessary supplies to establish the program and will
provide assistance from the Traffic Engineering firm of TJKM to
assure the appropriate designation of the locations. It should
-also be noted that other resources are available to the School
District. City Staff consulted with a Safety Consultant from the
California State Automobile Association. This organization has
assisted other communities in the establishment of programs and
has offered to meet with City and School District officials.
however, the authorizing legislation is within the State
Education Code and a commitment from the School District will be
required.
The City Council would also encourage you to utilize the results
of the study to evaluate congestion problems at Nielsen
Elementary School. The City will be undertaking additions to the
signing and curb markings along the public street. In addition,
TJKM has some conceptual changes which may improve traffic flow
in the parking lot . If you wish to pursue this item, please
contact Mr. Chris Kinzel, Traffic Engineer at 463-0611.
We look forward to working in cooperation with the School
District to implement the results of the Study. If you have any

RESOLUTION NO 50 - 85
A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN

ESTABLISHING CROSSING GUARD WARRANTS
FOR THE CITY OF DUBLIN
WHEREAS , the City of Dublin has commissioned TJKM
Transportation Consultants to conduct a comprehensive School
Safety and Crossing Guard Study; and
WHEREAS , the study recommends that the City adopt
specific warrants for the placement of Adult Crossing Guards ; and
WHEREAS , the establishment of a policy will allow for an
objective review of crossing guard requests .
NOW, THEREFORE , BE IT RESOLVED that the Dublin City
Council does hereby adopt Table I Recommended Crossing Guard
Warrants for the City of Dublin (attached) , which shall be the
official policy until such time as the City Council either amends
or rescinds the policy.

Adult Crossing Guards are normally assigned where official supervision of
elementary school pedestrians is desirable while they cross a public
highway on the "Suggested Route to School". Adult Crossing Guards may be
warranted under the following conditions:
1. At uncontrolled crossings:
Where there is no alternate crossing guard within 1,200 feet;
and where vehicular traffic volume exceeds 350 vehicles in each
of any two daily hours during which 40 or more school
pedestrians cross while going to or fran school.
2. At STOP sign controlled crossings:
Where there is no alternate crossing guard within 1,200 feet;
and where the vehicular traffic volume on roads of four or more
lanes exceeds 500 vehicles per hour during which 40 or more
school pedestrians cross going to or from school.
3. At traffic signal controlled crossings:
A. Where the rnmiber of vehicular turning movements through the
school crosswalk exceeds 300 vehicles per hour while school
pedestrians are going to or frcm school.
B. Where there are circumstances not normally present at a
signalized intersection, such as crosswalks more than
80 feet long with no intermediate refuge, or an abnormally
high proportion of large ccmnercial vehicles.

RESOLUTION NO 51 - 85
A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN

SUPPORTING THE ESTABLISHMENT OF A SCHOOL SAFETY PATROL
FOR THE MURRAY ELEMENTARY SCHOOL DISTRICT
WHEREAS , the City Council has reviewed a comprehensive
School Safety and Crossing Guard Study prepared by the City
Traffic Engineer; and
WHEREAS , the study recommends the establishment of
School Safety Patrol , pursuant to State Law, at the Murray
Elementary School District ; and
WHEREAS , Section 49300 of the State Education Code
provides the basis under which School Safety Patrols are to be
established and supervised ; and
WHEREAS , the City Council recognizes the need to respond
to city/school issues in a responsive and cooperative manner.
NOW, THEREFORE, BE IT RESOLVED that the City Council of
the City of Dublin does hereby support the establishment of a
School Safety Patrol at Murray Elementary School District .
BE IT FURTHER RESOLVED that the City offers the
following resources to the Murray Elementary School District to
assist school officials in the establishment of the program:
(1 ) The expertise and services of the City Traffic
Engineer to determine the most appropriate location.
( 2 ) Helmets , belts , signs and rainwear to supply a
total of twelve patrol members .
( 3 ) In conjunction with the School Safety Program a
member of the Dublin Police Services will be designated
as a liaison and will provide input to school officials
who maintain the responsibility for daily supervision.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN

AUTHORIZING SPECIFIC CHANGES TO SCHOOL MARKINGS ON
PUBLIC STREETS AND THE ASSIGNMENT OF ADULT CROSSING GUARD
LOCATIONS DURING SCHOOL HOURS
WHEREAS , the City of Dublin had a comprehensive School
Safety and Crossing Guard Study completed ; and
WHEREAS , the study was reviewed by the City Council and
a Public Hearing was conducted on June 10 , 1985 ; and
WHEREAS , the study contained recommendations related to
changes which will enhance school safety.
NOW, THEREFORE , BE IT RESOLVED that the City Council of
the City of Dublin does hereby direct staff to complete the
following changes in time for the beginning . of the 1985-86 school
year :
1 . Removal of the white crosswalk at Silvergate Drive
and Peppertree Road.
2 . Removal of the two school crosswalks at the
intersection of York Drive and Amador Valley
Boulevard.
3 . Removal of the school crosswalk on the north leg of
the intersection of Tamarack Drive and Village
Parkway.
4. Installation of a new school crosswalk on the north
side of the : intersection of Village Parkway and
Davona Drive .
5 . Installation of school crosswalks on the south,
west , and east legs of the intersection of Tamarack
Drive and Village Parkway .
6. Installation of a school crosswalk at Amador Valley
Boulevard and Burton Street .
7. Painting of the existing loading zone in front of
Nielsen Elementary School .
8 . The installation of additional signs at Nielsen
School to encourage proper use of the loading zone .
BE IT FURTHER RESOLVED that the City shall provide adult
crossing guards at the following locations during the 1985-86
school year and continuing until amended or rescinded :
1 . Shannon Avenue at San Ramon Road ,
2 . Amador Valley Boulevard at Burton Street
