DESCRIPTION: At its meeting of August 26, 1985, the
City Council authorized Staff to solicit separate bids for the
site work and office/storage building for the City Storage Yard
Project at the easterly end of Scarlett Court.
Contract 85-5A provides for the City Storage Yard site work. The
City received a total of three (3) bids for this project, (see
attached Bid Summary).
Although the lowest bid of $40,185.88 was submitted by KW
Contractor; this bid was rejected on the advice of the City
Attorney, because of the absence of a bid bond and other bid
deficiencies. The next lowest bidder was MCE Corporation with a
bid of $54,900.
Contract 85-5B provided for erecting a prefabricated steel
building and constructing an office and bathroom within the
building. The building would be used to provide storage space
for both the Public Works and Police Departments, as well as, an
office for the Public Works Maintenance Supervisor. The City
received a total of three (3) bids (see attached proposals) for
this portion of the project. The lowest bid of $42,574 was
submitted by Page Construction. This bid was a great deal higher
than anticipated when formulating the 1985-86 Budget. The firm
that provided the City with cost estimates during the budget
formulation did not bid.
The City allocated $90,500 in the 1985-86 Budget for the City
Storage Yard Project.
The City Engineer's revised estimate for the total cost of the
project, including the low bids above is broken down below.

If the City were to proceed with this project, a budget transfer
from the contingent reserve in the amount of $29,050 would be
necessary.
It is Staff's recommendation that the City Council take the
following action:
Award the Bid for Contract 85-5A to MCE Corporation and
authorize the Mayor to execute the agreement.
Award the Bid for Contract 85-5B to Page Construction
and authorize the Mayor to execute the agreement.
Authorize a budget transfer in the amount of $29,050
from the Contingent Reserve.

Provisions for Contract #85-5B, Plans dated 8-5-85 (2 pages), Project
Description and Scope of Work Specification, Pages 1,3,4 and 5, and Addendum

Our corporate resume is enclosed for your review. It provides the additional
information requested on Page 5 of the Specification. As is shown in the
resume, we have constructed numerous corporation yard projects during the
past twenty years. The proposed project leader will be Donald S. Babcock,
President of Page Construction Company.

BID PROPOSAL.
Kembcon Corporation is pleased to , propose ,a 25 ' wide x 40 ' long
x 10 ' eave height building as specified in your spec- f;.cation
outline. The following accessories are included : .
2 each 8 ' x 8 ' overhead doors
1 each 3 ' x '7 ' hollow metal door with lever lockset
80 l.f gutters
2 each. . downspouts
1 each3 ' ',x 3.1 insulated window
1 each6' x 3 ' insulated window
2 each12' gravity ventilators
The building will be a Varco-Pruden building with 26 guage steel
panels for the roof and walls and• the interior . partition. The
panels will be factory painted both sides . It shall comply with
all loads and specifications as outlined .
There are no exceptions .to the: slab work, plumbing, or electrical
specifications . The- interiors work shall be done as specified
and will meet the Title 24 specifications . The' only deviation
from the city' s specification and this proposal are the windows .
The city is asding for a 2 ' x . 3 ' window and a 4' x 3 ' window.
In their place we are offering the windows stated above. The
interior window will be as specified .
The percentage of MBE 'participation on this project would be
approximately 15%.
Exceptions : Kembcon excludes items 1 thru 5 on page 3 under
special conditions those items pertaining to fees,,
permits,landscaping, alarms, and street inprovments .
Price : $49,240.00 Forty Nine Thousand Two Hundren Forty and no/100
dollars. •
Terms : The building must be paid within 20 days of delivery.
This only refers to the metal building material. All
other billings would comply with the City ' s guidlines .

Kembcon Corporation has been in business for 4 years, primarily
as a General Contractor. Eric Cox our president is a licensed
Civil Engineer: Joseph Kent is our Vice-President and is a
licensed Architect . Both men together are responsible for over
a million square feet of offices, pre-engineered buildings,
and tenant improvments . Kembcon has just completed a 4 million
dollar project for P. G. & E. and " the City, of San Rafael for
a corporate yard for P.G.&E. The Yard consists of 6 pre-engineered
buildings totaling approximately 55 , 000 s.f. of space. The job
was totally bonded .
The project manager for your project would be Bruce Whitson.
Mr. Whitson has 7 years of experience in the pre-engineered
portion of our business. He has put in place over 500, 000
s.f. of these types of buildings. Mr. Whitson is also a part
owner of Kembcon Corporation.
