EXHIBITS ATTACHED: A. Draft RFP RECOMMENDATION: 1 . Review, revise as appropriate, and approve RFP . 2 . Direct Staff to send RFP to economic consultants . 3 . Request Downtown Improvement Study Committee to interview economic consultants and make recommendations . 4 . Direct Staff to bring recommended proposal to City Council for approval prior to entering into the contract . FINANCIAL STATEMENT: $50 ,000 has been budgeted for the Downtown Improvement Plan consultant during Fiscal Year 1984 - 1985 . DESCRIPTION: As part of the process of developing the Downtown Improvement Plan, the Downtown Improvement Study Committee has reviewed background information and has heard informal presentations regarding economic market analysis . On September 19 , 1985 , the Committee reviewed the Draft RFP (Request for Proposal ) for an economic consultant to assist in preparing the Downtown Improvement Plan. The economic consultant would be part of a consultant team that would also include a planning consultant and a transportation consultant . As directed by the City Council on October 14, 1985 , Staff is currently working with a planning consultant to develop a draft scope of services and contract for City Council approval prior to entering into the contract. The Draft RFP for an economic consultant that was recommended by the Committee is attached for the City Council ' s review and approval . Economic consultants responding to the RFP would be interviewed by the Committee. The Committee ' s recommended proposal would then be brought back to the City Council for approval prior to entering into the contract . ----------------------------------------------------------------- ITEM NO. ?. INTRODUCTION The City of Dublin is seeking a professional economic consultant to prepare a market analysis and provide other services for the Dublin Downtown Improvement Plan. The City Council has initiated the preparation of the Downtown Improvement Plan and has appointed a Downtown Improvement Study Committee to help obtain additional input on the plan. The Committee is made up of local business people and residents . It is responsible for assisting in the preparation of the Plan and for taking. the Plan to the Planning Commission and City Council for consideration by November, 1986 . II . PROJECT The City is seeking a creative, objective and independent consultant to help the Staff and Downtown Improvement Study Committee in developing a market analysis and evaluating the plans, policies and programs for the Dublin Downtown Improvement Plan. The economic consultant will be a part of a team of consultants that will also include a planning consultant and a transportation consultant . The economic consultant services are to include, but not be limited to, the following general outline of tasks and products: A. Prepare a market overview to assess the development potentials for additional retail, office, hotel and other commercial facilities ( to be done within 60 days of contract date) . B. Prepare economic analyses of alternative development scenarios. C. Assist in the preparation of the development plan, policies and implementation programs . The timing for the overall Downtown Improvement Plan is to have the document with recommendations from the Committee and Planning Commission, available to the City Council by November , 1986 . Page 1 F4 � I i's'i I T III . PROPOSAL SUBMITTAL REQUIREMENTS Each submittal shall include 13 copies of the proposal . Proposals submitted to the City shall contain the following minimum information and materials : 1 . A detailed work plan outlining the tasks to be performed and significant performance milestones . 2 . A list of reports (or documents ) to be produced, including a draft table of contents for each report with a discussion of the documents to be prepared under each element . 3 . The scope of monthly progress reports - oral reports with summary written reports . 4 . A description and statement of firm' s capabilities as well as those of any sub-consultants . 5 . Names and qualifications of all project team members . Those named must be those who will participate in the project if selected. 6 . List of references reflecting previous experience on similar projects . 7 . Minimum number of public meetings scheduled by City that consultant would attend. 8 . Costs for services with such costs to be listed in the following manner . a . By task b. By individual C. Total not-to-be-exceeded overall costs IV. SELECTION PROCEDURES Those proposals that best meet the needs of the City of Dublin will be scheduled for an interview before a selection panel for recommendation to the City Council . The City will be especially interested in how well the following criteria are met : 1 . Understanding of work to be performed. 2 . Methodology to be used to complete the work . Page 2 3 . Ability to provide adequately qualified staff for the project . 4 . Creative ability to perform the services. 5 . Prior experience in similar projects . 6 . Ability to work in close coordination with Staff, Downtown Improvement Study . Committee members, Planning Commissioners, City Council members and general public. V.
