RECOMMENDATIO A-__'Direct Staff to negotiate with Oakland Scavenger
Company a contract and necessary ordinances based on
their proposal dated December 2, 1985 •
FINANCIAL STATEMENT: The proposed rates are consistent with current rates .
The amount of franchise revenue derived will require
additional analysis of Oakland Scavenger Company
billings , as .previous revenue figures included
portions of the franchise in San Ramon.
DESCRIPTION At the regular City Council meeting on November 25 ,
1985 the Council authorized the circulation of a Request for Proposal for
Solid Waste Collection. Staff presented materials to four firms in the
Waste Collection business in the Bay Area . and another . firm requested the
Request for Proposal package . The City received responses from three firms.
Browning-Ferris Industries (BFI ) reviewed the RFP and met with Staff to
determine their ability to service the City of Dublin. Mr. Thomas C . Jones ,
BFI Manager of Municipal Services , indicated that their review concluded
that they could not be cost competitive with the existing service . The
increase would be primarily due to the costs of operating trucks from their
San Jose facility. A copy of Mr. Jones letter is attached for your
reference . BFI did indicate that a shorter term contract may allow them to
be involved in the bidding process in the future . A typical time frame
would be a five year agreement with a two year option. This would allow the
provider to amotize capital expenses over 7 years .
Comprehensive responses were received from Diversified Development Resource
and Oakland Scavenger Company. Further review of the documents submitted by
Diversified Development Resource indicated several deficiencies . The
company is a subsidiary of MARC Sweeping Service and the firm did not
possess the level of experience required by the RFP. Because of the lack of
experience , descriptions of how similar operations were run, sample bills ,
and implementation of operations were omitted. In addition, Diversified
Development Resource did not submit elements related to litigation or
financial records in the form stated in the Request for Proposal. Pursuant
to the Proposal Evaluation Procedures which were included in the RFP
package , Staff recommends the submittal by Diversified Development Resource
be rejected. The proposal by Oakland Scavenger Company met the requirements
of the RFP and has been thoroughly reviewed by Staff .

Oakland Scavenger Company (OSC ) is the current provider of refuse service
within the City of Dublin as well as within 11 other municipalities and two
sanitary districts , all primarily located within Alameda County. OSC also
owns and operates the Altamont Landfill . This facility is projected to have
adequate capacity to handle a significant part of Alameda County' s solid
waste for the next 75 to 100 years . The review of their proposal indicates
the company has the financial and capital resources to provide an
appropriate level of residential and commercial refuse service within the
City of Dublin.
The jurisdictions currently served by OSC have formulated a Joint Refuse
Rate Review Committee (JRRRC ) . Staff members from each agency meet to
review rate applications . In essence , the JRRRC serves as a technical
advisory committee to the individual jurisdictions served by OSC . The
concurrent review by representatives of all agencies allows for all
jurisdictions to receive an economic and professional review of the rate
applications . The JRRRC review is a sophisticated process which attempts to
provide equitable rates for the company' s rate payers , while providing
Oakland Scavener Company with its appropriate costs and a fair return on its
investment . The committee utilizes the services of a private consultant to
assist in the evaluation. Based on the JRRRC findings , the Oakland
Scavenger Company has presented rates which are the same as the current
rates . The Proposer' s Cost Proposal Form requested that they be presented
with a 10% Franchise Fee to provide uniformity with all submittals received.
The form indicates both the current cost and the cost with a 10% Franchise
Fee . The final rates and level of actual franchise fee levied will be
defined in the adopted agreement .
The OSC proposal has also indicated the potential for rate reductions for
commercial service . Effective July 1 , 1985 , members of the JRRRC
recommended an 11% reduction in the commercial rates . The committee only
makes recommendations , and each agency must , by separate action, consider
the rate modifications . Oakland Scavenger representatives have indicated
that the Dublin San Ramon Services District elected not to change the
commercial rates because of the possible transition of the franchisor role
to the City of Dublin. It may be possible for the negotiated contract to
reflect this rate reduction. Also , there is a potential credit which would
have to be negotiated with the JRRRC .
The cost of two City-wide residential clean-ups is included in the rate
base . In the previous contract , DSRSD had been paying for an additional two
cleanups each year. These costs were paid from the fee received by the
District as a result of the importation of San Francisco waste. The report
prepared by Hughes , Heiss & Associates noted that DSRSD receives
approximately $75 , 000 per year. Because the City is not a party to this
agreement , the City would not receive these funds . It is our understanding
that DSRSD does not intend to have the change in franchisor roles affect
this agreement . A copy of a letter from DSRSD to Oakland Scavenger
indicating their position is included for your reference . The OSC cost
proposal identifies a cost of $16 , 000 to the City of Dublin for providing
the additional two cleanups .
When the City Council approved the Request for Proposal , it was suggested
that the option for curbside pickup be offered to proposers . Oakland
Scavenger Company has stated their willingness to negotiate any change in
service level requested by City Officials . However, the number of factors
which would impact a specific proposal of this type , would not allow them to
address this concept in this proposal. The provider must consider whether a
fully or semi automated system would be implemented , whether all households
would be included, and whether implementation would be phased over a period
of time , or, provided City-wide . The short time frame did not allow OSC to
develop cost proposals including these factors and their existing level of
service .

In order for the City of Dublin to assume the role of Franchisor, two steps
must be taken. First , the City must develop a set of ordinances which will
regulate solid waste collection and removal. Second, a formal agreement
must be negotiated and approved by the City Council. The process will be
similar to the recently approved cable television franchise .
Staff recommends that the City Council direct Staff to proceed with
negotiations with Oakland Scavenger Company based on their proposal
submitted December 2 , 1985 . Staff will then return to the City Council with
a proposed contract and a proposed set of ordinances for Council review and
approval . Staff will also proceed with a formal request to the JRRRC for
representation on the committee .

Thank you for the opportunity of meeting with you and for the
information concerning Dublin's present refuse collection system. Our
analysis of the Dublin system shows that our proposed bid on both backyard
service and semi-automated service to be much higher than your present
rates. This increase is due primarily to the costs of operating trucks
out of our San Jose facility. I assure you that if BFI felt that we could
have provided the high level of service our customers have come to expect
of BFI at a very competitive price, then a proposal would certainly have
been submitted.
Since BFI is going through a major market expansion I would like to
keep in touch with you and will call from time-to-time to follow your RFP
process. If you decide to shorten the contract period from the proposed
ten year contract to a shorter period we would like to be part of the new
bidding process. I have enclosed a copy of our Annual Report for your
information.

PROPOSAL EVALUATION
AND
AWARD PROCEDURES
1. The City of Dublin retains the right to reject any and all
proposals, and to waive defects or irregularities in any
proposal.
2. No proposals received after the designated time for
submission will be opened or evaluated unless such proposal
is the only proposal received or such proposal is delivered
by the United States Postal Service bearing a U. S. Postal
Service . postmark dated at least five working days prior to
the due date for the proposals.
3. At the sole discretion of the City and its appointed agents,
proposals submitted indicating an exception or exceptions to
the terms of the request for proposal may be excluded from
or included in the proposal evaluation process.
4. Technical Evaluation: The City will first evaluate the
technical proposals. The City shall determine that the
proposer' s experience is sufficient to merit further
consideration. The Technical Evaluation shall also evaluate
the financial strength of the proposer. Only complete
proposals from firms whose financial strength and experience
are deemed acceptable will be considered further. Factors
which will be considered in the Technical Evaluation include
but are not limited to, the following:
a. Experience identical to or related to that required
under this procurement.
b. Experience in which the proposer has used the
organizational approach proposed here.
C. Experience with the type of equipment to be used in the
City of Dublin.
d. Experience in providing the type of service to be
provided in Dublin.
e. Experience in transition and implementation of services
identical to or similar to services required under this
procurement.
f. Experience in implementing and operating customer
services and billing services.

g. Documented ability to provide necessary equipment as
evidenced by vendors ' commitments to produce and
deliver proposer' s selected equipment on proposer' s
schedule.
h. Demonstrated ability to locate, prepare and start the
necessary support services for this project.
i. Demonstrated ability to meet all financial obligations,
to perform services even in adverse circumstances, and
to obtain necessary financing for performance of the
scope of services.
5. Cost Evaluation: Cost proposals from firms will be
evaluated, provided that a review of the technical
evaluation reflects an acceptable proposal.
a. Awards will be made for the service level selected by
the City Council.
b. Cost proposals will serve as one element of the entire
evaluation process.

SUMMARY
Privatization of traditional government services is not a new idea. Go-
vernment agencies have always spent most of their public works/infrastruc-
ture funds for private goods and services. In this regard, DIVERSIFIED
DEVELOPMENT RESOURCE is submitting this Proposal with the objective of ac-
quiring the Exclusive Contract to provide services to the City of Dublin
for the removal, collection, and disposal of solid wastes.
A thorough evaluation of qualitative and quantitative factors have been
conducted by our Management Staff and figures based on current statistical
data enabled us to derive a fairly competitive pricing structure as con-
tained in our Cost Proposal.
This proposal covers all the refuse of the City of Dublin as stated in the
Request for Proposal, for a period of ten (10) years, using updated Solid
Waste management techniques and available latest equipment in the market
to do the job efficiently.
Diligent efforts by the City Council, through the City Offices and its
Public Works Group, are expected to result in a streamlined operation to
meet the requirements of this project.
Other pertinent documentation requirements are included herein, in compli-
ance to the provisions specified in the RFP.
TECHNICAL INFORMATION
I. EXPERIENCE
A. Qualifications
DIVERSIFIED DEVELOPMENT RESOURCE, a Contracting/Equipment Leasing
Manpower Resource and Trading entity, is a subsidiary of MARC SWEE-
PING SERVICE which has been in the refuse collection and disposal
business for the past five years. At present, the Parent Company
provides the street sweeping and vacuuming services for the City
of Dublin.
Management s The management and operation activities for this pro-
ject will be handled by our Mr. Ernie J. Pazio, who
has been in the business for the past 16 years.
Key members of the management team include Mr. Richard
Figueroa,- President; Mr. Gordon C. R. Pao, VP-GM in-
charge of marketing, administration, and public rela-
tions activities.
B. Initiation of Operations
Transportation The volume of refuse will require 4 truck
trips, with each truck carrying 15 tons.
A back-up unit will be at hand for dispatch
depending on the volume of daily pulls and
service emergency call-outs, as well.
Handling method s The back-yard pick-up practice will be im-
plemented initially pending the results of
the study on the "curb side" pick-up method.
Font-end loaders will be utilized in this
project in order to expedite waste collection,
lessen personnel load, and minimize accidents/
injuries to workers.
Routes s A Zoning Schedule will be adopted to facili-
tate route orientation of personnel. The
estimated training period for personnel is
approximately three (3) months.
Hours of Operation: Garbage collection shall be performed from
2:00 A.M. to 10:00 A.M. within a five-day
work week ( Mondays thru Fridays �.
C. Billing and Fee Collection Capabilities and Experience
The Company proposes to use any one or both methods of billing
and fee collection, wherever applicable, as follows :
1. Computerized Billing - The Company shall require its bank to
extend or provide billing services upon
submission of the required data input.
2. As an alternative, the billing and collection process may be
coordinated with the City Administration wherein garbage fees
shall form part of the monthly taxes on utilities paid for
by the residential and commercial sectors.
D. Review of Rates
Billing rates shall be reviewed every six months in coordination
with the City Offices taking into consideration the following
factors :
1. Increase in the number of households and commercial establishments.
2. Fluctuations in the Dumping Fees.
Increase in the Frequency f Pull-outs.
. Increase in Maintenance Costs.
II. FINANCIAL / OWNERSHIP INFORMATION
A. Financial Records - Please refer to Schedule I for the latest
Financial Statements.
B. Proof of Financial Capability - Schedule II reflects the esti-
mated Capital Requirements for the start-
up operations. Likewise listed are the
financial resources tapped for the project.
C. Details of Ownership of Firm - Please refer to Schedule III
for Proof of Ownership.
D. Information regarding Pending Litigation - A declaration from
the Company's Legal Representative is con-
tained in Schedule IV.
III. PERFORMANCE QUALIFICATIONS
A. Vehicles and Equipment - The list of equipment to be utilized
for this project is shown in Exhibit A.
B. Equipment Maintenance - Equipment maintenance shall be contrac-
ted with PAO's Motors located at 401 East
14th Street, San Leandro, California.
IV. ASSIGNMENT OF PERSONNEL AND RELATIONSHIP OF OPERATING COMPANIES
A. Information Concerning Operating Companies - MARC Sweeping Ser-
vice, being the parent company, will provide
the greatest amount of support to the effort
required in this project.
B. Location of Operating Companies _ Both the parent company, MARC
Sweeping Service, and the proposer, Diversi-
fied Development Resource are housed at
6287 Dougherty Road, Dublin, Ca. 94568.
C. Information concerning Key Technical Personnel - The resumes of
the Management Team is contained in Exhibit

Oakland Scavenger Company is pleased to submit this proposal to furnish
collection, removal , and disposal services for municipal solid waste to
the City of Dublin. Our firm has been providing services to the
citizens of Dublin for the past 20 years through our contract with the
Dublin San Ramon Services District, and has enjoyed an excellent
relationship with the officials and staff of the District.
We believe we are in an excellent position to provide the required
services to the City of Dublin. We offer:
o The services of an experienced, reliable company with resources to
handle virtually any collection and disposal requirements
o An existing service infrastructure to provide a smooth transition
for Dublin into its role as a franchisor
o Committed, secure landfill disposal capacity at Altamont to handle
disposal needs well into the 21st century
o Our recommendation that Dublin be granted membership on the Joint
Refuse Rate Review Committee
o A potential credit stemming from our July 1, 1985, reduction of
rates to commercial clients
o The potential receipt of fees related to San Francisco's use of the
Altamont Landfill
In addition to our fleet of 27 collection and support vehicles located
in the Livermore/Dublin area, units from the balance of our 370 vehicle
fleet are available to handle any contingency or emergency situation.

performing citywide cleanups in an efficient and expeditious manner.

TECHNICAL QUALIFICATIONS STATEMENT
I. EXPERIENCE
A. Qualifications
Oakland Scavenger Company (OSC) was incorporated in 1920 and has
provided uninterrupted service to residential , commercial and
industrial customers in 11 municipalities, one special services
district, and two sanitary districts, all located primarily in Alameda
County. A licensed general engineering contractor, OSC's primary
business is solid waste collection and sanitary landfill disposal .
The firm-also is experienced in solid waste transfer operations, as
well as resource recovery and recycling programs. Representative of
OSC's projects and programs are the 480 ton-per-day resource recovery
facility planned for the Tri-Cities (Fremont, Newark and Union City) ,
a comprehensive curbside recycling program for the City of Livermore,
the $20 million 'Davis Street Transfer Station and Recycling Center,
and the firm's very successful "Bag It" program, offered throughout
the service area.
OSC owns and operates a fleet of 370 modern, well-maintained
collection and support vehicles. Operating five and six days a week,
OSC collects or disposes of more than 9,000 tons of solid waste per
day from more than 350,000 residential , industrial , and commercial
customers. The service area includes center-city apartments, private
homes, mobile home parks, condominiums, highrises, and horse ranches.
Types of services provided by OSC include rear-loading residential
service, front-loading container service primarily for multi-unit
residential and commercial customers, and drop box service using boxes
of from 4 to 50 cubic yards. Additional services provided include
annual or semiannual citywide residential cleanups, extra-can service,
handy hauler service (a 4 cubic yard container for special cleanups) .
Three sanitary landfills currently are operated by OSC. The two owned
by OSC (Altamont in Eastern Alameda County and Durham Road in Fremont)
are the major landfills in Alameda County. The third is a major
landfill in Phoenix, Arizona, that OSC operates for that city. In
addition, OSC has successfully negotiated a contract to operate the
sanitary landfill for the City of Sunnyvale, California, beginning in
January, 1986.
Altamont Landfill , near Livermore, California, is a 5,500 ton-per-day
canyon cut and fill operation presently taking refuse from Alameda
County and the City and County of San Francisco. With a design
capacity of about 110 million cubic yards, Altamont is designed to
meet disposal needs for most of Alameda County for the next 75 to 100
years. Oakland Scavenger Company thus has the landfill capacity to
provide services to the City of Dublin, and is prepared to commit this
space to the city.
Also of potential benefit to the City of Dublin is the fact that the
Dublin San Ramon Services District (DSRSD) currently enjoys a fee
related to San Francisco's use of the Altamont Landfill . Alameda
County jurisdictions and OSC currently are negotiating a new contract
with San Francisco, which could provide financial benefits to the City
of Dublin.
Another potential benefit to Dublin is an accumulation of credit
stemming from the fact that on July 1, 1985, OSC extended an 11
percent reduction in rates to its commercial customers. The DSRSD
elected not to change rates because of the possible transition of
Dublin to a franchisor role. The accumulation of credit, which should
be negotiated with the Joint Refuse Rate Review Committee (JRRRC) , is
estimated to be $75,000 through April 1, 1986.
Oakland Scavenger Company has negotiated and committed to contracts of
up to 25 years with many communities in its service area, insuring
these communities of long-term, reliable solid waste management
programs. These contracts are "model" contracts that were developed
during a 1972 study by Price Waterhouse, consultants to both OSC and
the Joint Refuse Rate Review Committee (JRRRC) . OSC is prepared to
sign a ten-year "model" contract with the City of Dublin to provide
collection and disposal services as stipulated by the Request for
Proposal . In addition, OSC would recommend that Dublin be granted a
seat on the board of the JRRRC. If the City so desires, OSC would be
willing to negotiate a model contract of longer duration. It would be
similar to the long-term contracts enjoyed by other municipalities
served by OSC, and would ensure a long-term solid waste management
program.
OSC has the expertise and resources to inaugurate an automated
curbside residential collection if the City of Dublin should request
this in the future. As the franchised collection agency, OSC would be
willing to develop a semi-automated or fully automated curbside
program if requested by the City of Dublin. Our staff would be
prepared to discuss possible systems, related costs, and plans for an
orderly transition to a new system if -desired by the City.
Of significant importance in terms of OSC's qualifications to provide
collection disposal services is the fact that the firm has an
exceptional record in terms of maintaining a very reasonable rate
structure. Over the past five years, rates in the Dublin area have
risen only three percent, and the city enjoys one of the lowest rate
structures in the Bay Area. During this period, the Consumer Price
Index in the area has risen more than 34 percent. 3SC is not
requesting a rate increase in 1986. Depending on inflation and
economic conditions, modest increases are anticipated for 1987 and
1988.

B. Initiation of Operations
As its service area has grown over the years, OSC has gained
considerable expertise in setting up the infrastructure to provide a
smooth transition for collection and disposal services. In this case,
OSC has provided service to Dublin for the past 20 years through a
contract with the Dublin San Ramon Services District. The
well-equipped, efficient fleet that has been providing services to
Dublin is already in place, which would facilitate Dublin's transition
to the role of franchisor. Routes already are established, equipment
is committed, well trained personnel already are on board, effective
training programs already established, and a modern, computerized
billing system is already in place. Thus, virtually no lead time
would be required for the transition, and service would be
uninterrupted.
C. Billing and Fee Collection Capabilities and Experience
Oakland Scavenger Company uses a modern, computerized billing system
to service its accounts throughout the service area.
Computer-generated billing information is automatically produced on
pre-printed, two-part perforated forms that include the name and
address of the OSC entity, the appropriate telephone number, and
pre-printed spaces for date, bill number, description, and amount.
The portion of the bill that is returned with the payment includes the
same information except for the "description" column. The bottom
portion of the main part of the bill includes space for six lines of
information. for the customer, as well as billing address and the
service address.
The billing system provides the capability to add inserts to the
bills. One insert that is included, when appropriate, is a reminder
that the customer's account is past due. When the customer's account
is 90 days in arrears, a final reminder is inserted in the bill .
This proven, established system, already in use in the Dublin area,
would continue to be used by OSC. Sample copies of the bills for
residential and container customers are included as Attachment IV.
D. RATE REVIEWS
In accordance with our model agreements, Oakland Scavenger Company
submits a rate application every three years to the Joint Refuse Rate
Review Committee (JRRRC) , which is comprised of a staff member from
each of the jurisdictions that Oakland Scavenger Company serves. The
JRRRC is a technical advisory committee to the individual
jurisdictions that Oakland Scavenger Company serves. This rate
application reflects prior year actual activity, the current year
estimated actual , and a three-year projection of costs plus a
reasonable return. This data is the basis for OSC's projected revenue
requirement. A consultant, hired by the JRRRC, does an annual
technical evaluation of the company's rate application, which is
reviewed by the JRRRC. Then, on a consensus basis, the JRRRC makes a
joint recommendation to the individual jurisdictions with respect to
rate matters.
This sophisticated rate review process is handled in a very
professional manner and has been used successfully for about ten
years. The process is geared to provide equitable rates for the
company's rate payers, while providing Oakland Scavenger Company with
its appropriate costs and a fair return for its efforts and
investment.
The rate review process is mutually beneficial to the company and the
jurisdictions. It provides all jurisdictions, no matter what size,
with an economical , but professional , review of the company's rate
application.
II. FINANCIAL/OWNERSHIP INFORMATION
A. Financial Records
Oakland Scavenger Company's financial statement for 1984, prepared by
Armanino, Jones and Lombardi , certified public accountants, is
included as Attachment V. Also included as a separate document are
quarterly statements for the first two quarters of 1985, for which a
management representation letter has been provided.
B. Proof of Financial Capability
Oakland Scavenger Company has a 65-year record of responsible and
successful management. The financial statements included in
Attachment V offer proof of the firm's financial condition and access
to sufficient capital to perform the required collection and disposal
work.
Because the required infrastructure for collection and disposal
services already are in place in Dublin, only normal equipment
replacement capital ependiture would be required for this purpose.
However, OSC has the resources available to initiate additional
services or programs that might be desired by the City of Dublin.
C. Detail of Ownership of Firm
Oakland Scavenger Company is a privately held California Corporation.
All its outstanding stock is owned by employees of the company, and no
one stockholder holds more than one percent of the firm's stock. The
firm is not a sole proprietorship.
D. Information Regarding Pending Litigation
A declaration from OSC's legal counsel is included as Attachment VI.
III. PERFORMANCE QUALIFICATIONS
A. Vehicles and Equipment
OSC's fleet of 370 modern collection and support vehicles are
maintained at the firm's excellent shop facilities. Routine light
maintenance is performed at OSC's corporation yards in Fremont,
Hayward, and Livermore and at the Davis Street Transfer Station in San
Leandro. Major repair and maintenance work is accomplished in the
main shop at 2601 Peralta Street in Oakland. Equipment lists for the
various types of equipment located in the Livermore/Dublin area are
included as Attachment VII. In addition, backup units are
available from the remainder of the fleet to handle any contingency.
IV. ASSIGNMENT OF PERSONNEL AND RELATIONSHIP OF OPERATING COMPANIES
A. Information Concerning Operating Companies
Oakland Scavenger Company has offices and corporation yards at various
locations to support all aspects of collection and disposal activities
in the Bay Area. They are:
o OSC Main Office, serving Alameda, Albany, Emeryville, Oakland and
Piedmont
o OSC Hayward Office, serving Castro Valley Sanitary District,
Hayward, and Oro Loma Sanitary District (Ashland, San Lorenzo, and
parts of San Leandro)
o East Bay Disposal, serving Fremont, Newark and Union City
o Livermore-Dublin Disposal , serving the Livermore and Dublin San
o Davis Street Transfer Station and administrative offices, serving
transfer operations and recycling activities for Central and
Northern Alameda County.
Livermore-Dublin Disposal is the operating entity that would continue
to serve the Dublin area. Livermore-Dublin Disposal has a staff of 50
employees and a fleet of 27 collection and support vehicles. The
manager of Livermore-Dublin Disposal is Bill Brandi , a veteran of 37
years with Oakland Scavenger Company. The assistant manager is Don
Pioletti , with 27 years of experience with the company. The office
supervisor is Mrs. Pina Croce, who has been with the company since
1969. Additional support is provided by the Headquarters staff in
Oakland.
B. Information Concerning Key Technical Personnel and Labor Policies
An organizational chart for Livermore-Dublin Disposal is presented
on the following page. Resumes and job descriptions for key
management personnel are included as Attachment VIII.

When required, regular customers can always get an extra

In our landfill operations, we work closely with all appropriate
local, county, regional, state, and federal agencies, to meet or ex-
ceed health and environmental regulations. We have rigorous self-
monitoring programs in such areas as litter and dust control,
preservation of water and groundwater quality, and maintenance of
public health standards.
Altamont
Recognizing the impending shortage of disposal sites in Cali- b

Dear Pete:
On November 19, the Board of Directors asked me to inform you
that, effective April It 1986, the Cities of Dublin and San Ramon
will be assuming responsibility for refuse collection and disposal
in our service area. Your company is aware that the City of Dublin
is requesting proposals, and I am unaware of San Ramon's plans.
For the present, the District will continue to be responsible
for providing refuse service to Camp Parks and environs. Also, the
special pickup scheduled for January 12 will not be affected by the
change, nor will our agreement dated October 31, 1983, relating to
financial policies for use of the Altamont landfill by the City and
County of San Francisco and Sanitary Fill Company, which remains in
effect through October, 1988.
Yesterday I spoke with Dave McDonald, your Finance Officer,
about the Board's interest in having an insert go out with your
January billing, informing our public of the change in refuse
service. Dave said it is too late to do this, since you need at
least eight weeks lead time. I would appreciate knowing if we could
have access to your mailing list in order to do a direct mail noti-
fication, or whether we could compensate you to provide this one-
time service.
The Board wanted me to let you know of the high regard in which
they hold your company and to express appreciation for the outstand-
ing service which you have provided to our citizens these many
years, and the cooperation which you have always given our elected
officials and staff.
