SUBJECT: Status Report on 1985 Goals & Objectives
DATE : December 5 , 1985
Attached to this memorandum is a status report on the 1985 Goals
& Objectives which was requested at the City Council meeting of
November 25 , 1985 . As you may recall , this report is typically
prepared in a more detailed format each year during the month of
February for the City Council . Historically, the City Council
has reviewed the status of past years goals and set priorities
for the upcoming year goals at that .meeting.
The attached report only addresses the status of goals which were
adopted by the City Council at its last goal setting meeting in
February of 1985 . It does not include projects that were added
during the year which have required additional staff time . An
up-to-date report for calendar year 1985 , including added
projects , will be presented to the City Council in February.
Staff has also included a status report on 1985-86 Capital-
Improvement Projects that have been assigned to Santina &
Thompson. This report does not include projects which have been
completed this year, but rather only those that remain to be
done .

held with Colonel Pelligreno of the Army

H. Recreation
1. DSRSD Park Disposition Report on parks, recreation and aquatics has been prepared by Hughes, Heiss &
Associates and is presently being reviewed by the City's Liaison Committee
2. Kolb Park Acquisition & The City has received notice from the Murray School District that it is interested
Development in selling several parcels on the Fallon School site. The School District is
proceeding with the development of a tentative map. City Staff is working on
alternative design proposals for the park. The City also has a landscape architect
currently on contract with the City to design Kolb Park but is waiting-for a
definite configuration prior to proceeding.
3. Enhance Shannon Center Proposals for the building improvement plan will be accepted until December 27th.
It is anticipated that the bid should be awarded by January 31, 1986, with the
architect to begin work on the plans immediately thereafter. Singer & Hodges has
been retained to design preliminary improvement plans and cost estimates for the
park at Shannon. It is anticipated that this process should be complete by March,
1986.
4. 90 Acre Dougherty Hills Complete; Singer & Hodges developing recreation plan for open space; City Engineer
Acquisition working with Developer regarding the installation of fencing.
5. Teen Program The Recreation Department is currently working with San Ramon, Pleasanton and the
Livermore Area Recreation & Park District to initiate teen activities. Plans
include a ski trip in January, a trip to shopping outlets in San Francisco in
February, a car rally in the spring, and a battle of the bands during the summer.
The City Recreation Department has been meeting with a group of interested Dublin
teenagers to develop programs. A teen dance is scheduled for December 20, 1985 at
the Shannon Center.

classes conducted.

competition. Future plans include breakfast with Santa, an Easter egg hunt and a

each quarter 1985, 1 during spring and summer of 1985 and 3 during fall of 1985.

I. Public Safety
1. Narcotics Enforcement One man narcotics unit has been working under the direction of a Detective Sergeant
since August, generating 17 search warrants in the City of Dublin. The unit has
participated in joint ventures with Pleasanton, Eden Township Substation, Livermore
and San Ramon Police Departments.
2. Increase Neighborhood Watch Currently 57 neighborhood watch groups are operating, 33 were organized in calendar
Groups year 1985. Arroyo Vista has just been organized. Amador Lakes and The Springs
apartment complexes are due to have neighborhood watches shortly. A new companion
program, "Self-Help", will be offered in conjunction with current programs in the
near future.
3. Increase Foot Patrol Unable to meet goal of increased foot patrol due to reduction in reserve volunteer
hours. Regular patrol remains consistent in hours devoted to foot patrol.
4. Increase Merchant Alert Merchant Alert program remains at 23 participating businesses. No other interest
Participation is shown by other businesses. It appears that the program has coaxed out regarding
additional participation. Those participating are active and the program is still
viable.
5. Increase number of media The Police Television Show has been increased from 1 weekly airing to twice weekly.

Sheriff's Office. The review itself is anticipated in January 1986.

8. Traffic Enforcement The Department continues to receive high demand from community for neighborhood
traffic enforcement. The Department is attempting to meet those requests within
staffing constraints. The number of traffic citations issued are consistent with
1984.
9. Annual Vehicle/Home/Business There has been little demand for this service except in the business community
Inspection Programs where 3 retailers requested complete security checks of their premises. The
Department has only had 2 requests for residential security checks. Much of the
need has been met through the Neighborhood Watch Programs.
J. Disaster Preparedness
1. Develop Emergency Response Plan Staff has contacted Alameda County and a private consulting firm regarding their
ability to develop a plan. It is anticipated that the proposal and contract will be
presented to the Council in January 1986.
2. Hazardous Materials Ordinance The County of Alameda is presently implementing a program dealing with hazardous
materials throughout the County. Staff will request a presentation by Alameda
County after the first of the year.
3. Communication Equipment No progress to date.

10. Underground Utility Projects San Ramon Road Undergrounding Utility Project - PG&E facilities have been removed,
Pacific Bell facilities will be removed in January 1986. Dublin Boulevard
underground utilities from San Ramon Road to I-680 - this project is ready to
commence, however, Staff has delayed the project until after the Christmas shopping
season so that downtown merchants will not be adversely affected by construction
work in their area.
