HomeMy WebLinkAboutItem 7.3 Civic Center Development Process (2) 00 _/0 CITY OF DUBLIN AGENDA STATEMENT CITY COUNCIL MEETING DATE: March 10, 1986 SUBJECT Civic Center Development Process EXHIBITS ATTACHED Draft Request for Qualifications (will be delivered Friday) RECOMMENDATION 1 ) Approve Architect Selection Process 2 ) Appprove Content of Request for Qualifications and authorize Staff to solicit responses 3 ) Assign two City Councilmembers to the Civic Center Development Committee FINANCIAL STATEMENT: None at this time DESCRIPTION As part of the issuance of Certificates of Participation for the acquisition and construction of a Civic Center, the City entered into a lease agreement with Dublin Information, Inc . The lease agreement provides that the City shall acquire the land by December 31, 1985 . Escrow is presently scheduled to close on April 18 , 1986 . The Agency Agreement between the City and Dublin Information, Inc . , requires that construction of the project be completed by September 1, 1988 ; or in approximately. thirty ( 30 ) months . For the construction of such a facility within the required time frame , it is necessary for the City to commence the design of the facility . The first step in the design process is the selection of an architect . Staff has researched the architect selection process utilized by several cities which have recently constructed or are in the process of constructing civic centers . Some cities have utilized a Design Competition in order to select an architect . Staff found that the Design Competition not only added to the cost of the project in these cities , but also lengthened the architect selection process by anywhere from six months to 1 year. Another architect selection process which has been successfully used is a two stage selection process . In the first stage , the City solicits a Request for Qualifications (RFQ) from architects, and screens responses down to four or five firms . In the second stage, the City would invite these firms to submit a response to a much more detailed Request for Proposal (RFP ) . The City would then select the firm which best met the City ' s needs . Staff anticipates that the selection of an architect under this approach would take approximately two and one-half ( 2 1/2 ) to three ( 3 ) months . Staff believes this latter selection process would meet the needs of the City . In order to facilitate the screening of both the RFQ' s and RFP ' s , it would seem appropriate to form a Civic Center Development Committee to accomplish this task . Staff would recommend that this Committee consist of the following individuals : City Councilmembers ( 2 ) City. Manager Assistant to the City Manager Planning Director City Engineer Building Official Police Chief Those individuals, assigned to this Committee should have sufficient time available to visit facilities designed by prospective architects as part of the selection process . In addition to selecting the architect,' it is recommended that the Committee also have the responsibility to make recommendations to the City Council regarding potential uses for the remainder of the Civic Center site in order to facilitate the design process . Staff has prepared a Draft Request for Qualifications for City Council consideration and approval . This item will be delivered on Friday . ---------------------------------------------------------------------------- COPIES TO: ITEM NO . , CITY OF DUBLIN REQUEST FOR QUALIFICATIONS TO PROVIDE ARCHITECTURAL SERVICES NEW CIVIC CENTER The City of _ Dublin is acquiring a 10-acre site for the development of a Civic Center , including Administrative Offices , a Police Facility , and City Council Chambers . This site can also accommodate other public facilities , which are yet to be determined. The - City anticipates that a facility of at least 25 ,000 square feet will be required to accommodate those services provided by the City within the City ' s present corporate limits . The City ' s ultimate population within these limits is estimated at 22 ,000 . The City is also pursuing annexations which could ultimately triple the City ' s population within the next twenty- five years . Provision of services to these annexed areas would require a larger facility. The City of Dublin is initiating its search for a qualified architect/design team to provide the following services to the the City : 1 . Work with the City in identifying its future space requirements for not only present City services , but also services which the City will provide in the future , 2 . Prepare a site plan which identifies the location of not only the facility initially to be built , but also identifies the relationship of that facility to other potential uses on the site , as well as adjacent uses . 3 . Design City Administrative Offices , a Police Facility and City Council Chambers . The City of Dublin will be pursuing a two-stage architect/design team selection process . The first stage of the process will consist of a review of the responses to the Request for Qualifications by a Civic Center Development Committee . During this portion of the selection process , the Committee will select four or five finalists . During the second stage of the selection process , the finalists will be invited to respond to a detailed Request for Proposal (RFP ) . The Committee will interview those architect/design firms , which submit a response , which most closely meet the City ' s needs . The City ' s criteria in selecting an architect/design team will include but not be limited to the following qualifications : 1 . A summary of the firm ' s background and capabilities , including information on the firm' s history and areas of specialization, or particular expertise . -1- , L 2 . Identification and background of the individual( s ) who will do the actual design work and who will work with the City on a regular basis . An organization chart should be included as well as resumes for each individual . 3 . Identification and background of any other consultants who are proposed to assist in the development of this project . _ 4. The City is required to have the project construction completed in 30 months . ?lease identity the ea person ' s workload and availability to work with the City in meeting this deadline . 5 . Relevant previous experience of the lead person documented in words and pictures . Use photographs rather than drawings , where possible . Floor plans should also be included. Do not include work done by the firm that the lead person did not have a primary role in designing. If submitting a response as a team, label each project with the name of the applicable team member . List those completed projects which the lead person had primary design responsibilities including : a . Project Address b . Reference (with telephone number) c . Year of completion d . Brief written description of the project e . Project Estimate f . Project Actual Cost It is preferred that those projects identified are those which are closest geographically to the City of Dublin. b . The City of Dublin is interested in a firm who has demonstrated experience in designing buildings for the public sector . Since a portion of the facility includes a police station with unique design requirements , the firm should also indicate any experience it has in working with police services . 7 . A statement of the firm' s experience in office space planning , master site planning , interior design and landscape design, 8 . A statement of the firm' s proven techniques for managing architectural and engineering design and production - including interdisciplinary coordination , client involvement and project cost control . ._ -2- M 9 . A statement of the firm' s approach to design problem solving as applicable to the Dublin Civic Center . 10 . Any other information that attests to your firm' s qualifications . Responses to the . RFQ should be submitted in triplicate to the Dublin City Offices , 6500 Dublin Blvd. , Suite 101 , Dublin CA 94568 . All responses must be received no later than April 12 , 1986 ..
