Estimated project cost: Design/inspection $ 30,000 Construction 205,000 235,000 Financing: Bedford reimbursement $ 31,000 General fund 204,000 235,000 DESCRIPTION: This project will include full vehicle and pedestrian signalization as well as safety street lighting for the intersection. It will also provide protected landscaped and lighted left-turn medians on both Dublin Blvd. approaches to Sierra Court. When the Capital Improvement Program was initiated, a $69,000 reimbursement from Imperial Freehold was anticipated, however, the City is now purchasing this land. A reimbursement anticipated from D.S.R.S.D. is now included in a land trade which is under negotiation. ITEM NO._~_~__ COPIES TO: CITY OF DUBLIN DEPARTMf~T OF PUBLIC W(~RKS NOTICE TO CONTRACi~RS Sealed proposals will be received at the office of the City Clerk of the City of Dublin, 6500 Dublin Boulevard, Dublin, California, until 2:00 p. m. on May 5, 1986, at which time they will be publicly opened and read aloud for construction in accordance with the project plans and specifications to which special reference is made, as follows: DUBLIN BOULEVARD AT SIf~RA COURT STREET RECONS~f~{UCTI(3N, TRAFFIC SIGNAL, b~I'~EET LIGHTING, AND LANDSCAPING This project has a goal of 10 percent disadvantaged business participation and a goal of 1 percent woman-owned business enterprise participation. THIS PROJEC~ IS SUBJEC~ TO THE "BUY AMERICA" PROVISIONS OF THE SURFACE TRANSPCRTATION ASSISTANCE ACT OF 1982. Prospective bidders can obtain copies of the plans and specifications for the work from the City Clerk of the City of Dublin, 6500 Dublin Boulevard, Dublin, California, at the following non-refundable costs: Plans and special provisions, $20.00 per set. If mailing is desired, an additional non-refundable cost of $5.00 per set will be required. Checks or money orders must be made payable to the City of Dublin. Bids must be made on proposal forms which are included with the project specifications and must be signed by the bidder and accompanied by a deposit in the amount shown on the Bid Bond form which is part of the Proposal, and sealed within a bid envelope. This deposit may be cash, cashier's check, certified check (certified without qualification and drawn on a solvent business in the State of California) or bid bond, made payable to the City of Dublin or the bid will not be considered; this aforesaid deposit is to serve as agreed and as liquidated damages should the party or parties to whom the contract is awarded fail to enter into the contract after the award or fail to give the bond required for the faithful performance of the contract, or fail to furnish any other bond required by the agreement or by law. The City of Dublin reserves the right to reject any or all bids and/or to waive any informalities. DESCRIPTION OF WORK - In general, the work to be done consists of the furnishing of all labor, materials, tools, equipment, transportation, and services necessary to perform the construction and installation of the following: - landscaping - irrigation - interlocking paving stone - traffic signal - traffic safety lights - median curb, concrete curb & gutter, sidewalk, & handicap ramp - demolition & disposal of existing street pavement & miscellaneous concrete - earthwork - asphalt concrete overlay - traffic control - clean-up - striping and pavement markers The Contractor shall do whatever else is required by the plans and these special provisions or that may be necessary to be done in order to perform a complete job in all respects as indicated on the plans attached hereto and made a part hereof, or as specified herein and as directed by the Engineer. Contractor to provide construction staking as required. ITEMIZATION OF WORK - The quantities tabulated below are estimates. The City of Dublin hereby notifies all bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement, disadvantaged business and woman-owned business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award. Minimum wage rates for this project as predetermined by the Secretary of Labor are set forth in the special provisions. If there is a difference between the minimum wage rates predetermined by the Secretary of Labor and prevaililng wage rates determined by the Department of Industrial Relations for similar classifications of labor, the Contractor and his subcontractors shall pay not less than the higher wage rate. Pursuant to Section 1773 of the Labor Code, the general prevailing rate of wages in the county in which the work is to be done has been determined by the Director of the Department of Industrial Relations. These wage rates appear in the Department of Transportation publication entitled General Prevailing Wage Rates dated September 20, 1985. Future effective wage rates which have been predetermined and are on file with the Department of Industrial Relations are referenced but not printed in said publication. CITY OF DUBLIN Richard C.
