Request for Proposals RECOMMENDATION 1) Approve RFP for East Dougherty Hills Park Design 2 ) Authorize Staff to Advertise for Consultants FINANCIAL STATEMENT Not Yet Determined DESCRIPTION At the April 14 , 1986 meeting of the Dublin City Council the Council approved the preliminary design for the East Dougherty Hills Park Site. In order to proceed with the development of the park, staff has prepared a Request For Proposals seeking a Landscape Architect to finalize the park design and prepare construction plans' and bid documents (Exhibit A) . Box 2340 Dublin, CA 94568 (415) 829-4932 Invitation to submit a proposal to provide professional services for design of an eight acre neighborhood park presently known as the East Dougherty Hills Park Closing Date for Submittal of Proposals : May 16, 1986 Contact Person: Diane Lowart Director of Recreation City of Dublin P.O. Box 2340 Dublin, CA 94568 Project Description : The East Dougherty Hills Park site is located in the Northeast section of Dublin and is approximately 2, 000 feet South of the Contra Costa County line . The site will be bounded to the East by the realigned and widened Dougherty Road, and to the North and South by streets leading into the Villages at Alamo Creek residential development . The site is relatively flat grassland bisected by a vegetated creek. The creek divides the parcel into two unequal portions . From the top of the creek bank, the West side measures approximately 4 . 4 acres and the East side measures approximately 1 . 6 acres . A master plan has been developed for the site in cooperation with the neighborhood residents and has been approved by the City Council . The park is to be developed in two phases . The first phase (basic park development ) , is to include site work, landscaping, walkways, parking lot, fencing, lighting and park furniture . The second phase is to include a tot and childrens play area, restroom facility and a group picnic area. Scope of Work: Work in this proposal shall consist of the following: 1. Based on the approved Master plan, prepare preliminary plans , cost estimates and outline specifications for review and approval by City Staff. 2 . Present preliminary construction plans for City Staff review. 3 . Prepare final plans, specifications, cost estimates and bid documents . 4 . Assist project manager at the pre-bid meeting and the pre- construction meeting. Proposal - East Dougherty Hills Park Page Two 5 . Provide daily construction inspection. 6 . Provide construction administration . Additional information to be provided by consultant as part of proposal : 1 . Fee schedule showing hourly rates of staff. 2 . The approximate fee (or general- cost range) and a proposed timetable for completion of the work. The total budget for Phase I improvements will be between $525, 000 and $600, 000 . A specific budget for this project will be developed after selection of a consultant. 3 . The name and qualifications of the individual proposed as the project leader. 4 . The names and brief resumes of professionals (whether employees or sub-consultants ) who will be assigned to the project . 5 . A brief statement of the firm' s general background, capabilities and financial stability. 6 . A detailed statement of direct relevant experience with similar projects - include a set of sample drawings as appropriate . 7 . A statement of professional liability coverage . Information to be provided by the City: 1 . Aproved master plan 2 . Existing site information Selection Process : Six ( 6 ) copies of your proposal should be submitted to the City Manager by 12 : 00 Noon, May 16, 1986 . Proposals may be hand delivered to 6500 Dublin Blvd. , Suite 101 , Dublin or mailed to P .O. Box 2340 , Dublin, CA. 94568 . Following a review of the proposals, the City may elect to conduct interviews with qualified firms . The following criteria will be used in evaluating proposals : 1 . Experience on similar projects 2 . Education and experience of key personnel 3 . Knowledge of recreational and landscape planning and construction 4 . Ability to meet schedules 5 .
