FINANCIAL STATEMENT: Cost for signs, striping, and raised markers is estimated to be $2,000. DESCRIPTION: TJLM's Traffic Study was made in response to a petition from 39 residents who requested a study of the 8000 block of Peppertree Road. TJKM met with representatives of the concerned residents and conducted the following studies: 1. Review of accident history. 2. Review of traffic citations. 3. Radar speed survey. 4. Twenty-four hour approach counts. 5. Field investigation. Based on these studies, TJKM recommended the following improvements: 1. installation of raised pavement markers in a double yellow pattern on Peppertree Road from West Vomac Road to the existing double yellow stripe. 2. Stop signs on West Vomac Road at Peppertree Road. 3. "Stop Ahead" signs and pavement markings on West Vomac Road and Peppertree Road. TJ~ also suggested a continuing concentration of speed limit enforcement along Peppertree Road. (Petition is attached) This report is being written in response to a petition signed by thirty-nine residents who live on or near Peppertree Road. The spokesperson for the group is Mrs. Bernice Bywater. I met with Mrs. Bywater, Joanne Smith and Joan Loder to discuss the problems. The main problem discussed during the meeting was speeding along Peppertree and out-of-control vehicles turning onto Peppertree Road from Vomac Road. There were no preconceived ideas about solutions to the problem; however, a strong request for appropriate action to resolve these problems was made. To thoroughly study the situation along the 8000 Block of Peppertree Road, TJKM conducted the following studies: o 2. 3. 4. 5. Review of Accident History TJKMhas a copy of all police accident reports in its files. A two year search of the accidents on and near Peppertree Road was performed. A collision diagram was prepared and is attached with this memo. Of the five accidents that occurred, three were fixed object types and two were caused by vehicles backing-up. The fixed object accidents may have been caused by excessive speeding and a loss of control. Review of Traffic Citations A review of traffic citations for a six month period from July 1, 1985 to December 31, 1985 showed that there were 69 citations issued. This indicates a concerted effort to reduce speeds along Peppertree Road by the police department. PLEASANTON - SACRAMENTO · FRESNO · CONCORD i 1986 PUSL1C Mr. Lee Thompson -2- April 29, 1986 Radar Speed Survey A radar speed study was conducted on March 5, 1985. A summary of that survey is attached. As shown on that summary, the 85th percentile speed southbound on Peppertree is 39 mph and northbound is 37 mph. The posted speed limit is 25 mph. It was noted that several cars crossed the centerline while traveling along the curve on Peppertree near ¥omac. Twenty-four Hour Approach Counts Machine counts of the intersection of Peppertree Road and ¥omac Road were conducted from March 17 to March 19. Total 24 hour averages (ADT) were calculated as shown on the attached summary sheets. The ADT for approaching traffic eastbound on Vomac Road was 369 vehicles per day. The ADT westbound on ¥omac Road was 653 vehicles. Northbound on Peppertree Road the ADT was 676 vehicles per day. A count southbound from Peppertree was not taken since it is a cul-de-sac with five homes fronting it. An estimate of ADT for that approach would be about 50 vehicles. 5. Field Investigation Peppertree Road is about 44 feet wide. The speed limit is 25 mph. There is a sharp curve to the left on a down grade from Vomac Road. Parking is allowed on both sides of Peppertree. Peppertree Road is controlled with a STOP sign at its intersection with Vomac Road. The centerline from this STOP sign down Peppertree Road is a painted yellow dashed stripe. The sight distance from the Peppertree cul-de-sac looking easterly is very poor because of a sharp curve on Vomac Road. Sight distance for traffic northbound on Peppertree at Vomac Road is slightly limited, but adequate. Recommendations for Improvements: (See Figure 1) An immediate improvement recommendation is the installation of raised pavement markers, in a double yellow pattern. This pattern should run from ¥omac Road down to the existing double yellow stripe on Peppertree Road. An analysis was done to determine a possible installation of t'our-way stops at the intersection of Vomac Road and Peppertree-Road. The attached "Warrants For Four-Way STOP Sign Installation" was used as a guide for our analysis. The traffic volumes do not meet the volume value for residential streets; however, all the other criteria (a through f) for residential streets are met. Since the volume · northbound on Peppertree Road is almost equal to the volume eastbound on Vomac Road and since the volume of traffic westbound on Vomac Road is less than the other two approaches, it appears that STOP signs on Vomac Road are appropriate. Further justification for the installation of the STOP signs are the limited sight distances from Peppertree Road along Vomac Road, coupled with the turning movements on and off of Peppertree Road. "STOP AHEAD" signs and Pavement Lengends should also be installed in advance of the curves near the intersection of Peppertree Road and Vomac Road. Mr. Lee Thompson -3- April 29, 1986 The STOP sign recommendation should help to provide safer maneuvering at the intersection of Peppertree and Vomac; however, the speeding problem along Peppertree may not be mitigated. VOL~E (a) Total vehicular volume entering the intersection from all approaches must average 300 per hour for any 8 hours of an average day. (24-hour equival- ent approximately 4000 vehicles.) (b) In addition, the vehicular volume entering the in- tersection from the minor street or streets for the same 8 hours must average at least !/3 of the total volume entering the intersection (100 per hour min.) 2. ACCIDENTS Five or more of types susceptible of correction by stop signs within a 12-month period, with satisfactory ob- servance and enforcement of less restrictive control. VISIBILITY The straight line sight distance on one or more approach- es of the major street for vehicles or pedestrians cross- ing the intersection is less than !60 feet. 4. RESIDENTIAL AREA Volume warrants to be reduced to 60% of the values above if ALL of the following conditions are met: Both streets have residential frontage with existing 25 mph speed limits. (b) Neither street is an adopted through street. (c) Neither street exceeds 40 feet of roadway width. (d) No existing stop sign or signal is located on the more heavily traveled street within a distance of 800 feet. (e) (f) Intersection has four legs, with streets extending 800 feet or more away from the intersection on at least three sides. Installation of a four-way stop is comparable with overall traffic circulation needs for the residen- tial area. Development Services P.O. Installation of raised pavement markers in a double yellow pattern, on Peppertree Road from West Vomac Road to the existing double yellow stripe. 2. Stop signs on West Vomac Road at Peppertree Rcad. 3. "Stop Ahead" signs and pavement markings on West Voraac and Peppertree. TJ~M Traffic Consultants also suggested a continuing concentration of speed limit enforcement along Peppertree Drive. The City Council will hold a public hearing to receive input and to consider the Traffic Engineer's recommendations at the regular meeting of the Dublin City Council on May 12, 1986. The meeting will begin at 7:30 p.m. and will be held in the Dublin Library meeting room at 7606 Amador Valley Blvd. A copy of the report prepared by T~qqM is available at the City Offices at 6500 Dublin Blvd., Suite D. AN ORDINANCE OF THE CITY OF DUBLIN ESTABLISHING TRAFFIC REGULATIONS The City Council of the City of Dublin does ordain as follows: Section 1. STOP MANDATORY ON DESIGNATED APPROACHES: Article 4, relating to "Stop Intersections", of the Alameda County Ordinance Code previously adopted by the City of Dublin is amended by the addition of Section 6-91.17 to read: 6-91.17 West Vomac Road at the intersection of Peppertree Road. Section 2. IMMEDIATE EFFECT: This Ordinance shall take effect immediately upon its enactment because the adoption and immediate effect thereof is necessary in order to protect vehicular and pedestrian safety. Section 3. POSTING OF ORDINANCE: The City Clerk of the City of Dublin shall cause this Ordinance to be posted in at least three (3) public places in the City of Dublin in accordance with Section 36933 of the Government Code of the State of California.
