DESCRIPTION At the April 28, 1986 meeting of the
Dublin City Council, the Council approved the preliminary design
for Kolb Park. Although, the City has not yet purchased the Kolb
Park Site from the Murray School District, Staff would like to
receive authorization from the City Council to at least proceed
with the selection process for the park designer. This would
enable the City to be in a position to fast track the design of
the Park once the purchase of the parkland is consummated. Staff
does not recommend that the City authorize the designer to begin
work or incur any costs until the park is owned by the City.
Staff has prepared a Request for Proposals (Exhibit A) seeking a
Landscape Architect to finalize the design and prepare
construction plans and bid documents .
It is staff ' s recommendation that the Council take the following
action:
1 ) Approve Request For Proposals for Kolb Park Design
2 ) Authorize staff to advertise for consultants

to provide professional services
for design of an five acre
neighborhood park presently known
as Kolb Park

Project Description :
The five ( 5 ) acre Kolb Park Site is centrally located in Dublin
in a residential neighborhood of single family homes . The main
access is from Brighton Drive via Village Parkway. The north side
of the park is bordered by Brighton Drive between Cardiff Drive
and Bristol Road .
The project includes the renovation of existing recreational
facilities as well as the construction of new facilities . A
masterplan , approved by the City Council , has been developed in
cooperation with neighborhood residents . Major elements of this
project include installation of park furniture , installation of
tot and children ' s play areas , field and irrigation
rehabilitation , lighted walkways , renovation of tennis courts and
lighting , group picnic and shade structure , parcourse , barbecues
and restrooms .
Scope of Work :
Work in this proposal shall consist of the following :
1 . Based on the approved Master plan , prepare preliminary
plans , cost estimates and outline specifica.tions for review
and approval by City Staff .
2 . Present preliminary construction plans for City Staff
review .
3 . Prepare final plans , specifications , cost estimates and bid
documents .
4 . Assist project manager at the pre-bid meeting and the pre-
construction meeting .
5 . Provide construction inspection and administration

Additional information to be provided by consultant as part of
proposal :
1 . Fee schedule showing hourly rates of staff.
2 . The approximate fee ( or general cost range) and a proposed
timetable for completion of the work . The total
construction budget for the project will be between
$560 , 000 and $640 , 000 . A specific budget for this
project will be developed after selection of a consultant .
3 . The name and qualifications of the individual proposed as
the project leader .
4 . The names and brief resumes of professionals (whether
employees or sub-consultants ) who will be assigned to the
project .
5 . A brief statement of the firm' s general background,
capabilities and financial stability.
6 . A detailed statement of direct relevant experience with
similar projects .
7 . A statement of professional liability coverage.
Information to be provided by the City:
1 . Approved master plan
2 . Existing site information
Selection Process :
Five ( 5 ) copies of your proposal should be submitted to the City
Manager by 12 : 00 Noon, July 18 , 1986 . Proposals may be hand
delivered to 6500 Dublin Blvd. , Suite 101, Dublin or mailed to
P .O. Box 2340 , Dublin, CA. 94568 . Following a review of the
proposals, the City may elect to conduct interviews with
qualified firms .
The following criteria will be used in evaluating proposals :
1 . Experience on similar projects
2 . Education and experience of key personnel
3 . Knowledge of recreational and- landscape planning and
construction
4 . Ability to meet schedules
5 . Quality of completed work
6 . Proposed schedule and fee
