DESCRIPTION At the September 23 , 1985 meeting of the
Dublin City Council , the Council authorized staff to submit an
application for 1984 Senior Center Bond Act Funds . On April 16,
1986, the City was notified that our application was approved.
The total grant award is $73 , 650 and is broken down as follows :
1 . Alteration/Renovation $53 ,500 . 00
2 . Equipment $ 5, 300 . 00
3 . Program Startup Costs $14 , 850 . 00
In order that we may proceed with the renovation of the Fallon
School Multi-Use Room for the Senior Citizens Center, staff
recommends contracting with an architect to develop preliminary
plans , specifications , cost estimates and bid documents for the
needed renovation. Staff has prepared a Request For Proposal
(Exhibit A) advertising for architects for the Senior Citizens
Center renovation.
It is the recommendation of staff that the City Council take the
following action :
1 . Approve the RFP for Senior Citizens Center Renovation
2 . Authorize staff to advertise for consultants

Project Description :
The City of Dublin anticipates acquiring a vacant elementary
school multi-purpose room for use as a Senior Citizens Center .
The facility has 6, 362 square feet of available space including a
commercial kitchen, a multi-use room with a dining capacity of
197 and assembly capacity of 300, a meeting room and restrooms .
The entire site is on one elevation . In order to adapt the
facility for use by senior citiens , the following renovation must
be done : 1 ) Facility must be brought into compliance with
applicable State handicapped standards which includes total
renovation of the restroom facilities , and limited renovation to
the remainder of the structure; 2 ) Interior and exterior
painting; 3 ) Replacement of windows , doors and draperies and; 4 )
Rewiring of the electrical panels to separate power at the
facility from the remainder of the school .
Scope of Work:
Work included in this proposal shall consist of the following:
1 . Through site visitations and meetings with City staff,
determine the extent of the renovation needed.
2 . ' Prepare preliminary plans , cost estimates and outline
specifications for review and approval by City staff .
3 . Prepare final plans, specifications, cost estimates and bid
documents .
4 . Assist project manager at the pre-bid and the pre-
construction meeting.
5 . Provide construction inspection and administration.
Additional Information to be Provided by Consultant as Part of
Proposal :
1 . Fee Schedule showing hourly rates of staff.
2 . The approximate fee (or general cost range) and a proposed
timetable for completion of the work. The total budget for
this project is $53 , 500 . A specific budget for this project
will be developed after selection of a consultant .

3 . The name and qualifications of the individual proposed as
the project leader .
4 . The names and brief resumes of professionals (whether
employees or sub-consultants) who will be assigned to the
project.
5 . A brief statement of the firm' s general background,
capabilities and financial stability .
6 . A detailed statement of direct relevant experience with
similar projects .
7 . A statement of professional liability coverage .

1 . Existing site information
Selection Process :
Five ( 5 ) copies of your proposal should be submitted to the City
Manager by 12 : 00 Noon, August 8, 1986 . Proposals may be hand
delivered to 6500 Dublin Blvd. , Suite 101, Dublin or mailed to
P.O. Box 2340, Dublin, CA 94568 . Following a review of the
proposals , the City may elect to conduct interviews with
qualified firms .
The following criteria will be used in evaluating proposals :
1 . Experience on similar projects
2 . Education and experience of key personnel
3 . Ability to meet schedules
4 . Quality of completed work
5 . Proposed schedule and fee
