3.1. Splatter 2017 Event Preview
The City Council will receive a report on planned activities for the Splatter festival, to be
held Saturday, September 16 at Emerald Glen Park.
STAFF RECOMMENDATION:
Receive the report.
3.2. Public Comment
At this time, the public is permitted to address the City Council on non-agendized items. Please step to the podium and
clearly state your name for the record. COMMENTS SHOULD NOT EXCEED THREE (3) MINUTES. In accordance with
State Law, no action or discussion may take place on any item not appearing on the posted agenda. The Council may
respond to statements made or questions asked, or may request Staff to report back at a future meeting concerning the
matter. Any member of the public may contact the City Clerk’s Office related to the proper procedure to place an item on a
future City Council agenda. The exceptions under which the City Council MAY discuss and/or take action on items not
appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3).
4. CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for approval by the City Council with
one single action. Members of the audience, Staff or the City Council who would like an item removed from the Consent
Calendar for purposes of public input may request the Mayor to remove the item.
4.1. Approval of the August 15, 2017 Regular City Council Meeting Minutes
The City Council will consider approval of the minutes of the August 15, 2017 Regular City
Council meeting.
STAFF RECOMMENDATION:
Approve the minutes of the August 15, 2017 Regular City Council meeting.

4.2. Memorandum of Understanding with the Livermore Amador Valley Transit Authority
to Pass-Through Tri-Valley Transportation Development Fee Funds
The City Council will consider approving a Memorandum of Understanding with the
Livermore Amador Valley Transit Authority (LAVTA) to pass-through Tri-Valley
Transportation Development Fee funds. LAVTA will be implementing Phase 2 of the
Express Bus/Bus Rapid Transit project using these funds.
STAFF RECOMMENDATION:
Adopt the Resolution Approving a Memorandum of Understanding Between the City of
Dublin and the Livermore Amador Valley Transit Authority for the Implementation of
Express Bus/Rapid Bus Transit Phase 2 Project.
4.3. Amendment to Agreement with BKF Engineers and Approve the Project Funding
Agreement with the Alameda County Transportation Commission for Dublin
Boulevard - North Canyons Parkway Extension Project
The City Council will consider amending BKF Engineers Consulting Services Agreement for
additional environmental work to extend Dublin Boulevard from Fallon Road to North
Canyons Parkway in Livermore. The City Council will also consider approval of a Project
Funding Agreement with the Alameda County Transportation Commission to add Measure
BB funding to the project for the additional environmental work, and approving the budget
change to the project.
STAFF RECOMMENDATION:
Adopt the Resolution Amending BKF Engineers Consulting Services Agreement for
Additional Environmental Work to Extend Dublin Boulevard to North Canyons Parkway,
and Authorizing Execution of a Project Funding Agreement with the Alameda County
Transportation Commission for the Additional Environmental Work, and approve the budget
change.
4.4. Annual Review of City’s Investment Policy
The City Council will consider a resolution adopting the annual review of the City's
Investment Policy, which proposes changes related to authorized investment types. Adoption
of the resolution will also confirm the designated positions authorized to complete
investment transactions. While not required by statute, annual review of a local agency's
investment policy is recommended by the California Debt and Investment Advisory
Commission, and is included as a requirement in the City Policy.
STAFF RECOMMENDATION:
Adopt the Resolution Adopting the 2017 Annual Review of Investment Policy and
Delegation of Authority to Complete Investment Transactions.
4.5. Amendment to the Consultant Services Agreement between the City of Dublin and
Geosyntec Consultants, Inc. for Green Infrastructure Planning and Stormwater
Resource Plan Evaluation
The City Council will consider amending the consultant services agreement with Geosyntec
Consultants, Inc. to add project scope and to extend the term of the contract to December 5,
2018.
STAFF RECOMMENDATION:
Adopt the Resolution Approving an Amendment to the Consultant Services Agreement with
Geosyntec Consultants, Inc. for Stormwater Green Infrastructure Planning and Stormwater
Resource Plan Evaluation.
4.6. Ordinance Establishing a Streamlined Permitting Process for Electric Vehicle Charging
Stations (AB 1236)
California Government Code Section 65850.7 (enacted by Assembly Bill 1236), requires
that, on or before September 30, 2017, local governments with a population of 200,000 or
less residents, adopt an ordinance that creates a streamlined permitting process for electric
vehicle charging station installations.

STAFF RECOMMENDATION:
Waive the first reading and INTRODUCE an Ordinance Adding Chapter 7.97 to the Dublin
Municipal Code to Provide an Expedited, Streamlined Permitting Procedure for Electric
Vehicle Charging Stations, to the Dublin Municipal Code.
4.7. Tract 8260 Tassajara Hills Phase 2 - Final Map Notice, Agreement for Landscape
Features
The City Council will receive a notification of the City Engineer’s pending approval of the
Final Map for Tract 8260, Tassajara Hills Phase 2, and will consider adopting a Resolution
approving the Agreement for Long-Term Encroachment for Landscape Features.
STAFF RECOMMENDATION:
Receive the notification, and adopt the Resolution Approving the Agreement for Long-Term
Encroachment for Landscape Features for Tract 8260, Tassajara Hills.
4.8. Amendments to Agreements for On-Call Engineering and Landscape Architecture
Services
The City Council will consider approving amendments to the agreements for on-call
engineering and landscape architecture services to include not-to-exceed amounts and will
also consider a term extension for the landscape architecture service providers for an
additional two year period, from June 30, 2018 to June 30, 2020.
STAFF RECOMMENDATION:
Adopt the Resolution Approving Amendments to Consulting Services Agreements with
Bellecci & Associates, BFS Landscape Associates, BSK Associates, Consolidated
Engineering Laboratories, DKS Associates, Environmental Foresight, Fehr & Peers, Gates
and Associates, Geocon, Harris & Associates, Kimley-Horn & Associates, Mark Thomas &
Company, Pakpour Consulting Group, PGA Design, RRM Design Group, S & C Engineers,
Stantec Consulting Services, Inc., Swinerton Management & Consulting, Vali-Cooper
Associates, and Wallace Roberts & Todd, LLC.
4.9. Second Reading of an Ordinance to Amend Chapter 9.28 (Dedication of Lands for Park
and Recreation Purposes) of the Dublin Municipal Code
The City Council will hold a second reading of an Ordinance to amend Chapter 9.28
(Dedication of Lands for Park and Recreation Purposes) of the Dublin Municipal Code.
STAFF RECOMMENDATION:
Waive the reading and adopt the Ordinance Amending Chapter 9.28 of the Dublin
Municipal Code relating to the Dedication of Lands for Park and Recreation Purposes.
4.10. Amendment to the City Manager's Employment Agreement
The City Council created an Agency Negotiating Team to meet with the City Manager to
discuss terms and conditions of employment. The Agency Negotiating Team is
recommending amendments to the employment agreement of the City Manager. The City
Council will consider approving a third Amendment to City Manager’s Employment
Agreement and will consider amending the City’s Salary Plan.
STAFF RECOMMENDATION:
Approve the Third Amendment to City Manager’s Employment Agreement and adopt the
Resolution Amending Salary Plan.

4.11. City Treasurer's Informational Report of Investments for the Quarter Ending June 30,
2017
The City of Dublin's Investment Policy calls for a semi-annual report of investments.
This report is for the quarter ending June 30, 2017, and includes a monthly transaction
ledger. The City’s investment portfolio for this period totaled $230,654,931 (book
value) with an average market yield of 1.44%. All investment transactions continue to
comply with the City's Investment Policy and the California Government Code. As
required by the Policy, the City Treasurer (Administrative Services Director) affirms that
the City is able to meet its expenditure requirements for the next six months.
STAFF RECOMMENDATION:
Receive the report.

8. NEW BUSINESS
8.1. City Council Representative to Serve on Veterans Art Selection Committee
The City Council will consider selection of a City Council member to serve on the Public Art
Selection Committee for a public art piece honoring U.S. military veterans and active duty
military personnel. The artwork will be installed in the future Dublin Crossing community
park.
STAFF RECOMMENDATION:
Select a City Council member and alternate to serve on the Public Art Selection Committee
for a public art piece honoring U.S. military veterans and active duty military personnel.
8.2. Creation of a Donation and Sponsorship Policy
The City Council will consider the adoption of a Donation and Sponsorship Policy. The
Policy outlines the process for accepting contributions, delineates between different types of
contributions, establishes a process for soliciting and accepting contributions and recognizing
contributors, and lists restrictions on the type of contribution it will accept.
STAFF RECOMMENDATION:
Adopt the Resolution Adopting the Donation and Sponsorship Policy.
9. OTHER BUSINESS
Brief information only reports from City Council and/or Staff, including committee reports
and reports by City Council related to meetings attended at City expense (AB1234).
