The packet is available in the City Clerk’s Office and also at the Dublin Library. REGULAR MEETING 7:00 PM 1. CALL TO ORDER 2. PLEDGE OF ALLEGIANCE 3. ORAL COMMUNICATIONS 3.1. Certificate of Recognition for the Dublin Chamber of Commerce's 50th Anniversary The City Council will present a certificate of recognition to the Dublin Chamber of Commerce in honor of their 50th anniversary. The Chamber of Commerce has played an important part in Dublin's history during the past half-century and continues to be a strong partner with the City today, particularly regarding their advocacy for local businesses. STAFF RECOMMENDATION: Present the certificate to the Chamber of Commerce. 3.2. Public Comment At this time, the public is permitted to address the City Council on non-agendized items. Please step to the podium and clearly state your name for the record. COMMENTS SHOULD NOT EXCEED THREE (3) MINUTES. In accordance with State Law, no action or discussion may take place on any item not appearing on the posted agenda. The Council may respond to statements made or questions asked, or may request Staff to report back at a future meeting concerning the matter. Any member of the public may contact the City Clerk’s Office related to the proper procedure to place an item on a future City Council agenda. The exceptions under which the City Council MAY discuss and/or take action on items not appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3). 4. CONSENT CALENDAR Consent Calendar items are typically non-controversial in nature and are considered for approval by the City Council with one single action. Members of the audience, Staff or the City Council who would like an item removed from the Consent Calendar for purposes of public input may request the Mayor to remove the item. 4.1. Approval of the September 18, 2018 Regular City Council Meeting Minutes The City Council will consider approval of the minutes of the September 18, 2018 Regular City Council meeting. STAFF RECOMMENDATION: Approve the minutes of the September 18, 2018 Regular City Council meeting. 4.2. 2018 Walk and Roll to School Proclamation The City Council will consider proclaiming October 8, 2018 to October 12, 2018 as “Walk and Roll to School Week” in the City of Dublin. International Walk to School Day is an annual event scheduled for October 10, 2018 that encourages students and parents to walk, bicycle, scooter or skate to school. The City of Dublin will work with the Dublin Unified School District and Alameda County Safe Routes to Schools to promote participation in the event. STAFF RECOMMENDATION: October 2, 2018 Dublin City Council Agenda Page 2 of 4 Proclaim the week of October 8, 2018 through October 12, 2018 as “Walk and Roll to School Week” in the City of Dublin. 4.3. Revisions to the City of Dublin’s Website and Social Media Policy and the Rescinding of Resolution 51-02 The City Council will consider minor modifications to the City’s Website and Social Media Policy and the rescinding of Resolution No. 51-02. STAFF RECOMMENDATION: Adopt the Resolution Updating the Dublin Website and Social Media Policy and Rescinding Resolution No. 51-02. 4.4. Fire Prevention Week Proclamation The City Council will proclaim October 7-13, 2018 as Fire Prevention Week. Established by the National Fire Protection Association, the annual Fire Prevention Week campaign began in 1922 as a commemoration of the Great Chicago Fire and as a way to annually emphasize the need for fire safety throughout communities. STAFF RECOMMENDATION: Proclaim October 7-13, 2018 as Fire Prevention Week. 4.5. Acceptance of Office of Traffic Safety Grant for the Selective Traffic Enforcement Program The City Council will consider accepting a traffic safety grant for Dublin Police Services in relation to the City’s participation in the Selective Traffic Enforcement Program. This grant program supports best practices and strategies to reduce the number of persons killed and injured in crashes involving alcohol and other primary collision factors. STAFF RECOMMENDATION: Adopt the Resolution Confirming City of Dublin Participation in the State of California Office of Traffic Safety Selective Traffic Enforcement Grant Agreement. 4.6. Manufacturing Day Proclamation The City Council will proclaim Friday, October 5, 2018 as Manufacturing Day in Dublin. Sponsored by the National Association of Manufacturers, the Manufacturing Day campaign began in 2012 as an effort to positively change the public perception of modern manufacturing. STAFF RECOMMENDATION: Present the proclamation. 4.7. Small Business Assistance Grant Program Agreement with BIT Holdings Sixty-Three, Inc. and ASHG Capital, Inc. dba World of Beer Dublin The City Council will consider approval of a Small Business Assistance Grant Program Agreement for accessibility improvements with BIT Holdings Sixty-Three, Inc. and ASHG Capital, Inc. dba World of Beer Dublin. STAFF RECOMMENDATION: Adopt the Resolution Approving a Small Business Assistance Grant Program Agreement with BIT Holdings Sixty-Three, Inc. and ASHG Capital, Inc. dba World of Beer Dublin related to certain accessibility improvements to be performed on the property located at 4920 Dublin Boulevard, Suite 260 in Dublin, California. 4.8. Ordinance Amending Chapter 2.24 of the Dublin Municipal Code Pertaining to the City’s Conflict of Interest Code At the June 5, 2018 meeting, the City Council directed the City Attorney to review the City’s Conflict of Interest Code and make a determination by October 1, 2018 if there is a need to amend the Conflict of interest Code. The City Attorney has conducted a thorough review of the Conflict of Interest Code and determined that several positions should be added or deleted. An Ordinance was introduced on September 18, 2018 and is now ready for adoption. October 2, 2018 Dublin City Council Agenda Page 3 of 4 STAFF RECOMMENDATION: Waive the reading, and adopt an Ordinance Amending the City’s Conflict of Interest Code. 5. WRITTEN COMMUNICATION – NONE. 6. PUBLIC HEARING 6.1. Valley Christian Center: Planned Development Zoning Amendment and Site Development Review Permit (PLPA-2014-00052) The Valley Christian Center is requesting approval to modify the Planned Development Zoning for the campus. The Planned Development Zonin g serves as the master plan to build- out the campus over time. The proposed amendments include the addition of a lighted athletic field and amphitheater with sound amplification, establish a parking standard for the athletic field, and re-allocate the square footage allotted to various buildings/uses on the campus. The request also includes a Site Development Review Permit to construct the athletic field, a concession stand/ticket booth, and related site improvements including a new parking lot, plaza, amphitheater and landscaping. STAFF RECOMMENDATION: Conduct the public hearing, deliberate, and a take the following actions: a) Adopt the Resolution Adopting a Supplemental Mitigated Negative Declaration and Mitigation Monitoring and Reporting Program for the Valley Christian Center Project; b) Waive the reading and INTRODUCE an Ordinance Approving an Amendment to the Existing Planned Development Zoning for the Valley Christian Center; and c) Adopt the Resolution Approving a Site Development Review Permit for the Valley Christian Center Project. 7. UNFINISHED BUSINESS 7.1. Don Biddle Community Park Project Update The City Council will receive an update on the Don Biddle Community Park and provide Staff with its order of priority on the add alternates for use of the $600,000 community benefit funds from the UDR project. Additionally, the City Council will consider the proposed location of a specimen tree within the Park. STAFF RECOMMENDATION: Receive the report on Don Biddle Community Park and provide directio n on the order of priority for the Project's add alternates. 8. NEW BUSINESS 8.1. Public Safety Complex Art Selection The City Council is being asked to approve selection of an artist and design for a public art piece to be placed in the future Public Safety Complex, and indicate its preference for the artwork location. STAFF RECOMMENDATION: Approve the design proposed by Gordon Huether for a public art piece to be placed in the future Public Safety Complex, and indicate desired artwork location. 8.2. Residential Holiday Decorating Program The City Council will consider creating a Dublin Residential Holiday Decorating Program for implement in the 2018 Holiday season. STAFF RECOMMENDATION: Approve the Dublin Residential Holiday Decorating Program. October 2, 2018 Dublin City Council Agenda Page 4 of 4 9. OTHER BUSINESS Brief information only reports from City Council and/or Staff, including committee reports and reports by City Council related to meetings attended at City expense (AB1234). 10.
