members less than 72 hours prior to a City Council Meeting, as soon as it is so delivered. The packet is
available in the City Clerk’s Office and also at the Dublin Library.

3.1. Public Comment
At this time, the public is permitted to address the City Council on non-agendized items. Please step to the podium and
clearly state your name for the record. COMMENTS SHOULD NOT EXCEED THREE (3) MINUTES. In accordance with
State Law, no action or discussion may take place on any item not appearing on the posted agenda. The Council may
respond to statements made or questions asked, or may request Staff to report back at a future meeting concerning the
matter. Any member of the public may contact the City Clerk’s Office related to the proper procedure to place an item on a
future City Council agenda. The exceptions under which the City Council MAY discuss and/or take action on items not
appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3).
4. CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for approval by the City Council with
one single action. Members of the audience, Staff or the City Council who would like an item removed from the Consent
Calendar for purposes of public input may request the Mayor to remove the item.
4.1. Approval of the October 2, 2018 Regular City Council Meeting Minutes
The City Council will consider approval of the minutes of the October 2, 2018 Regular City
Council meeting.
STAFF RECOMMENDATION:
Approve the minutes of the October 2, 2018 Regular City Council meeting.
4.2. Red Ribbon Week Proclamation
Each year, Dublin Police Services participates in “National Red Ribbon Week” events at the
schools and in the community. Red ribbons are hung throughout the communi ty and items
with drug free messages are distributed to students. Each student from Kindergarten to 5th
grade will receive an item. Red Ribbon Week will be held October 23-31, 2018.
STAFF RECOMMENDATION:
Present the Proclamation declaring October 23-31, 2018 as "Red Ribbon Week."

4.3. Acceptance of Work - CIP Project No. PK0216, Sean Diamond Park
The City Council will consider acceptance of Sean Diamond Park, CIP No. PK0216. The
project provided for the construction of a five-acre park, which includes a central gathering
point with lighted rose garden, playgrounds for children ages 2-5 and 5-12, a tennis court,
picnic area with shade structure, informal lawn area, grass volleyball court, restroom
building, pathways for circulation and exercise, and supporting elements.
STAFF RECOMMENDATION:
Adopt the Resolution Accepting Sean Diamond Park (CIP No. PK0216).
4.4. Modification of Parking Regulations along Village Parkway, Amador Valley Boulevard,
Dublin Green Drive and Central Parkway
The City Council will consider adding No Parking zones along Amador Valley Boulevard,
two locations on Village Parkway, Dublin Green Drive, and Central Parkway. This action
will improve transit access and address visibility concerns at the above referenced locations.
STAFF RECOMMENDATION:
Adopt the Resolution Amending the Dublin Traffic Code Approving No Parking Zones
along Amador Valley Boulevard, west of Wildwood Road; Village Parkway, west of Clark
Avenue; Dublin Green Drive, north of Silvergate Drive; and Central Parkway, east of Sunset
View Drive; and Adopt the Resolution Amending the Dublin Traffic Code Approving No
Parking Zone along Village Parkway, north of Brighton Drive by Modifying a Portion of the
Passenger Loading Zone.
4.5. Acceptance of Work - CIP Project No. PK0105, Emerald Glen Recreation & Aquatic
Center Fiber Optics Connection
The City Council will consider acceptance of the fiber optic connection improvements for the
Emerald Glen Recreation and Aquatic Center, CIP No. PK0105. The project provided the
installation of a fiber optic connection to The Wave at Emerald Glen Park.
STAFF RECOMMENDATION:
Adopt the Resolution Accepting the Emerald Glen Recreation and Aquatic Center Fiber
Optic Connection (CIP No. PK0105).
4.6. Replacement of Digital Radios and Equipment for Public Safety Needs
The City Council will consider updating the City’s radio technology, including authorization
to purchase new equipment for interoperable communications, police radios and additional
radios and technology to service the City’s Emergenc y Operations Center.
STAFF RECOMMENDATION:
Adopt the Resolution Waiving the Formal Bid Requirements, Approving the Purchase of
Digital Radios and Equipment from Red Cloud, Inc., and Declaring Radios Replaced as
Surplus Property; and approve the budget change.
4.7. Notice of City Engineer’s Receipt of Final Map for Tract 8484 and Pending Decision on
the Final Maps for Tract 8368 and Tract 8415
The City Council will receive a notification of the City Engineer’s receipt of the Final Map
for Tract 8484, Tassajara Hills Phase 4, and a notification of the City Engineer’s pending
approval of the Final Maps for Tract 8368, Boulevard Neighborhood 17, and Tract 8415,
Boulevard Phase 3A Large Lot Map.
STAFF RECOMMENDATION:
Receive the notification.
4.8. Payment Issuance Report and Electronic Funds Transfers
The City Council will receive a listing of payments issued from September 1, 2018 -
September 30, 2018 totaling $7,880,311.41.

6. PUBLIC HEARING
6.1. PUBLIC HEARING: IKEA Retail Center (PLPA-2016-00016)
The City Council will consider the IKEA Retail Center project (branded as “The Glen at
Dublin”). The proposed project is comprised of up to 410,000 square feet of commercial
uses, consisting of a 317,000 square foot IKEA store and 93,000 square foot retail center on
the 27.45-acre parcel. Requested land use approvals include a Planned Development Rezone
with a Stage 1 and Stage 2 Development Plan, a Site Development Review Permit, Vesting
Tentative Parcel Map 10792, and a certification of a Supplemental Environmental Impact
Report.
STAFF RECOMMENDATION:
Conduct the public hearing, deliberate and take the following actions: a) Adopt a Resolution
certifying a Final Supplemental Environmental Impact Report and Adoption of
Environmental Findings under CEQA for the IKEA Retail Center project; b) Waive the
reading and INTRODUCE an Ordinance amending the Zoning Map and approving a Planned
Development Zoning District with a related Stage 1 and Stage 2 Development Plan; and c)
Adopt a Resolution approving a Site Development Review Permit and Vesting Tentative
Map for the IKEA Retail Center project.
