3.1. Community Spotlight: Certificate of Recognition for Senior Support Program of the
Tri-Valley
The City Council will present a "Community Spotlight" certificate of recognition to Senior
Support Program of the Tri-Valley in recognition of their continued contributions to the
Dublin community.
STAFF RECOMMENDATION:
Present the certificate.
3.2. Employee Introductions: Homira Shafaq, Anne Wong, and Bridget Amaya
New City Staff members Homira Shafaq, Assistant Engineer; Anne Wong, Assistant Planner;
and Bridget Amaya, Assistant Parks & Community Services Director, will be introduced.

Welcome City of Dublin Staff members.

3.3. Public Comment
At this time, the public is permitted to address the City Council on non-agendized items. Please step to the podium and
clearly state your name for the record. COMMENTS SHOULD NOT EXCEED THREE (3) MINUTES. In accordance with
State Law, no action or discussion may take place on any item not appearing on the posted agenda. The Council may
respond to statements made or questions asked or may request Staff to report back at a future meeting concerning the
matter. Any member of the public may contact the City Clerk’s Office related to the proper procedure to place an item on a
future City Council agenda. The exceptions under which the City Council MAY discuss and/or take action on items not
appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3).
4. CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for approval by the City Council with
one single action. Members of the audience, Staff or the City Council who would like an item removed from the Consent
Calendar for purposes of public input may request the Mayor to remove the item.
4.1. Approval of the January 8, 2019 Regular City Council Meeting Minutes
The City Council will consider approval of the minutes of the January 8, 2019 Regular
meeting.
STAFF RECOMMENDATION:
Approve the minutes of the January 8, 2019 Regular City Council meeting.
4.2. Notice of City Engineer’s Receipt of Final Map for Review for Tract 8371 and Pending
Decision on Improvement Agreement Amendments for Tracts 8307 and 8308
The City Council will receive a notification of the City Engineer’s receipt of the Final Map
for review for Tract 8371, Boulevard Development, and pending approval of the
Improvement Agreement Amendments for Tracts 8307 and 8308, Boulevard Development.
STAFF RECOMMENDATION:
Receive the notification.
4.3. Request for Waiver of Bid Requirement As Authorized by Municipal Code and
Authorization to Purchase Replacement Carpet for City Facilities at the Shannon
Community Center and Dublin Senior Center from the Mohawk Group
The City Council will consider authorizing the purchase of replacement carpet for City
facilities at the Shannon Community Center and Dublin Senior Center from the Mohawk
Group. Staff desires to purchase replacement carpet for Ambrose Hall, the lobby, and the
hallway at the Shannon Community Center, and the lounge and hallway at the Dublin Senior
Center. The Mohawk Group utilizes the California Municipal Awards Schedules program,
which allows public agencies enter into agreements established through a cooperative public
bid process. The carpet cost will exceed $45,000, which requires City Council approval.
STAFF RECOMMENDATION:
Adopt the Resolution Authorizing Staff to Procure Replacement Carpet for City Facilities at
the Shannon Community Center and Dublin Senior Center from the Mohawk Group.
4.4. Declaration of Weeds and Combustible Debris Abatement
In accordance with Dublin Municipal Code section 5.70.030, the City Council may declare
that there is a public nuisance created by weeds and combustible debris growing and
accumulating upon the streets, sidewalks and property within the City of Dublin. This
declaration requires the Fire Chief or his designee to notify property owners of the nuisance
conditions and demand that the conditions be abated without delay. If the abatement is not
completed, the City of Dublin shall, at the expense of the owner, have the weeds or refuse
removed.
STAFF RECOMMENDATION:
Adopt the Resolution Declaring Weeds and Combustible Refuse a Public Nuisance and
Ordering the Abatement Thereof; direct Staff to notify the public of the adoption or this
Resolution; and schedule a public hearing for the April 2, 2019 City Council meeting at
which time the City Council will hear and consider objections to this abatement order.

4.5. Request for Waiver of Bid Requirement as Authorized by the Municipal Code and
Authorization to Purchase Play Equipment Replacement for Mape Memorial Park
from Landscape Structures, Inc.
The City Council will consider authorizing the purchase of play equipment for Mape
Memorial Park (CIP Project No. PK0319) from Landscape Structures, Inc. through a
cooperative purchasing agreement under the California Municipal Awards Schedules
program.
STAFF RECOMMENDATION:
Adopt the Resolution Authorizing the Purchase of Replacement Playground Equipment from
Landscape Structures Inc. for the Mape Memorial Park Pla yground Replacement, CIP No.
PK0319.
4.6. Revisions to the Personnel System
The City Council will consider proposed changes to the City’s current Personnel System.
The proposed adjustments are based on the need to revise the City’s Classification Plan and
Salary Plan for Part-Time Personnel.
STAFF RECOMMENDATION:
Adopt the Resolution Amending the Classification Plan; and Adopt Resolution Amending
the Salary Plan for Part-Time Personnel.

6. PUBLIC HEARING
6.1. Valley Christian Center: Planned Development Zoning Amendment and Site
Development Review Permit
The Valley Christian Center is requesting approval to modify the Planned Development
Zoning for the campus. The Planned Development Zoning serves as the master plan to build-
out the campus over time. The proposed amendments include the addition of a lighted
athletic field and amphitheater with sound amplification, establishing a parking standard for
the athletic field, and re-allocating the square footage allotted to various buildings/uses on the
campus. The request also includes a Site Development Review Permit to construct the
athletic field with a seating capacity of 600, a concession stand/ticket booth, and related site
improvements including a plaza, amphitheater and landscaping.
STAFF RECOMMENDATION:
Conduct the public hearing, deliberate, and a take the following actions: a) Adopt the
Resolution Adopting a Supplemental Mitigated Negative Declaration and Mitigation
Monitoring and Reporting Program for the Valley Christian Center Project; b) Waive the
reading and INTRODUCE an Ordinance Approving an Amendment to the Existing P lanned
Development Zoning for the Valley Christian Center; and c) Adopt the Resolution
Approving a Site Development Review Permit for the Valley Christian Center Project.

8. NEW BUSINESS
8.1. Kent Property General Plan Amendment Study Initiation Request (PLPA-2019-00002)
The City Council will consider a request by the property owner, Greg Kent, to ini tiate a
General Plan Amendment Study for approximately 1.5 acres located at 6207 Sierra Ct. The
Study would evaluate a proposal to change the existing General Plan land use designation
from Business Park/Industrial to Retail/Office and Automotive to allow commercial uses.

STAFF RECOMMENDATION:
Adopt the Resolution Approving the Initiation of a General Plan Amendment Study to
Evaluate Changing the Land Use Designation of Approximately 1.5 acres from Business
Park/Industrial to Retail/Office and Automotive; OR adopt the Resolution Denying the
Initiation of a General Plan Amendment Study to Evaluate Changing the Land Use
Designation of Approximately 1.5 acres from Business Park/Industrial to Retail/Office and
Automotive.
9. OTHER BUSINESS
