SUBJECT:Approving Kaiser Road as a Private Street

EXECUTIVE SUMMARY:
The City Council will consider approving a new private street with the street name “Kaiser Road.”
STAFF RECOMMENDATION:
Adopt the Resolution Approving Kaiser Road as a Private Street.
FINANCIAL IMPACT:
There is no financial impact to the City associated with the approval of naming the private street
as Kaiser Road as the applicant will cover the cost.
DESCRIPTION:
The City received a letter from Kaiser Permanente, owner of the Kaiser Medical Office Building
and Cancer Center located at 3100 Dublin Boulevard (Attachment 3), requesting recognition of
Kaiser Road as a private street. The current unnamed private street is located on the westerly side
of the Kaiser Permanente parcel and to the south of the Dublin Boulevard and Keegan Street
intersection as shown in Figure 1 below.

Section 7.08.070 of the Dublin Municipal Code states that, if there are no addresses in use on a
street, the name of which is to be changed, the City Council may make such a change without
referral to the Planning Commission and without a public hearing. The existing unnamed private
street meets these criteria.
In order to name a private street, notice must be made to various agencies to ensure that there are
no similarly named streets in the area. Staff provided notice to the various agencies on May 5,
2021 and no concerns were noted by the agencies (Attachment 4). In addition, the City received
letters of support from the adjacent property owners on the commercial site (Attachment 5).

The City Council Agenda was posted, and a copy of this Staff Report was shared with the applicant.

RESOLUTION NO. XX – 21
A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN
APPROVING KAISER ROAD AS A PRIVATE STREET
WHEREAS,Kaiser Permanente has requested that the City recognize a private unnamed
street on the westerly portion of the Kaiser parcel ((Parcel Map 10546, Parcels 2 and 3, on Book
340, Pages 38-44 in the Alameda County Official Records), as depicted in Exhibit A to this
Resolution, as Kaiser Road; and
WHEREAS,the street naming has been reviewed in accordance with the provisions of
the Dublin Municipal Code 7.08.070; and
WHEREAS,Staff provided notice referring the proposed street name to the various
agencies on May 5, 2021 and no response regarding concerns of any similar named streets in
the area was received.
WHEREAS,the City Council did hear and consider all such reports and
recommendations and support the request.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin does
hereby approve Kaiser Road as a private street, as depicted on Exhibit A attached hereto.
BE IT FURTHER RESOLVED that the City Clerk of the City of Dublin is hereby directed
to transmit a certified copy of this Resolution to be recorded in the Alameda County Clerk-
Recorder’s Office and to forward a copy of the Resolution to the Alameda County Fire
Department, United States Post Office, County of Alameda, each adjoining city, and all affected
property owners.

Dear Ms. Wetherford:
I am writing to request that the City of Dublin name an unnamed driveway near our Kaiser Permanente
Dublin Medical Offices and Cancer Center.
It has been brought to our attention that the driveway west of our facility bordering land purchased from
Kaiser Permanente by Mr. Inder Dosanjh is an unnamed driveway. Mr. Dosanjh has requested the
property be named to give the westerly parcels a better address and identity. Kaiser Permanente owns
the land and the other parcels have easement rights for access to their parcels.
The name that has been agreed upon is ‘Kaiser Road.’ As the property owner, Kaiser Permanente is
formally requesting that the City of Dublin process the request to name the street ‘Kaiser Road.’
Attached is a copy of the recorded Parcel Map 10903, you will see the driveway on the east side (right
side) of the map.
I have copied Mr. Guy Houston, who represents Mr. Dosanjh (guyhouston@sbcglobal.net) and is taking
the lead on the renaming process. Please feel free to contact me if you have additional questions.

The City of Dublin received a request from Kaiser Permanente to assign a street name to
the westerly private street within the Kaiser Permanente Property located at 3100 Dublin
Blvd. This private street is located to the south of the Dublin Blvd. and Keegan Street
intersection.
The City of Dublin’s process before a new street name can be assigned include the
referral of the proposed street name(s) to the County of Alameda, adjacent local
jurisdictions, U.S. Post Office, the City Police and Fire Departments, and the School
District. You are receiving this notification because your agency is one of the agencies
noted above.
The applicant is proposing to name this private street as Kaiser Road.
Enclosed is Exhibit A which shows the location of the street in question.
Please review the proposed street name for any potential conflicts with other street
names in the area and provide your comments by Monday, May 24, 2021. You may send
your response by emailing me directly at: erwin.ching@dublin.ca.gov.
Please note that If a response is not received from your agency by the due date, your
opportunity to provide comments will have passed.
