Meeting Procedure During Coronavirus (COVID-19) Outbreak:
In keeping with the guidelines provided by the State of California and Alameda County Department
of Public Health regarding gatherings during the coronavirus (COVID-19) outbreak, and
recommendations to follow social distancing procedures, the City of Dublin will hold the Regular
City Council Meeting through a hybrid of in-person attendance with the City Council, invited staff,
and limited members of the public at the City Council Chamber and through the virtual platform,
Zoom. The City of Dublin will adopt the following practices during upcoming City Council meetings:
• Per normal practice, the meeting will be livestreamed and available at www.tv28live.org for
viewing and also broadcast live on Comcast T.V. channel 28 beginning at 7:00 p.m. This
meeting will also be available on the City’s website.
• To maximize public safety while maintaining transparency and public access, members of the
public may participate in one of the following ways:
o Virtual Platform (Zoom):
• If you wish to speak via Zoom during the meeting, please fill out the online speaker
slip available at www.dublin.ca.gov. The speaker slip will be made available at
10:00 a.m. on Tuesday, June 1, 2021. Upon submission, you will receive Zoom link
information. Speakers slips will be accepted until the staff presentation on an
agenda item ends, or until the public comment period on non-agenda items is
closed.
• Once connected, the public speaker will be connected to the Zoom webinar as
an attendee and muted. The speaker will be able to see the meeting from inside
Zoom.
• When the agenda item upon which the individual would like to comment is
addressed, the speaker will be announced in the meeting when it is his/her time to
speak to the City Council. The speaker will then be unmuted for comment.

o In person at Council Chamber:
• Members of the public wishing to speak in person are asked to fill out an online
speaker slip in advance of the meeting. Speakers may also sign up to speak at the
meeting. Speaker slips will be accepted until the staff presentation on an agenda
item ends, or until the public comment period on non-agenda items is closed.
• Pursuant to the public health officer’s order, the City Council Chamber will have
limited seating available on a first-come, first-served basis for members of the
public to attend the meeting in person. Physically distanced seats have been
identified in the Chamber for use by the public. Members of the public should
maintain at least six-foot social distancing from individuals who are not part of the
same household or living unit.
• For the purposes of potential public health contact tracing, all members of the
public attending the meeting will be requested to sign in and provide a name and
phone number or email address. In addition, attendees will be screened with a
touchless temperature check.
• Consistent with the public health officer’s order, each member of the public must
also wear a face covering the nose and mouth at all times during the course of the
meeting, even while speaking at the podium.

3.1 Employee Introductions
New City of Dublin Staff members, Jordan Foss, Management Analyst II with Public Works,
and Shalini Reddy, Senior Office Assistant with Parks and Community Services will be
introduced.
STAFF RECOMMENDATION:
Welcome the City of Dublin Staff members.
3.2 Elder Abuse Awareness Month Proclamation
The City Council will present the Elder Abuse Awareness Month proclamation to Deputy
District Attorney Cheryl Poncini of the Alameda County District Attorney’s Office - Elder
Protection Unit.
STAFF RECOMMENDATION:
Present the proclamation.
3.3 Public Comment
At this time, the public is permitted to address the City Council on non-agendized items. Please step to the
podium and clearly state your name for the record. COMMENTS SHOULD NOT EXCEED THREE (3) MINUTES. In
accordance with State Law, no action or discussion may take place on any item not appearing on the posted
agenda. The Council may respond to statements made or questions asked, or may request Staff to report back at
a future meeting concerning the matter. Any member of the public may contact the City Clerk’s Office related to
the proper procedure to place an item on a future City Council agenda. The exceptions under which the City
Council MAY discuss and/or take action on items not appearing on the agenda are contained in Government
Code Section 54954.2(b)(1)(2)(3).

4. CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for
approval by the City Council with one single action. Members of the audience, Staff or the City
Council who would like an item removed from the Consent Calendar for purposes of public
input may request the Mayor to remove the item.
4.1 Approval of the May 18, 2021 Special City Council Meeting and Regular City Council
Meeting Minutes
The City Council will consider approval of the minutes of the May 18, 2021 Special and
Regular City Council meetings.
STAFF RECOMMENDATION:
Approve the minutes of the May 18, 2021 Special and Regular City Council meetings.
4.2 Road Repair and Accountability Act of 2017, Senate Bill (SB) 1 - Fiscal Year 2021-22
Project List
The City Council will consider approving a list of projects funded in Fiscal Year 2021-22 by
Senate Bill 1, the Road Repair and Accountability Act of 2017.
STAFF RECOMMENDATION:
Adopt the Resolution Approving a List of Projects Funded in Fiscal Year 2021-22 by Senate
Bill 1, the Road Repair and Accountability Act of 2017.
4.3 Adoption of an Appropriations Limit for Fiscal Year 2021-22
The City Council will consider adoption of the annual Appropriations Limit in accordance with
State law. The City of Dublin’s Limit for Fiscal Year 2021-22 is $419,772,690, which exceeds
the City’s related appropriations by $341,054,617.
STAFF RECOMMENDATION:
Adopt the Resolution Adopting an Appropriation Limit for Fiscal Year 2021-22 of
$419,772,690.
4.4 Agreement with Lynx Technology, Inc. for GIS Consulting Services
The City Council will consider approving an agreement with Lynx Technology, Inc. for
Geographic Information Systems consulting services.
STAFF RECOMMENDATION:
Adopt the Resolution Approving an Agreement with Lynx Technology, Inc. for GIS Consulting
Services.
4.5 City Proclamations for the Month of June
The City Council will consider the following proclamations for the month of June in the City of
Dublin: National Flag Day and National Flag Week, African American Music Appreciation
Month, National Caribbean American Heritage Month, National Great Outdoors Month,
National Homeownership Month, National Ocean Month, Juneteenth and National Gun
Violence Awareness Day and Month.
STAFF RECOMMENDATION:
Approve the proclamations.
4.6 Approve Agreements for Senate Bill 1383 Implementation, Solid Waste Franchise
Agreement Support, and Stormwater Services
The City Council will consider approving agreements for Senate Bill 1383 Implementation
Assistance, Solid Waste Franchise Agreement Amendment and Senate Bill 1383

Implementation, and for Municipal Regional Stormwater National Pollutant Discharge
Elimination System Permit Inspections and Illicit Discharge Response Services.
STAFF RECOMMENDATION:
Take the following actions: 1) Adopt the Resolution Approving an Agreement with Cascadia
Consulting Group, Inc. for Senate Bill 1383 Implementation Assistance; 2) Adopt the
Resolution Approving an Agreement with HF&H Consultants, LLC for Solid Waste Franchise
Agreement Amendment and Senate Bill 1383 Implementation; and 3) Adopt the Resolution
Approving an Agreement with Surf to Snow Environmental Resource Management, Inc. for
Stormwater Inspections and Illicit Discharge Response Services.
4.7 Agreement with the County of Alameda for Fiscal Year 2021-22 Additional Library
Services
The City Council will consider approving an agreement with the County of Alameda to provide
23 hours of library services per week at the Dublin Public Library for Fiscal Year 2021-22.
These hours are in addition to the County’s base service level of 28 hours per week. There is
no change in the number of hours provided from Fiscal Year 2020-21.
STAFF RECOMMENDATION:
Adopt the Resolution Approving an Agreement with the County of Alameda for Additional
Library Services for Fiscal Year 2021-22.
4.8 Community Development Department On-Call Consulting Services Agreements
The City Council will consider approving Consulting Services Agreements for firms to provide
contract planning, housing, and building services on an as-needed basis. The planning and
housing service categories include contract planning services, contract housing services,
landscape design review, architectural design review, arboricultural services, acoustical
analysis, biological resource analysis and documentation, and environmental analysis and
documentation. Building services include plan check, inspections, and building code
compliance activities. The proposed agreements would cover a three-year term that expires
on June 30, 2024.
STAFF RECOMMENDATION:
Adopt the Resolution Approving Consulting Services Agreements for On-Call Contract
Planning, Housing, and Building Services.
4.9 Approving Kaiser Road as a Private Street
The City Council will consider approving a new private street with the street name “Kaiser
Road.”
STAFF RECOMMENDATION:
Adopt the Resolution Approving Kaiser Road as a Private Street.
4.10 Storm Drainage Maintenance Agreement with Dublin Crossing, LLC
The City Council will consider approving a Storm Drainage Maintenance Agreement with Dublin
Crossing, LLC for the maintenance of various storm drainage facilities within the Boulevard
development.
STAFF RECOMMENDATION:
Adopt the Resolution Approving a Storm Drainage Maintenance Agreement Between the City
of Dublin and Dublin Crossing, LLC.

4.11 Agreement with Sierra Display, Inc. for Banner Services
The City Council will consider approving a Contractor Services Agreement with Sierra Display,
Inc. for banner services.
STAFF RECOMMENDATION:
Adopt the Resolution Approving a Contractor Services Agreement with Sierra Display, Inc.
for Banner Services.
4.12 Second Reading of Ordinance Amending Article IV (Abatement of Vicious Dogs) of
Section 5.36 (Animal Control) of the Dublin Municipal Code Section Regarding
Potentially Dangerous and Vicious Dogs
The City Council will consider adopting an Ordinance Amending Article IV (Abatement of
Vicious Dogs) of Section 5.36 (Animal Control) of the Dublin Municipal Code Regarding
Potentially Dangerous and Vicious Dogs. The first reading of this Ordinance was held at the
May 18, 2021 Regular City Council Meeting.
STAFF RECOMMENDATION:
Waive the second reading and adopt the Ordinance Amending Article IV (Abatement of
Vicious Dogs) of Section 5.36 (Animal Control) of the Dublin Municipal Code Regarding
Potentially Dangerous and Vicious Dogs.
4.13 Appointment of City of Dublin Poet Laureate
The City Council will consider the appointment of a City of Dublin Poet Laureate for a term
beginning July 1, 2021 and ending December 31, 2022.
STAFF RECOMMENDATION:
Confirm the Mayor’s appointment of James Morehead to serve as City of Dublin Poet Laureate
for a term beginning July 1, 2021 and ending December 31, 2022.
4.14 City Manager’s Employment Agreement
The City Council will consider approving the First Amendment to City Manager’s Employment
Agreement and authorizing a Pay-For-Performance payment for the City Manager’s
performance in 2020.
STAFF RECOMMENDATION:
Approve and authorize the Mayor to execute the First Amendment to City Manager’s
Employment Agreement and authorize the payment of $10,000 as Pay-For-Performance for
the City Manager’s performance during 2020.
4.15 City of Dublin Fiscal Year 2021-22 Human Services Grant Program Funding
Recommendations
The City Council will consider funding recommendations for the Fiscal Year 2021-22 Human
Services Grant Program.
STAFF RECOMMENDATION:
Adopt the Resolution Approving Funding Recommendations for the Fiscal Year 2021-22
Human Services Grant Program.

6. PUBLIC HEARING
6.1 Approval of Annual Engineer’s Reports and Annual Levy for Street Lighting
Maintenance District 1983-1; Landscape and Lighting District 1983-2; Landscape and
Lighting District 1986-1; Landscape and Lighting District 1997-1; Street Lighting
Maintenance District 1999-1
The City Council will consider approval of the Engineer’s Reports and the levy of special
assessments in each of the five City assessment districts for Fiscal Year 2021-22. A public
hearing is required to set the annual levy.
STAFF RECOMMENDATION:
Conduct the public hearing and adopt the Resolution Approving the Engineer’s Report,
Confirming Diagram and Assessment, and Ordering Levy of Assessment for City of Dublin
Street Lighting Maintenance District 1983-1, Landscape and Lighting District 1983-2,
Landscape and Lighting District 1986-1, Landscape and Lighting District 1997-1, and Street
Lighting Maintenance District 1999-1.
6.2 Adopting the Proposed 2020-2025 Five-Year Capital Improvement Program Update
The City Council will conduct a public hearing and consider adopting the proposed Five-Year
Capital Improvement Program Update, which includes capital project funding from Fiscal
Year 2020-21 through Fiscal Year 2024-25.
STAFF RECOMMENDATION:
Conduct the public hearing, deliberate, and adopt the Resolution Adopting the Proposed
Five-Year Capital Improvement Program 2020-2025 Update.
6.3 Fiscal Year 2021-22 Budget Update
The City Council will consider approval of a Resolution adopting the City’s budget for Fiscal
Year 2021-22 and related additional resolutions regarding personnel salary and classification
plans.
STAFF RECOMMENDATION:
Take the following action: 1) Adopt the Resolution Adopting a Budget for the City of Dublin
for Fiscal Year 2021-22; 2) Adopt the Resolution Establishing a Salary Plan for Full-Time
Personnel in Accordance with the Personnel Rules; 3) Adopt the Resolution Establishing a
Salary Plan for Management Positions Exempt from Competitive Service.
7. UNFINISHED BUSINESS
7.1 Participation in the California Statewide Communities Development Authority
Middle-Income Rental Housing Program and Policy Direction on Loss of Property
Tax Revenue Due to Creation of Middle-Income Housing
The City Council will consider whether to join the Community Improvement Authority, which
is an affiliate of the California Statewide Communities Development Authority (CSCDA). The
Authority supports the issuance of bonds for the production, preservation, and protection of
middle-income rental housing. As a policy matter, the acquisition of middle-income rental
housing results in the loss of property tax revenue for a period of 30 years. Staff is requesting
that the City Council provide policy direction on the loss of property tax revenue to the City in
support of creating middle-income housing.
If the City Council decides to become an Additional Member of the Authority, CSCDA is
proposing to acquire the Waterford Place Apartments located at 4800 Tassajara Boulevard for
that purpose. As part of this decision, the City Council will consider approving the form of a

Public Benefit Agreement and approving the issuance of bonds for the acquisition of the
Waterford Place Apartments.
STAFF RECOMMENDATION:
Receive the presentation and provide direction on the loss of property tax revenue, and on
joining the Authority. If the City Council wishes to join the Authority, adopt the Resolution
Approving, Authorizing, and Directing Execution of a Joint Exercise of Powers Agreement
Relating to the CSCDA Community Improvement Authority, and the Form of a Public Benefit
Agreement; and Approving the Issuance of Revenue Bonds by the Authority for the Purpose of
Financing the Acquisition of the Waterford Place Apartments.
7.2 SCS Property Community Outreach
On March 2, 2021, the City Council approved a City-led community outreach process for the
SCS Property that includes an Urban Land Institute Technical Advisory Panel to create a
foundation for future discussion and a consultant team to assist in engaging the community.
As part of this effort, Staff and the consultant team lead by ELS Architecture & Urban Design
will provide a presentation on background information collected and opportunities and
constraints. In addition, Staff and ELS are seeking input from the City Council regarding the
future use of the site.
STAFF RECOMMENDATION:
Receive the presentation on the SCS Property community outreach process, background
information including initial understanding of opportunities, constraints, and desired
objectives, and provide input.
8. NEW BUSINESS
8.1 Energy Efficiency and Infrastructure Improvement Projects
The City Council will consider the implementation of energy efficiency and related
infrastructure improvement projects. The City Council will also consider authorizing Staff to
explore funding for the projects, which may include bond issuance or other financing, which
would be brought back to the City Council for final approval.
STAFF RECOMMENDATION:
Receive a report summarizing the recommended Energy Efficiency and Infrastructure
Improvement Projects resulting from the Investment Grade Audit conducted by Willdan
Energy Solutions and provide direction to Staff on project implementation and the
exploration of project funding.
9. OTHER BUSINESS
Brief information only reports from City Council and/or Staff, including committee reports
and reports by City Council related to meetings attended at City expense (AB1234).
10. ADJOURNMENT
