A field investigation confirmed the need to improve sight distance at this intersection since vehicles are usually parked along the east side of Brannigan Street north and south of Aviano Way. A designation of one 40-foot "No Parking" zone on Brannigan Street immediately south of Aviano Way and one 15-foot "No Parking" zone on Brannigan Street immediately north of Aviano Way would improve sight distance at this intersection. FINANCIAL IMPACT: The cost to install two new signs ($400) can be accommodated in the Fiscal Year 2009-2010 Street Maintenance Operating Budget. RECOMMENDATION: Staff recommends that the City Council adopt the Resolution Approving Parking Regulation on Brannigan Street. ~ , .~rna.tJ l ~~ Submitted By Senior Civil Engineer Revie ed By Assistant City Manager Page 1 of 2 ITEM NO. ~' DESCRIPTION: The City received a request from a resident of the Sorrento neighborhood to investigate opportunities to improve sight distance at the intersection of Brannigan Street and Aviano Way for vehicles leaving Aviano Way and turning onto Brannigan Street (Attachment 1). Staff conducted a field investigation and observed a number of vehicles parked along the east side of Brannigan Street very close to the corner of Aviano Way, which limits sight distance for vehicles leaving Aviano Way turning onto Brannigan Street. The designation of one 40-foot "No Parking" zone on Brannigan Street immediately south of Aviano Way and one 15-foot "No Parking" zone on Brannigan Street immediately north of Aviano Way would improve sight distance (Attachment 2). Implementation of the "No Parking" zones would eliminate approximately three on-street parking spaces. Community Development staff was consulted regarding the elimination of these parking spaces, and it was confirmed that the development would still meet the approved parking requirements despite the loss of these spaces. This item was also reviewed and discussed at the City's Traffic Safety Committee. Dublin Police Services agreed at sight distance could be improved at this intersection and that establishing "No Parking" zones on Brannigan Street would improve safety at this intersection. A resolution is attached (Attachment 3) that would amend the City of Dublin Traffic Code to include one 40-foot "No Parking" zone on Brannigan Street immediately south of Aviano Way and one 15-foot "No Parking" zone on Brannigan Street immediately north of Aviano Way. NOTICING REQUIREMENTS/PUBLIC OUTREACH: Written notification of the proposed action was sent to the adjacent residents (Attachment 4 and 5). One response was received supporting the designation of two "No Parking" zones along Brannigan Street to improve sight distance (Attachment 6). ATTACHMENTS: 1. The site of concern is at the intersection of Brannigan Street and Aviano Way (the driveway exiting out of the Toll Brothers Sorrento community.) On some days, the street parking is completely full, rendering basically zero visibility to the oncoming traffic (on Brannigan St.) whether one is to make a left or a right turn out of Aviano Way onto Brannigan St. When the cars are parked full, the traffic coming up Brannigan will not be able to see cars edging out from the community either. Please look into this issue as soon as you can. I was two feet from a lethal accident just last Saturday that is why I urgently sought out the proper authorities to address the problem before somebody gets hurt. I would appreciate very much if you can give me some update as to what will be done to correct the problem. Please do not hesitate to contact me if you need further descriptions regarding this issue. Because vehicles park on Brannigan Street adjacent to the intersection, there is limited sight of on-coming traffic for motorists exiting Aviano Way wishing to turn onto Brannigan Street. After reviewing this request, Staff is recommending the designation of one 40-foot "No Parking" zone on Brannigan Street immediately south of Aviano Way and one 15-foot "No Parking" zone on Brannigan Street immediately north of Aviano Way (see attached diagram). I've lived in the Sorrento complex since July of last year and always exit the complex via Aviano Way and Brannigan. There have been at least 3-4 occasions whereby a collision could have occured because i had no visibility of on-coming traffic. I fully support this proposal and hope the Council votes in favor of prohibiting parking at this intersection. If you have any questions, please don't hesitate to contact me at 714-299-0741.
