EXECUTIVE SUMMARY:
Parcel Map 9827 created a Public Utility Easement and an Emergency Access Easement for
the future development of the Fallon Gateway Commercial Center by the Stanforth Holding
Company on the west side of Fallon Road between Dublin Boulevard and I-580. Minor design
changes in the site plan require these easements to be quitclaimed back to the property owner
and new easements to be accepted by the City.
FINANCIAL IMPACT:
There is no financial impact to the City.
RECOMMENDATION:
Staff recommends that the City Council adopt the
Existing Parcel Map 9827 Public Utility Easement
and Accepting New Public Utility Easement and
Fallon Gateway.

DESCRIPTION:
The Planning Commission adopted Resolution 18-09 on April 28, 2009 approving Site
Development Review for the Fallon Gateway commercial center located on the west side of
Fallon Road between Dublin Boulevard and I-580. Parcel Map 9827, approved by Resolution
181-09 on December 9, 2009, subdivided the 33.9-acre area of Fallon Gateway into five parcels
and dedicated to the City related easements. The site plan has been slightly revised due to
changes in the footprint of the proposed Target store. The alignment of the Public Utility
Easement and Emergency Access Easement dedicated and accepted with Parcel Map 9827
need to be revised to conform to the revised site plan.
The Quit Claim Deed and Easement Grant Deed has been reviewed and found to be in
conformance with the Parcel Map 9827 Tentative Map and Conditions of Approval adopted by
Community Development Director Resolution No. 09-07 on August 12, 2009.
NOTICING REQUIREMENTS/PUBLIC OUTREACH: ~
No public noticing is required. A copy of Staff Report to be sent to James Tong on behalf of
Stanforth Holding Company.

APPROVING QUIT CLAIM DEED TO EXISTING PARCEL MAP 9827 PUBLIC UTILITY
EASEMENT AND EMERGENCY VEHICLE ACCESS EASEMENT AND ACCEPTING NEW
PUBLIC UTILITY EASEMENT AND EMERGENCY VEHICLE ACCESS EASEMENT FOR
FALLON GATEWAY
WHEREAS, Parcel Map 9827 in the incorporated territory of the City of Dublin, State of
California was approved by City Council Resolution No. 181-09 all in accordance with
provisions of the Subdivision Map Act of the State of California and the City of Dublin Code; and
WHEREAS, the rights to the areas marked on Parcel Map 9827 as Dublin Boulevard
Public Service Easement (PSE), Public Utility Easement (PUE), Emergency Vehicle Access
Easement (EVAE) and Storm Drain Maintenance Easement (SDME) offered for dedication to
public use in conformity with the terms of dedication were accepted subject to improvement;
and
WHEREAS, the Stanforth Holding Company, LLC has executed and filed with the City of
Dublin an Quitclaim Deed, attached as Exhibit "A", to extinguish portions of the Public Utility
Easement (PUE) and Emergency Vehicle Access Easement (EVAE) dedicated on Parcel Map
9827 ; and
WHEREAS, the Stanforth Holding Company, LLC has executed and filed with the City of
Dublin an Easement Grant Deed, attached as Exhibit "B", to dedicate new Public Utility
Easement (PUE) and Emergency Vehicle Access Easement (EVAE);
NOW, THEREFORE, BE IT RESOLVED that said Quitclaim Deed is hereby approved
and that the City Manager is hereby authorized by the City Council to execute the Quit Claim
Deed, hereto attached as Exhibit "A" and the Clerk of this City Councit is hereby directed to
transmit said Deed to the County Recorder for filing.
BE IT FURTHER RESOLVED that the Public Utility Easement (PUE) and Emergency
Vehicle Access Easement (EVAE) in the said Easement Grant Deed are hereby accepted,
subject to improvements and that the City Engineer is hereby authorized by the City Council to
execute the acceptance of said Easement Grant Deed, hereto attached as Exhibit "B" and the
Clerk of this City Council is hereby directed to transmit said Deed to the County Recorder for
filing.
