FINANCIAL STATEMENT: The cost of preparing the General Plan Amendment and Eastern
Dublin Specific Plan Amendment shall be borne by the affected
property owner who has requested this amendment.
DESCRIPTION:
Background
On October 10, 2008, Mr. Jim Tong, representing Hong-Yao Lin, submitted an application requesting that
the City Council consider changing the existing land use designations for the Dublin Ranch North
property (Redgewick) to reduce the density of the property from 68 units to 4 units and transfer the
remaining units (64) to other Dublin Ranch properties (see Attachment 1). In order to study the request
and work with the Applicant on his proposal, the City Council must authorize the initiation of the General
Plan Amendment and Eastern Dublin Specific Plan Amendment Study.
ANALYSIS:
The Dublin Ranch North property is within the Eastern Dublin Specific Plan Area and the City's Sphere
of Influence; however, the property is outside of the City Limits. Please refer to the vicinity map below.
The Dublin Ranch North property is the last
remaining parcel in Dublin that is within the
City's Sphere of Influence but not within
the City Limits.
Dublin Ranch North currently has two
General Plan and Eastern Dublin Specific
Plan land use designations on the property:
Low Density Residential (approximately
16.8 acres) which permits a density of 0.0 -
6.0 dwelling units per gross acre, and Rural
Residential/Agricultural (approximately
143.2 acres) which permits a density of 1
unit per gross acre (see Attachment 2). The
Eastern Dublin Specific Plan assumed 68
units for this parcel.
According to the General Plan and Eastern Dublin Specific Plan, the project site is 160 acres. This number
represents a boundary that was not surveyed. The project site is actually 157 acres, as determined by the

aerial topographic and boundary survey that was conducted. Although the site is 157 acres, the site has
sloping topography and development on the site should be designed with respect to the existing contours.
The Applicant is proposing to cluster development on 30 gross acres in the northwestern portion of the
site in the portion of the area currently designated for development of the 68 single-family homes. A total
of 4 estate lots are being proposed on the approximately 30 gross acres. The remainder of the site is
proposed to be placed into a permanent conservation easement for the protection of wildlife (see
Attachment 3).
In order to allow a density reduction to the proposed 4 units, the General Plan Land Use designation and
Eastern Dublin Specific Plan would need to be amended from Low Density Residential and Rural
Residential/Agriculture to Estate Residential (0.01 to 0.8 dwelling units per gross acre) and Open Space.
CONCLUSION:
If the City Council authorizes the initiation of a General Plan Amendment and Eastern Dublin Specific
Plan Amendment Study for the Dublin Ranch North property, Staff will:
• Examine the proposed alternative land use and densities to determine if they are appropriate based
on City policies and standards;
• Analyze the Applicant's request to transfer the remaining residential units from the site (64 total)
to other projects in Dublin Ranch;
• Work with the Applicant on the Environmental Review of the proposal; and
• Study the alternative land use plan, circulation routes, and the interrelationship and compatibility
of the proposed combination of uses.
The City Council is considering the initiation of a General Plan Amendment and Eastern Dublin Specific
Plan Amendment Study only at this time. If the initiation is approved, the project will come before the
City Council at a later date for an Annexation, General Plan Amendment, Eastern Dublin Specific Plan
Amendment, Stage I Planned Development Rezone/Prezoning and a Stage II Planned Development
Rezone, and other entitlements, as needed.
The City Council needs to determine whether the initiation of a General Plan Amendment and Eastern
Dublin Specific Plan Amendment Study should be authorized for the Applicant's request to reduce
density on the site. Both approval and denial resolutions have been included for City Council
consideration (Attachments 4 and 5).
RECOMMENDATION:
Staff recommends that the City Council: 1) Receive Staff presentation; 2) Receive presentation from
Applicant; 3) Receive public comment; and 4) Adopt a Resolution approving the initiation of a General
Plan Amendment and Eastern Dublin Specific Plan Amendment Study to amend the existing land use
designations to reduce the dwelling unit density for a property located on Fallon Road near the

Dear Mike Porto,
As the representatives for Dublin Ranch North (Redgwick) I would like to formally request the initiation of a General
Plan and Eastern Dublin Specific Plan Amendment Study.
The amendments are being requested to redesignate the uses from Low Density Residential and Rural
Residential/Agriculture to Estate Residential and Open Space to reflect the future placement of a conservation
easement on the majority of the property, the resulting residential densities, and the desire to transfer units to another
site.. The Eastern Dublin Specific Plan assigned 68 single family units to the property, however, only four are
proposed as part of the Project. The remaining residential units will be transferred to other Dublin Ranch projects.
The General Plan and Eastern Dublin Specific Plan currently designate the majority of the site to be Rural
Residential/Agriculture. The current development plan proposes to redesignate this land use to PD-Open Space to
remove and transfer the development rights to another site. This would allow for the protection, management, and
health of the environmental systems currently in place on the site and those to be added. A conservation easement
will be placed upon these lands. The remaining land in the Project will be rezoned as PD-Estate Residential and will
allow a maximum of 4 single family homes. This site plan better relates to and conforms to the existing terrain and
decreases the amount of environmental impacts on the site. The Eastern Dublin Specific Plan residential land use
categories experience a gap of densities between the different designations. Specifically, Rural
Residential/Agriculture's density is only listed as 0.01 du/ac and then the density jumps to Single Family with a
density range of 0.9 to 6.0 du/ac. This creates a density gap between 0.01 and 0.9 units per acre, which is where this
project density proposal falls. The General Plan includes the Estate Residential category (.01-.8) in which this project
density fits.
Attached you will find a Vicinity Map as well as a Land Use Comparison Plan showing the current land uses and the
proposed land uses and a Stage II PD plan. We would like to be placed on the City Council calendar for this action as
soon as possible and to receive notification of when the hearing is scheduled.

APPROVING THE INITIATION OF A GENERAL PLAN AMENDMENT AND EASTERN

WHEREAS, Jim Tong, representing Hong-Yao Lin, has submitted a request to change the land
use designation of the Dublin Ranch North property (Redgewick) located on Fallon Road
approximately 1.5 miles north of I-580 and initiate a General Plan Amendment and Eastern Dublin
Specific Plan Amendment Study; and
WHEREAS, the project area is in the City of Dublin's Sphere of Influence area and the Eastern
Dublin Specific Plan area, but outside of the City Limits; and
WHEREAS, the Dublin General Plan and Eastern Dublin Specific Plan states that the land use
designation for this property is Low Density Residential and Rural Residential/Agriculture; and
WHEREAS, the Applicant has requested to modify the existing General Plan and Eastern Dublin
Specific Plan land use designations of the site to Estate Residential and Open Space; and
WHEREAS, the Applicant has requested approval to proceed with a study to allow development
of 4 units on the property which was originally shown to provide up to 68 units and would require that
the existing density on the site be reduced; and
WHEREAS, Staff will analyze the request to transfer the remaining residential units from the site
(64 total) to other projects in Dublin Ranch as part of the General Plan and Eastern Dublin Specific
Plan Amendment Study; and
WHEREAS, additional entitlements including Annexation, a Stage I and Stage II Planned
Development re-zoning, Site Development Review, Tentative Map and other associated entitlements
would need to be processed before development could occur; and
WHEREAS, the initiation request has been reviewed in accordance with the provisions of the
California Environmental Quality Act (CEQA) and was found to be Categorically Exempt under
Section 15306, Class 6 of the State CEQA Guidelines; and
WHEREAS, a Staff Report was submitted outlining the issues surrounding the request; and
WHEREAS, the City Council did hear and consider all such reports, recommendations, and
testimony hereinabove set forth, and supports the initiation of a Specific Plan Amendment and
General Plan Amendment for the subject property.

NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin does
hereby approve the initiation of the General Plan Amendment and Eastern Dublin Specific Plan
Amendment Study request.
BE IT FURTHER RESOLVED that the Applicant shall pay for all processing costs involved
with the General Plan Amendment and Eastern Dublin Specific Plan Amendment Study.
