2010

3) Proclaim that the City of Dublin is committed to partnering
with the U.S. Census Bureau to help ensure a full and
accurate count in 2010.

The U.S. Census is a count of every individual residing in the Unites States, the District of Columbia,
Puerto Rico and the Island Areas. The census, which is conducted by the Federal Government, occurs
every 10 years. The first census was conducted in 1790 and has been carried out every 10 years since then.
The next census will occur on April 1, 2010.
The City of Dublin has chosen to actively participate in the upcoming 2010 Census and partner with the
U.S. Census Bureau because of the importance of obtaining a complete and accurate count for the 2010
Census. Census data is used for a myriad of purposes, including the allocation of more than $300 billion
per year in federal and state funding to states and communities.
Since the fall of 2007, Staff has been working with the U.S. Census Bureau to ensure a complete and
accurate count for the 2010 Census. One of the first activities Staff participated in was the Local Update of
Census Addresses (LUCA) program. LUCA is a census partnership that allows tribal, state and local
governments to review and update the Census Bureau's Address List. Through the City's participation in
the LUCA program, nearly 5,500 addresses have been added to the Census Bureau's Address List. The

City of Dublin received a grant in the amount of $10,000 from the California Department of Finance for
participating in the LUCA program.
Staff is also partnering with Alameda County to review census tract boundaries for accuracy as part of the
2010 Census Participant Statistical Areas Program. Lastly, Staff has attended a number of workshops
hosted by the Census Bureau and has created a Census 2010 webpage, which will go live the end of
February. The purpose of the webpage is to disseminate census related information to Dublin residents.
The City of Dublin will continue to work with the U.S. Census Bureau to ensure a complete and accurate
count for the 2010 Census. Future involvement with the 2010 Census includes the following:
• Reviewing updated Census Bureau's address list;
• Maintaining the 2010 Census webpage with updates;
• Hosting workshops/training; and
• Promoting the census through locally based and targeted outreach efforts with the City's
involvement in the Alameda County Complete Count Committee. The goal of the Complete
Count Committee is to educate Dublin residents on the importance of achieving a complete count
in the 2010 Census.
Mayor Tim Sbranti on behalf of the City Council will present Lia Bolden, of the U.S. Census Bureau, with
the City's Census Proclamation which demonstrates the City of Dublin's commitment to partner with the
U.S. Census Bureau to help ensure a full and accurate count in 2010.
RECOMMENDATION:
Staff recommends that the City Council: 1) Receive presentation from the U.S. Census Bureau; 2) Provide
Comments; and 3) Proclaim that the City of Dublin is committed to partnering with the U.S. Census
Bureau to help ensure a full and accurate count in 2010.
