CITY COUNCIL MEETING DATE: March 3, 2009
SUBJECT: Tri-Valley Community Television Access via AT&T U-Verse
Service
Report Prepared by Roger Bradley, Administrative Analyst
ATTACHMENTS: None
RECOMMENDA IO Receive the report.
FINANCIALS TEMEN None.
DESCRIPTION: On January 27, 2009, AT&T began offering access to Tri-Valley
Community Television programming as part of its U-Verse service platform. Tri-Valley Community.
Television provides locally focused cable programming for the Tri-Valley Cities of Dublin, Livermore,
Pleasanton, and San Ramon, and has previously only been available on Comcast channels 28, 29, and 30.
In order to access the Tri-Valley Community Television programs on the U-Verse service, subscribers
must navigate through a web application that is available on U-Verse channe199. Viewers then have to
select the City of Dublin -Tri-Valley Community Television link, after which they will be able to select
the channel of preference or the Comcast equivalent of 28, 29, and 30. Unfortunately, as this is a web
application service, viewers are unable to utilize DVR services to record Tri-Valley Community
Television programming.
There is on-going conversation within the local access programming community as to whether the web
application service complies with State and federal laws and regulations. As more information becomes
available on this issue, Staff will keep the City Council informed.
RECOMMENDATION:
It is recommended that the City Council receive the staff report.
