SUBJECT: Acceptance of Improvements for Parcel Map 7125, Villas
Apartments at Santa Rita (Security Pacific Corporation - Archstone

RECOMMENDATION: Adopt the Resolution accepting improvements for Parcel Map 7125
(Villas Apartments at Santa Rita) and approving regulatory traffic
control devices.

FINANCIAL STATEMENT: Once these improvements have been accepted, the City will incur
maintenance and street sweeping costs for the City street
improvements on Dublin Boulevard, Central Parkway, Hacienda
Drive, Hibernia Drive, and Tassajara Road. The street light
maintenance costs will be paid by the Street Lighting Maintenance
Assessment District 97-1. Maintenance of median island street
landscaping on Central Parkway will be performed by the City.
DESCRIPTION: Parcel Map 7125, Villas Apartments at Santa Rita, consists of 324
apartment units and is located in the Eastern Dublin Specific Plan area north of Dublin Boulevard, east of
Hacienda Drive, west of Hibernia Drive and south of Central Parkway. As part of this project, the
developer widened and constructed frontage improvements along Dublin Boulevard, Hacienda Drive,
Hibernia Drive and Central Parkway. The developer also widened Tassajara Road between Dublin
Boulevard and I-580 and improved the intersections of Tassajara Road and Dublin Boulevard, and Central
Parkway and Hacienda Drive.

The improvements have been constructed pursuant to the Tract Developer Agreement and to the
satisfaction of the Public Works Director, and should now be accepted by the City for permanent
maintenance.
Conditions of approval for the project required that the project street frontages on Dublin Boulevard,
Hacienda Drive, Central Parkway, and Hibernia Drive be posted for no parking. During the final
inspection of the site in late 2008, it was found that, while the latter three streets had no parking signs
installed, the signs for Dublin Boulevard were missing. As a result, residents were utilizing the street for
parking.
In order to compensate for the loss of 22 unintended parking spaces on Dublin Boulevard, Staff
determined that it would be possible to provide 12 new parking spaces on the northerly half of the
Hibernia Drive frontage by modifying the existing parking restrictions. The curb-to-curb width of
Hibernia Drive is 40 feet, allowing for two 12-foot-wide vehicle lanes and two 8-foot-wide parking lanes.
The southerly half of the frontage includes a separate right-turn only lane at the Dublin Boulevard
intersection; therefore, the existing no parking restrictions need to be retained. Staff met with the
apartment management to discuss the proposed parking changes, and subsequently provided the apartment
manager with 350 notices (Attachment 2) advising of the parking changes for distribution to residents and
posting at the site. One voice mail message was received from a resident expressing concern over the loss
of parking on Dublin Boulevard; Staff returned the call and left a message which was not returned.
The developer installed the missing signs during the week of March 10, 2009. No further comments have
been received from the residents or the public regarding the sign installation, and parking on the Dublin
Boulevard frontage has ceased.
The following regulatory traffic control devices will be accepted and approved as part of this project and
added to the City of Dublin Traffic Code:
A. No parking restrictions have been installed on:
• Dublin Boulevard (north side) between Hacienda Drive and Hibernia Drive
• Central Parkway (south side) between Hacienda Drive and Hibernia Drive except at
parking bays
• Hacienda Drive (east side) between Dublin Boulevard and Central Parkway
• Hibernia Drive (west side) from Dublin Boulevard to a point 500' north of Dublin
Boulevard
At the time the City and Security Pacific Corporation executed the Tract Developer Agreement, the
developer provided a Performance Bond in the amount of $892,814.00 (Bond No. U2804048) and a
Payment Bond in the amount of $446,407.00 (Bond No. U2804048) to guarantee performance of the
work. The developer also provided a Performance Bond Rider in the amount of $1,177,814.00 (Bond No.
U2804048), a Payment Bond Rider in the amount of $589,006.00 (Bond No. U2804048), and a Surety
Bond Rider in the amount of $1,177,814.00 (Bond No. 008 S 103519130 BCM). Now that the work is
complete, these bonds and riders may be released in accordance with the authority contained in §66499.7
of the Government Code.
RECOMMENDATION: Staff recommends that the City Council adopt the Resolution
accepting improvements for Parcel Map 7125 (Villas Apartments at Santa Rita) and approving regulatory
traffic control devices.

SUBJECT: Installation of No Parking Signs on Dublin Boulevard

This letter is being sent to inform you of upcoming parking restrictions on Dublin Boulevard adjacent to
the Archstone Emerald Park Apartments.
The conditions of approval for the project required that the streets adjacent to the apartments (Dublin
Boulevard, Hacienda Drive, Central Parkway, and Hibernia Drive} be posted for no parking. The
exceptions are the parking bays on Central Parkway. The parking restrictions allow for the ultimate
placement of striped bicycle lanes on these streets.
The City of Dublin and Archstone are finalizing completion of required improvements for the apartments
so that financial securities held by the City for completion of this work can be released back to Archstone.
In the course of completing the final inspection of the streets, it was found that installation of parking
restrictions had been completed on Hacienda Drive, Central Parkway, and Hibernia Drive, but not on
Dublin Boulevard.
Archstone will be installing no parking signs on Dublin Boulevard, from Hacienda Drive to Hibernia Drive,
in early January. The City Council is scheduled to accept the street improvements on February 3, 2009,
at which time the Dublin Municipal Code will be amended to include the parking restrictions on all four
streets. Enforcement of parking restrictions will begin on February 15, 2009.
In order to compensate for the loss of parking on Dublin Boulevard, the City has looked at options for
making replacement parking available and has determined that the current parking restrictions on
Hibernia Drive can be eliminated on the portion of the street between Central Parkway and the apartment
driveway. The City will work with Archstone to revise the current signing, and the revised parking limits
will be noted in the Council acceptance of the street.

ACCEPTANCE OF IMPROVEMENTS FOR PARCEL MAP 7125
(VILLAS APARTMENTS AT SANTA RITA)
AND APPROVING REGULATORY TRAFFIC CONTROL DEVICES
WHEREAS, the subdivider of Parcel Map 7125, filed on October 29, 1998, in Book 243 of Maps
at Pages 7 - 10, previously entered into a Tract Developer Agreement with the City of Dublin to improve
said Parcel Map in accordance with plans and specifications on file with the City Engineer, said Parcel
Map identified as follows:

WHEREAS, the improvements associated with Parcel Map 7125 are complete in accordance with
said plans and specifications, and any approved modifications thereto, to the satisfaction of the Public
Works Director; and
WHEREAS, the developer has installed certain regulatory traffic control devices as a part of the
Parcel Map improvements; and
WHEREAS, the original Performance Bond and Labor and Materials Bond can be released, in
accordance with the authority contained in §66499.7 of the Government Code of the State of California;
NOW, THEREFORE, BE IT RESOLVED that:
The improvements completed within said Parcel Map are hereby approved and accepted; and
2. The traffic regulatory devices installed by the developer are hereby included in the City of
Dublin Traffic Code, said regulatory devices to include the following:
a) No parking restrictions have been installed on:
~ Dublin Boulevard (north side) between Hacienda Drive and Hibernia Drive;
• Central Parkway (south side) between Hacienda Drive and Hibernia Drive except at
parking bays;
• Hacienda Drive (east side) between Dublin Boulevard and Central Parkway; and
• Hibernia Drive (west side) from Dublin Boulevard to a point 500' north of Dublin

7. The original Surety Bond Rider issued by Travelers Casualty and Surety Company of America
