FINANCIAL STATEMENT: The low bid received for this project is $58,710, which is within the
$76,400 budgeted for the work.
DESCRIPTION: In Fiscal Year 2007-2008, the City of Dublin conducted the first year
of the multiple-year Citywide Street Storm Drain Condition Assessment Capital Improvement Project
(CIP #96030). This project consists of a clean out of the storm drain system and video recording of the
existing pipe condition. Work will be conducted using appropriate Clean Water Program protocols to
assure no illicit discharge occurs. An assessment and report on the condition of the storm drain system is
conducted by a separate consultant and generates a report that assesses the need, if any, to perform local
repairs to the storm drain system. Any recommended repairs will be included in a new Capital
Improvement Program (CIP) project for approval.
The order of the sections within the City proposed for assessment are determined by age, with the older
sections of Dublin inspected first. In Year One of the project, the area assessed was bounded by I-580
north to the City Limits and by the Iron Horse Trail and Alamo Canal Trail west to San Ramon Road. At
the end of the first year of this project, the area assessed (Area 1) included approximately 8,7001inear feet
of pipe that were recommended to be re-cleaned and re-videotaped for various reasons. Due to the
proximity of Area 1 to the area scheduled for assessment in Year II, Staff has included the 8,700 linear

feet of pipe segments in the scope of work for Year II. It is anticipated that approximately 57,000 linear
feet of the storm drain system will be assessed in FY 2008-2009 (Attachment 1). Notices regarding the
proposed assessment of the storm drain system will be sent to any affected residents, businesses and
schools prior to the beginning of work.
The bid period for this project was February 23 to March 12, 2009. A total of ten bids were received
(Attachment 2). The low bidder is Sanact, Inc., DBA Roto-Rooter, with a bid of $58,710.
Staff has reviewed the bids received, checked with the low bidder's references, and determined that this
bid is responsive and best suits the City's needs for performing this work.
RECOMMENDATION: Adopt the Resolution awarding Contract 09-04, Citywide Street
Storm Drain Condition Assessment (Year II Phase I), to Sanact, Inc., DBA Roto-Rooter.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN
AWARDING CONTRACT N0.09-04,
CITYWIDE STREET STORM DRAIN CONDITION ASSESSMENT (YEAR II PHASE I)
TO SANACT, INC., DBA ROTO-ROOTER
WHEREAS, the City of Dublin did, on March 12, 2009, publicly open, examine, and declare all
sealed bids for doing the work described in the approved Plans, Specifications, and Modifications for
Contract No. 09-04, Citywide Street Storm Drain Condition Assessment, which Plans, Specifications, and
Modifications are hereby expressly referred to for a description of said work and for all particulars relative
to the proceedings under the request for bids; and
WHEREAS, said bids were submitted to the Public Works Director, who has recommended that
the bid hereinafter mentioned is the lowest and best bid for doing said work;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin does
hereby award City of Dublin Contract No. 09-04 to the lowest responsible bidder therefor, to wit, Sanact,
Inc., DBA Roto-Rooter, at a bid of Fifty-Eight Thousand Seven Hundred Ten Dollars ($58,710), the
particulars of which bid are on file in the Office of the Public Works Director.
BE IT FURTHER RESOLVED that the Mayor is authorized to execute the Agreement.
